455-1996 IN ORDER TO REVISE ALL PERMIT
FEES TO ALLOW AN ADDIITONAL $1.00 PER
PERMIT ISSUED, EARMARKED FOR STATE
MANDATED ONGOING CONTINUING EDUCATION
AND IDENTIFICATION

WHEREAS, Florida Statute 125.56 (2) allows for the
Board of County Commissioners to provide for fees to defer
the cost of inspections and enforcement of the code; and
WHEREAS, Florida Statute 468.627 (5) requires all
inspection personnel who are certified through the State to
complete at least 14 classroom hours of continuing education
each biennium; and
WHEREAS, these costs should be borne by the users of
building permits and not by ad valorem taxes; and
WHEREAS, Monroe County currently has eleven building
code administrators and inspectors each requiring continuing
education, in addition to needing identification; and
WHEREAS, the Board of County Commissioners desires to
have a well-educated, professional staff to serve the
public; NOW THEREFORE

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
Section 1. Resolution No. 455-1996 is hereby amended
to include section (g)4 below:
Pursuant to Section 6-16.1, Sec. 6-41, and Sec. 5-3,
Monroe County Code, the following building permit fees are
hereby established:
(a) Building Permit Fees:
1. Minimum Fee.
. 35.00
2. Building permit applicants for new
commercial buildings, multi-family
buildings, and duplexes shall pay a
non-refundable $1,500.00 fee at the
time of filing for a building permit.
Building permit applicants for
conventional single family residences
shall pay a non-refundable $750.00 fee
at the time of filing for a building
permit. Building permit applicants for
modular homes shall pay a non-refundable
$500.00 fee at the time of filing for a
building permit. Mobile homes are
exempt from paying an application fee.
If the application is approved, the fee
shall be deducted from any other amount
which may be due and owing under the
other terms of this subsection.

(f) Reinspection Fees
When extra inspection trips are
necessary due to anyone of the
following reasons, a charge of
twenty-five ($25.00) dollars
shall be made for each trip:
(1) Wrong address.
(2) Work not in accordance with plans and
specifications.
(3) Rejected work resulting
from faulty construction.
(4) Repairs or corrections not
made when inspection is called.
(5) Work not ready for inspection
when called.
The payment of reinspect ion fees
shall be made before any further
inspections will be made for the
person/entity owing same.

(g) Miscellaneous Fees
1. Transfer of a building permit
upon change of ownership. .200.00

(h) Blasting Fees

The Clerk of the Board is hereby directed to forward
one (1) certified copy of this Resolution to the Division of
Growth Management.
PASSED AND ADOPTED at a regular meeting of the Board of
County Commissioners of Monroe County, Florida, held on the
