On June 23 I submitted a budget for Fiscal Year 1997-98 in accordance with Chapter
129.03(2). As I indicated in my transmittal letter, the budget included a request for
funding in the amount of $12,814 to cover adjustments to salaries recommended by the
compensation study being done by Coopers and Lybrand that was nearing completion.
That amount was based upon my conversations with the consultant concerning their
preliminary findings. My budget request also included provision for a 3% COLA and a
1.5%merit pool.
As the compensation study has become further refined and is closer to being finalized,
the information upon which I based my original budget request has changed. We have
had several conversations with the consultants, in addition to a workshop meeting on
July 17th, concerning the position evaluation process and the recommended salary
ranges. On the basis of this new information and our extended discussions with the
consultants, it now appears that the total impact of the compensation study on positions
in the Clerk's Office will be approximately $103,000.
The County Administrator has advised me that it is his intention to recommend to you
that the impacts of the compensation study be phased in over a three year period. The
first year would give priority to those employees who are below the entry level minimum
IT for their recommended salary range. In cases where adjustments are necessary to bring
an employee to the minimum, the employee would receive the salary adjustment in
Fiscal Year 1997-98 or a 4% COLA, whichever is greater. All other employees would
receive a 4% COLA and there will be no funds budgeted for a merit pool.

Based upon the scenario that will be recommended by the County Administrator as I
have described it above, it will be necessary for me to request an additional $12,000 be
included in my budget request for Fiscal Year 1997-98.
Obviously, all of these issues will be the subject of your consideration at the budget
workshops and the tentative and final budget hearings. Accordingly, I will conform my
budget to reflect your final decisions on this matter.
