OPEB:
**Monroe County is required by Administrative order to provide three (3) courthouses for litigants, witnesses, the general public and
officers. This requires each courthouse to be staffed appropriately. Monroe county spreads over 131 miles down US-1/A1A.
The Florida Keys and, in particular Key West has a higher Cost of Living in comparison to its peer countries. A driving factor for the
higher cost of living is the scarcity of affordable housing and little to no growth potential.
**The median gross rent for Key West (Monore County) obtained from the US Census data is $1,514/month. The average salary
excluding the Clerk is $39,939. Using the Census average, housing expends 46 % of an employee's salary. It is critical that the
Clerk's Office provide competitive wages with the local labor market including larger counties to the north (e.g. Miami -Dade, Palm
Beach county) to minimize staff turnover.
**The Federal government provides housing assistance for military members unable to reside on the local military installations. For
personnel assigned to Key West, this housing allowance is $2,211 for single persons and $2,799 for married persons. These rates
are indicative of true housing costs in the area. With housing rates of $2,800 housing costs consume 85 % of our staff's salary.
