A RESOLUTION AMENDING RESOLUTION NO. 38-1999 TO
COLLECT NON-REFUNDABLE APPLICATION FEES ON ALL
BUILDING PERMITS (EXCLUDING EXISTING "NO-CHARGE"
PERMITS).
WHEREAS, except for new commercial development, new single family residences, and
modular homes, building permit fees are only collected upon issuance of the permit; and
WHEREAS, many building permit applications are processed, reviewed, and approved,
but never picked up, which results in additional expenses to the Growth Management Division
which no compensation is received; and
WHEREAS, these additional expenses are unfairly borne by the property owners
through ad valorem taxes rather than user fees; and
WHEREAS, the assessment of application fees will not increase the overall amount
charged for building permit fees, since the application fees will be deducted from the total
amount charged for building permit fees, when the permit is issued; and
WHEREAS, the requirement for a non-refundable application fee will help cover the
costs for processing and review of permit applications and plans that are withdrawn or never
picked up and help reduce the number of applications that are submitted, but are never issued;
now therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA, that:
Section 1.
below:
Resolution No. 038-1999 is hereby amended to revise subsection (a) (2)
Pursuant to Section 5-23, Sec. 6-16.1 and Sec. 5-41, Monroe County Code, the
following building permit fees are hereby established:
(a) Building Permit Fees:
1.
Minimum Fee

2. Building permit applicants shall pay a non-refundable application fee at
the time of the filing of the building permit, except for hurricane shutters,
exotic land clear and other no-charge permits. If the application is
approved, the fee shall be deducted from any other amount which may be
due and owning under the terms of this subsection. The following is the
schedule of application fees:
a. New commercial buildings
b. New duplex or multi-family buildings
c. New conventional single-family home
d. New modular single family home
e. New/Replacement mobile home

g. Residential repairs/remodel (less than $10,000)

These fees refer to Building Permit plans review and not to Planning
Fees charged for development review.
(f) Reinspection Fees
When extra inspection trips are necessary due to anyone of the following
reasons, a charge of twenty-five ($25.00) dollars shall be made for each trip:
1. Wrong address,
2. Work not in accordance with plans and specifications.
3. Rejected work resulting from faulty construction.
4, Repairs or corrections not made when inspection is called.
5. Work not ready for inspection when called.
The payment of reinspection fees shall be made before any further
inspections will be made for the person/entity owing same.
(g) Miscellaneous Fees
1. Transfer of a building permit upon change of ownership 200.00
2. Renew expired permit (for 120 days) per MCC Section 6-40
(e)(2) (within 60 days after expiration) 100.00
3. Plus any other applicable fees as required.

Education Fee
$1.00 per permit issued
(h) Blasting Fees
Payment of a fee in an amount not to exceed fifty dollars ($50.00) per
month or six hundred dollars ($600.00) per year for a user permit and
one hundred dollars ($100.00) per year for a blaster permit.
Section 2. The Clerk of the Board is hereby directed to forward one (1) certified copy
of this Resolution to the Division of Growth Management.
