A RESOLUTION BY THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS AWARDING FIFTY (50)
FEMA REPLACEMENT UNIT PERMIT ALLOCATIONS
TO THE MONROE COUNTY HOUSING AUTHORITY
FOR THE CONSTRUCTION OF AFFORDABLE HOUSING:r

WHEREAS, Monroe County has designated the Monroe County Housing AJt'hollYy ci)its ~
agent for affordable housing and Fair Housing, and;
WHEREAS, the Board of County Commissioners of Monroe County recognizes and is
committed to addressing the problem of affordable housing to meet the social and economic
needs of County Residents, and;
WHEREAS, Monroe County and the Department of Community Affairs executed a
Memorandum of Agreement dated December 27,1999 providing for ninety (90) replacement
unit ROGO allocations dedicated for affordable housing in unincorporated Monroe County,
and;
WHEREAS, The Monroe County Housing Authority has received conditional approval of
funds for the construction of affordable housing in the amount of $2,373,045 from the Federal
Emergency Management Agency, and;
WHEREAS, Resolution 06-1996 of the Monroe County Comprehensive Land Authority had
reserved funding in the amount of $1,573,600 in support of affordable housing development
by the Monroe County Housing Authority in Monroe County, and;
WHEREAS, The Monroe County Comprehensive Plan Land Authority Advisory Board
voted unanimously (5/0) at their May 24, 2000 meeting, to recommend the Board of County
Commissioner, sitting as the Monroe County comprehensive Plan Land Authority, adopt an
update of Resolution 06-1996 to include as a qualified strategy, the purchase of land for the
development of single family andlor duplex affordable housing rental units, and;
WHEREAS, the Monroe County Planning Commission heard the request of the Monroe
County Housing Authority and voted unanimously (5/0) at their May 24, 2000 meeting to
recommend approval to the Board of County Commissioners with the following
recommendations;
· Recommend approval of the Housing Authority's Request for an award of the
fifty (50) ROGO, nutrient credit free, replacement units.
· Support the proposal to construct single family and duplex units on scattered lots
through out Keys for low, moderate and very low-income levels.
· Recommend that the Land Authority and Housing Authority not be constrained to
placing one third of the units in the upper, lower, and middle Keys.
· Furthermore, the Planning Commission directed staff to prepare an amendment to
the LDRs, which would permit affordable housing to be used for affordable elderly
housing for individuals who currently live in Monroe County.
NOW, THEREFORE, BE IT RESOLVED, by the Monroe County Board of County
Commissioners the County hereby:
1. Approves the award of fifty (50) FEMA replacement unit permit allocations to the
Monroe County Housing Authority for the construction of affordable housing with the
caveat that the Housing Authority will expeditiously apply for building permits and
ROGO allocations for all those units over an $800.00 monthly rent with the
understanding that should any of these units receive a ROGO allocation award, the
awarded ROGO replacement units will be reduced by a corresponding amount; and
furthermore, no more than twenty (20) of the fifty (50) units shall be rented for more
than $800.00 per month and that the units shall be equitably distributed between the
Middle and Lower Keys without consideration of incorporation boundaries.
2. Directs Planning Department Staff to prepare amendments to Land Development
Regulations to provide that qualified elderly residents may be included as eligible
beneficiaries of affordable housing, such as provided under the FEMA replacement
unit permit allocations.
PASSED AND ADOPTED, by the Board of County Commissioners of Monroe County,
Florida at a regular meeting on said Board on the 15th day of June, A.D., 2000.
