~~OLUTlON ADOPTING AN AMENDMENT TO THE RULES AND
~TlONS FOR EMERGENCY MEDICAL TRANSPORTATION SERVICES IN
cUD~ TO PROVIDE ISLAMORADA, VILLAGE OF ISLANDS, ITS OWN ZONE
F'C5R ~MERGENCY MEDICAL TRANSPORT SERVICES AND IN ORDER TO
CORRECT THE REFERENCES IN THE RULES AND REGULATIONS FROM CHAPTER
10D-66, FLORIDA ADMINISTRATIVE CODE (FAC), NOW REPEALED, TO
CHAPTER 64 E-2. FAC.
WHEREAS, Islamorada, Village of Islands (Village), desires to furnish its own
emergency medical transportation services;
WHEREAS, Sec. 401.25 F.S., and Rule 64-2.032, Florida Administrative Code (FAC),
empower the County Commission to grant certificates of public convenience and
necessity (COPCN) for emergency medical transportation services, regardless of
whether the service is furnished in the unincorporated or municipal areas of the
County;
WHEREAS, the County Commission previously established zones throughout the
County for which COPCN are granted but no existing zone corresponds with the
boundaries of the Village; and
WHEREAS, it is desired to establish an emergency medical transportation zone
specifically for the Village as well as to correct references to repealed sections of the
Florida Administrative Code; now, therefore,
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF MONROE COUNTY,
FLORIDA:
Section 1.) As authorized by Sec. 6.5-8, M.C.C., the Rules and Regulations For
Emergency Medical Services, Class A, the section titled "Purpose" and Sections 1.1.2
and 1.1.3 are amended as set forth in Exhibit A to this Resolution. Exhibit A is attached
and incorporated into this Resolution and made a part of it.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida,
at a regular meeting of said Board held on the ~ day of April ,1999.

RULES AND REGULATIONS:
MONROE COUNTY, FLORIDA
EMERGENCY MEDICAL SERVICES
CLASS A
PURPOSE: These rules and regulations are issued under the provisions of Chapter 6.5,
Monroe County Code (M.C.C.), to establish standards for prehospital care and transportation of
persons needing emergency medical attention and interfacility transfers. Moreover, these rules
and regulations are promulgated to implement and interpret the above referenced County Code.
These rules shall be used in conjunction with Chapter 6.5, M.C.C., Chapter 401, Florida Statutes
(F.S.), and Chapter HID 66 ~, Florida Administrative Code (F.A.C.), for the regulation of
emergency medical services and personnel, as the rules and regulations do not generally repeat
requirements which are specific in Chapter 6.5, M.C.C., Chapter 401, F.S., and 10D 6664E-2,
F.A.C. Definitions provided in Chapter 6.5 M.C.C., Chapter 401, F.S., and 10D 66 64E-2.
F.A.C., shall apply to this rule.
1. PREHOSPIT AL SERVICE
1.1 The Zones for prehospital service will be as follows.
1.1.1 Zone 1: City of Key West, Florida
1.1.2 Zone 2: Locsted Between Cow Key Ch81'lliel end Snske Creek From the west end of
Cow Key Channel to the west end of Channel 2. from the west end of Tavernier Creek to
South Bay Harbor Drive and Lobster Lane, including the cities of Key Colony Beach and
Layton, Florida
1.1.3 Zone 3: From Sna!re Creek north to Sm",th B6}' HsrBor Drive fInd LOBster LfIne
Islamorada. Villa~e ofIslands. Florida.
1.1.4 Zone 4: From South Bay Harbor Drive and Lobster Lane north to the Dade County Line
on U.S. Highway 1 and North on C-905 to the intersection of Card Sound Road
(C-905A).
1.1.5 Zone 5: From the intersection of C-905 and Card Sound Road (C-905) North on C-905
to and including Ocean Reef and West on Card Sound Road (C-905) to the Dade County
Line.
1.1.6 Zone 6: All other properties situated in the unincorporated areas of Monroe County,
Florida not included within any of the above delineated five zones, including in said Zone
6 all of those properties situated on the mainland of the State of Florida between Dade
and Collier Counties.
