Attached is a proposed change order for Marathon Community Park for approval.
According to the ordinance adopted by the Board of County Commissioners,
proposed change orders are to be presented to members of the Board of County
Commissioners prior to approval, assuming they are within the Administrator's
prescribed limits. Change orders not within the Administrator's authority are
placed on the BOCC agenda.
The Administrator intends to approve this change order on Monday, October 23,
2000.

This letter accompanies Change Order Number 3 and will summarize my review of the change
order documents. Three change order requests are involved, #5, #7, and #10.
Change Order Request #5:
This Change Order is related to the south Florida Water Management District permit and
associated delay when SFWMD issued a stop work order. Also included are repairs to sidewalks
damaged prior to construction, but after award of a contract, and curb work required by FDOT.
These costs are justified because the work was not included in the original contract nor could it
have been anticipated. The SFWMD stop work order was unanticipated and beyond our control
This issue was previously addressed in Change Order No. 2.
I have determined that pricing is fair and this claim is justified. I recommend approval of Change
Order Request No. 5.
Change Order Request No. 7:
This change order request addresses several issues, all of which were Owner requested items that
can be classified as upgrades to the park. The proposal requests are:
Proposal Request No.1 and No.20:
These Proposal Requests are related. The sewage treatment plant was designed as an above
ground unit. The Owner requested pricing to bury the system. Proposal Request #20 requested a
credit to delete the sewage grinder that was no longer required with a buried system that would
be gravity fed. This request partially reduced the higher cost of a buried tank. This change will
visually enhance the park, and therefore, the higher cost is justified.
Proposal Request No.4:
This proposal request installed a water meter to service the park buildings. The water to service
the park buildings is fed from the meter and line feeding the marina. Since the County leases the
marina property to a third party, this change allows for separate billings and monitoring of water
usage. (The irrigation system has its own meter.) Additionally, this arrangement will allow
flexibility in subdividing the property should the County decide to keep the marina and transfer
the park to the City of Marathon, or vice versa. Because of this, the proposed change is justified.

Proposal Request #14, #15, and #18 are all Owner requested upgrades to the park. Proposal
Request #14 adds outfield fencing at the baseball fields. Proposal Request #15 adds a pay phone.
Proposal Request #18 adds timers to hockey, basketball, and tennis court lighting. All of these
items are justified because they add convenience for park users. Additionally, lighting timers will
eliminate the need for personnel to operate lights manually.
I have determined that pricing for these items is fair and the work is justified. I recommend
approval of Change Order Request #7.
Change Order Request #10:
This Change Order Request involves several Owner requested changes. The bid documents
included a $40,000 allowance for renovations to a portion of the marina building to be used for
park maintenance. Proposal Request #5 provided design documents and requested pricing for the
work. The design costs were less than the contract allowance which resulted in a $16,870 credit.
The work is justified because it provides a needed maintenance facility and costs are less than
anticipated. Proposal Request #23 defers some work to future phases of the park. This change
does not negatively impact Phase I park activities, or future work for Phase II, and can be easily
incorporated into Phase H because this area will be part of the soccer fields. This change results
in a credit that offsets costs for other Owner requested amenities that will improve Phase I park
activities. Therefore, this change is justified.
Proposal Request #16, #22, and #25 are Owner requested upgrades and include installation of
score boards, conduit for scoreboards, and changing hockey boards to fiberglass from plywood.
All of these will enhance the park. Additionally, the fiberglass boards at the hockey rink will
require less future maintenance and reduce future park operating costs. Because of this, these
changes are justified.
Proposal Request #24 relocates the flagpoles. This change is required due to a conflict with
FKEC power lines. FKEC located their power pole in a different location than indicated on our
documents and our negotiations with FKEC for using our designated location were unsuccessful.
Therefore, relocation of the flagpoles was required. This circumstance was beyond our control
and justifies the change.
I have determined that pricing for the above changes is fair and all of this work is justified. I
recommend approval of this change.
The Architect hereby certifies that Contractor's quantities, costs, and time extension have been
checked and found reasonable and proper, and that no costs are included for corrective work
made necessary by error or fault attributable to the Architect.
