AGENCY NAME: FLORIDA KEYS CHILDREN'S SHELTER. INC.
NARRATIVE OVERVIEW OF REQUESTED FUNDING (PAGE 4)
FY 1999-2000
1. Mission Statement
The Florida Keys Children's Shelter stands as an advocate for children and families
through expanding partnerships with the community to produce a nurturing and
empowering environment
2. Plan for Use of Funds
The Florida Keys Children's Shelter, Inc. will use the requested funding for community
match dollars. FKCS is required by two of its major funding sources, the Federal
Department of Health and Human Services and the Florida Department of Juvenile
Justice, to produce a 25% community match. This community match allows FKCS to
draw down to Monroe County $110,000 federal and $742,196 state dollars to provide
residential, non-residential, community school-based counselors and a street outreach
counselor to abused, abandoned, neglected, at-risk and runaway children and youth in
Monroe County. In effect, these federal and state dollars are awarded to provided 75%
of the actual cost of running the programs, with the local community expected to provide
the remaining 25% of the cost of running the program. For the Florida Keys Children's
Shelter, that actual amount of community match is approximately $200,000 to be
provided annually from within the county. This amount may increase if the Florida
Department of Children and Families decides to also require a community matching.
While it is possible to use in-kind donations to meet the community match, in-kind does
not make up for the remaining 25% of program dollars required to actually provide the
service. These matching dollars will be spread across general agency operations
expenses to make the actual program services possible.
3. Request for Increase
Same amount requested as prior year.
4. New, Creative or Innovative Projects
FKCS is applying for federal TransitionaVlndependent Living Program dollars to develop
a program for homeless youth which prepares them for adulthood.
The agency is working with the Department of Children and Families in the development
of a group home for younger children.
The agency is seriously involved in the Privatization process for the Department of
Children and Families.
The agency worked this past year with the Monroe County Arts Council in providing a
photography workshop for shelter youth. The results of the project, besides the benefit
to the participating youth, include a traveling exhibit of youth photographs to be used
throughout the county. We hope to expand both our partnership with the Arts Councilland access to artistic opportunities for our youth.
