Resolution 265-1999 Board of County Commissioners RESOLUTION NO. 265 -1999 A RESOLUTION OF THE MONROE COUNTY BOARD OF COMMISSIONERS SUPPORTING THE ESTABLISHMENT OF AN INTERAGENCY WATER QUALITY MONITORING AND WASTEWATER TREATMENT FACILITY COMPLIANCE LABORATORY IN THE FLORIDA KEYS. WHEREAS, the Florida Department of Health regulates On-site Treatment and Disposal Systems (OSTDS) for residential and small commercial use and the Florida Department of Environmental Protection regulates larger wastewater treatment facilities for multifamily and larger commercial uses; and WHEREAS, recent changes in the Legislation, governing the use of both OSTDS and larger wastewater treatment plants in Monroe County, require compliance with nutrient reduction standards; and WHEREAS, similar proposed changes in the County's 2010 Comprehensive Plan will establish these same nutrient reduction standards in the Monroe County Code; and WHEREAS, there are extensive monitoring requirements for both OSTDS and wastewater treatment plants obligated to meet nutrient reduction standards; and WHEREAS, there will be a great deal of monitoring required of OSTDS and wastewater treatment plants. as additional treatment facilities are permitted, as older systems are upgraded, and as wastewater treatment facilities in general are all retrofitted by the year 2010 to meet these nutrient reduction standards; and WHEREAS, sending compliance monitoring samples to private certified laboratories or to State laboratories in Tallahassee can be both time sensitive and very costly; and WHEREAS, the establishment of such a laboratory would significantly reduce the burden on :;;: . \D ." both citizens required to comply with the new standards and agency represent~ve~-re~eq:::io ::u (') ::.'.:: c:: T'Tl 0,__ Z 0 enforce compliance with these standards; and ~:-"'~". e,..) ." on. Q 0 S 33 ::< :::0 :::; . c, ;z:. ;:0 (J' X ;<~::: - ", ..., . l> c:? c-> r C) .... 0 ~ fT1 _ ;:0 . - C WHERE/,S. the Water Protection Program for the Florida National Marine Sanctuary has recognized the importance of creating a water quality monitoring and wastewater compliance monitoring laboratory; and WH EREAS, Strategy W9 of the Florida Keys National Marine Sanctuary Management Plan requires that a study be completed to assess the feasibility of establishing a compliance monitoring laboratory in the Keys; and WHEREAS. there are additional reasons for establishing a water quality monitoring and wastewater treatment facility compliance laboratory in the Florida Keys, including (1) general water quality monitoring and (2) assessment of human health risks from both bacterial and viral pathogens; now. therefore BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA that the Florida Department of Health. the Florida Department of Environmental Protection, the Florida Legislature, including the County's local delegation, and the Governor and Cabinet work to establish a water quality monitoring and wastewater treatment facility compliance monitoring laboratory in the Florida Keys. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 9th day of June. 1999.
