CITIZEN CORPS/ CERT (Community Emergencv Response Team) FEMA
FY 02 SUPPLEMENTAL SUB-GRANT FUNDING AVAILABILITY
The Florida Department of Community Affairs (DCA) announces the release of a Notice
of Funding Availability (NOF A) in conjunction with the Citizen Corps/Community
Emergency Response Team (CERT) Program. The purpose of the Citizen Corps'
program is to help your family and your community be safer, stronger and better prepared
to respond to any kind of disasters. The purpose of the CERT program is to train people
to be prepared for emergency situations in their communities and neighborhoods. CERT
members give critical support to first responders in emergency situations. The NOF A will
be available effective March 3,2002 to any regional or local govemment in the State of
Florida and non-profit 501 c (3) entity. Eligible applicants also include Fire Tax Districts
and Native American Tribes or nations of Florida. The total funds available for the
Citizen Corps sub-grant program are $124,614. The total funds available for the CERT
sub- grants are $529,600. There is no match requirement for recipients in this program.
The DCA will accept sub-grant applications to perform the following citizen corps
activities as described hereinafter:
1. Citizen Corps program - No single application may receive more than $17,802 in
grant funds. These funds are to support the formation of the Citizen Corps
Councils, and their responsibilities. Certain restrictions on what these grants can
be used for do apply.
2. CERT program - No single application may receive more than $24,000 in grant
Funds. Funding requests should be stated as increments of $4,000. (Ex. $4000,
$8000, $12000, $16000, $20000 or $24000). These funds are for CERT training
and start-up of teams in areas of the State where CERT is not currently
constituted and/or expansion of current programs. Certain restrictions oIt,what

Monroe County CERT Program
Monroe County Emergency Management is applying for a CERT Sub-grant through this
FEMA Supplemental grant opportunity. Monroe County currently has no operational
Community Emergency Response Team, nor has it ever had one. There are at least nine
graduates of CERT Train-the- Trainer courses within the county, many of whom remain
enthusiastic and willing to put forth an effort to develop a CERT Program in here.
The hazards and vulnerabilities faced by Monroe County are well documented, especially
with regard to hurricanes. Hurricanes. telTorist incidents, and other natural and man-
made hazards likely to impact the county also have the potential to isolate its 80,000
residents from the mainland of Florida due to our unique geography and transportation
network. Having a corps of trained citizens who could at least be self sufficient for some
time and who could help their neighbors do the same, would be a tremendous benefit and
enhance recoverability in a disaster. A CERT team that can go beyond this goal and
assist professional emergency responders will be a tremendous asset to the response
community here.
This application seeks to support the training of 80 CERT members. This may be an
ambitious goal, but it is expected that some students will drop out of training, move, or
otherwise lose interest after initial coursework is completed. Specifically, we intend to
train three groups of20 members; one each in the Lower, Middle, and Upper Keys, as
well as members of the Monroe County School District's Crisis Response Teams
(additional 20 students). The total amount of funds sought through this application is
$7808.00, ($8000.00) with an in-kind match of $765.00 in salary. The contact person for

The following is a description of the proposed budget summary for this application. The amount
of federal dollars, $7808.00, is intended to allow for the purchase of the minimum PPE for each
of 80 program graduates and is based upon preliminary vendor research. The remainder of the
expenditure of federal grant monies is intended to pay costs of instructors. The total is derived
based upon the following estimates for the items indicated below:

The paid instructors will be Monroe County Fire Rescue part-time certified instructors. These
individuals are paid at the rate mentioned above and receive no additional fringe benefits.
The remainder of instructional time will be performed either as In-Kind service, as in the case of
the Program Manager, or by other qualified individuals who have completed Train-theTrainer,
such as Salvation Army or American Red Cross staff. The detail of the In-Kind Match is as
follows:

In-Kind services will be performed by current Emergency Management Staff and include actual
instruction time (estimated at 24 hours) as well as initial administrative duties (10 hours) to
