AN EMERGENCY RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA. REQUESTING EMERGENCY HOUSING ASSISTANCE
FROM THE STATE OF FLORIDA. THE COUNTY OF DADE, AND ANY AND All OTHERS
WHO MAY BE ABLE TO PROVIDE EMERGENCY HOUSING INCLUDING THE FEDERAL
EMERGENCY MANAGEMENT AGENCY IFEMA) AND THE AMERICAN RED CROSS
WHEREAS, there is a significant number of homes that have been rendered uninhabitable by
Hurricane Georges in Monroe County; and
WHEREAS, an even larger number of housing units may be rendered uninhabitable in the form
of flood damaged downstairs enclosures both legal and illegal affecting thousands of people; and
WHEREAS, FEMA has declared itself "out of the temporary housing business" in the form of
mobile homes and trailers formerly available in Federally declared Disaster Areas through FEMA; and
WHEREAS, as many as 1400 temporary housing units may be available in Miami/ Dade County
previously used as temporary housing for victims of Hurricane Andrew; and
WHEREAS, the State of Florida and the Miami/Dade County require a formal request from the
Board of County Commissioners for the use of temporary housing units in Monroe County for victims

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE ctbuf:Jty, B\PR{iA.,

as follows:
Section 1.
Direct County staff to determine the amount of temporary housing units
available from Miami/Dade County.
Section 2.
Monroe County Sheriff is directed to determine available locations in the Lower
Keys in close proximity to heavily damaged areas to set up emergency temporary housing including
both public and private locations; and to ascertain the availability of services including sewer, water,
garbage, and electricity to be supplied to said temporary housing.
Section 3.
The County Administrator is hereby authorized to suspend the competitive bid
procedures of Monroe County for the purpose of contracting the services required for temporary
emergency housing as described in Section 2, and to contract for such services for a period of ninety
days from the date of this Emergency Resolution from the best available source.
Section 4.
Appropriate staff of Monroe County is directed to make application to all
appropriate agencies of government both State and Federal for reimbursement to Monroe County
for costs associated with providing emergency temporary housing to victims of Hurricane Georges.
Section 5.
It is the intention of the BOCC that temporary emergency housing become
available to victims of Hurricane Georges within ten calendar days of the effective date of this
Resolution.
Section 6.
This Resolution shall automatically sunset in one hundred eighty (180) days from
the effective date of this Resolution unless renewed by a majority vote of the BOCC. and all
emergency temporary housing and infrastructure supporting same shall be dismantled and removed
from Monroe County.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a
regular meeting of said Board held on the 21st day of October, 1998.
