LI.. en MONffiE COUNTY, FLORIDA, REQUESTING THAT MONROE COUNTY'S
LEGISLATIVE DELEGATION INTRODUCE LEGISLATION AS RECOMMENDED
BY THE MONROE COUNTY GRAND JURY, ABOLISHING THE MONROE
COUNTY MOSQUITO CONTROL DISTRICT AND CONSOLIDATING ITS
MOSQUITO CONTROL FUNCTIONS WITHIN MONROE COUNTY
GOVERNMENT
WHEREAS, as early as 1990 and again In 1997, Monroe County Grand Juries
investigated the need for continued existence of the Monroe County Mosquito Control
District (the "District") as currently structured; and
WHEREAS, the report of the 1990 Fall Term Grand Jury recommended "that the
District be abolished and that its duties and responsibilities be placed in our county
government," and urged the Monroe County Commissioners, Legislative delegation and
District Board members "to begin legal steps that will culminate in the abolishment of the
District and the placement of its duties and responsibilities under County government";
and
WHEREAS, the 1990 Fall Term Grand Jury specifically found that the District's
predominantly administrative functions do not need to be performed by elected officials,
and can be undertaken by County government at substantial savings to the taxpayers;
and
WHEREAS, the 1997 Spring Term Grand Jury again inquired into controversies
"involving the operation of the Monroe County Mosquito Control District," and
recommended further inquiry into "the structure, operation or necessity of the Mosquito
Control District;" and
WHEREAS, the recommendations of the Grand Jury have not been acted upon,
despite the pernicious controversies and expensive litigation which have lately refocused
public and press attention on these long-standing recommendations; now therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA:
That the Board of County Commissioners hereby requests that the Monroe County
legislative delegation introduce legislation in the forthcoming legislative session, as
requested by the Monroe County Grand Jury, abolishing the Monroe County Mosquito
Control District and consolidating mosquito control functions within County government
while maintaining the status as a Special Taxing District.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on the 9th day of December, 1998.
