ORDINMCE No. 008 -1997
AN ORDINANCE OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, AMENDING
THE BUILDING CODE BY ADOPTING SBCCI STANDARD
SSTD 12-97 "TEST STANDARD FOR DETERMINING
IMPACT RESISTANCE FROM WINDSTORM DEBRIS";
INCLUDING, AS AN ACCEPTABLE ALTERNATE FOR
IMPACT TESTING, ANY HURRICANE SHUTTER DESIGN
APPROVED BY THE "PRODUCT CONTROL SECTION OF
THE DADE COUNTY BUILDING CODE COMPLIANCE
OFFICE"; PROVIDING FOR SEVERABILITY; PROVID-
ING FOR REPEAL OF ALL ORDINANCES INCONSISTENT
HEREWITH; PROVIDING FOR INCORPORATION INTO
THE MONROE COUNTY CODE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the failure of glazed areas has been one of the most
frequent building component damages observed during a hurricane;
and
WHEREAS, the most frequently used method of protecting glaz-
ing is the installation of shutters designed to resist impact
forces; and
WHEREAS, it is the County's purpose to promote the public
health, safety and general welfare and to minimize public and
private losses due to wind and windload debris damage to glazed
openings that impact protective systems; and
WHEREAS, the County's present hurricane shutter law is based
on a prescriptive specification rather than a performance specifi-
cation; and
WHEREAS, the "Florida Windstorm Underwriting Associat-13)n" has
established storm shutter performance standards related to mini-

mum sustained winds and impact from wind-borne debris ancV

WHEREAS, this performance specification will include both
minimum sustained wind speed and a designated resistance to im-
pact forces; now, therefore
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, that:
Section 1 This ordinance will modify Sec. 6-16.1 (7) - Amend-
ments to Standard Building Code - Hurricane Requirements; the
"Monroe County Hurricane Shutter Ordinance".
Section 2 Requirements
SBCCI Standard - SSTD 12-97 "Test Standard for Determining
Impact Resistance from Windborne Debris", is hereby adopted as
the test standard for hurricane shutters for the unincorporated
area of Monroe County. Product approval by the "Products Control
Section of the Dade County Building Codes Compliance Office"
shall constitute an acceptable alternative to the aforementioned
standard.
Hurricane shutters will be required for all new construction
and/or all existing structures that are undergoing substantial im-
provements as defined by Monroe County Code Section 9.5-4 (S-18).
This requirement does not apply to Mobile Homes.
Section 3 Specifications
The following specification requirements shall apply to all
storm shutters provided (within unincorporated Monroe County) for
all new construction and/or substantial improvement construction.
A. All shutters & prescribed fasteners shall be designed
(when installed) to withstand the wind loads generated
by a minimum peak wind speed of 150 mph (ie: in three
(3) second gusts) pursuant to the latest revision of
ASCE Standard 7. This minimum peak wind speed is equiva-
lent to a minimum fastest mile wind speed of approximate-
ly 130 mph and a minimum sustained wind speed of approxi-
mately 122 mph.

B. All shutters and prescribed fasteners shall be designed
(when installed) ,to withstand wind-borne debris impact
loads (ie: "a large missile load") pursuant to SBCCI
SSTD 12-97. Any proprietary shutter that has received
product approval by the "Product Control Section of the
Dade County Building Code Compliance Office" will be
accepted insof ar as the debris impact requirements are
concerned.
C. Shutters shall be required for all glass areas (except
skylights and/or atriums) and shall be specified on the
drawings submitted for permit. As a minimum requirement
(for residential and private commercial structures only)
shutters can be removable panels of 3/4" exterior grade
plywood; individually cut to size and permanently identi-
fied as to the glass area each panel will protect.
NOTE: All County or State buildings (whether owned or
leased) cannot utilize plywood as a minimum requirement.
However (as a minimum requirement for these buildings)
shutters must be aluminum (or an acceptable alternate
material). The shutters must be permanently installed
and closeable from the inside of the structure for any
floor above finished grade (unless glass areas are other-
wise accessible without the use of a ladder).

D. All structures shall, have architect/engineer approved
fastening devices which must be specified on the plans
and permanently installed (if applicable) on the struc-
ture during construction. These fasteners will facili-
tate the installation and removal of the panels.
E. Prior to the issuance of a Certificate of Occupancy (and
as part of the final building inspection), physical.
verification of the installation of the fasteners togeth-
er with the availability of the shutters will be re-
quired. This requirement shall only affect permits ap-
plied for after the effective date of this Ordinance.
F. Shutters shall be erected in accordance with manufactur-
ers' shop drawings; as approved by the archi-
tect/engineer of record. Any proprietary shutter system
specified by the architect/engineer must meet the design
requirements specified herein.
G. The foregoing shall not constitute development.
Section 4. If any section, subsection, sentence, clause,
or provision of this Ordinance is held invalid, the remainder of
this Ordinance shall not be affected by such invalidity.
Section 5. All ordinances or parts of ordinances in con-
flict with this Ordinance are hereby repealed to the extent of
said conflict.
Section 6. The provisions of this Ordinance shall be
included and incorporated in the Code of Ordinances of the County
of Monroe, Florida, as an addition or amendment thereto, and
shall be appropriately renumbered to conform to the uniform num-
bering system of the Code.

section 7. This Ordinance shall take effect immediately
upon receipt of official notice from the Office of the Secretary
of State of the State of Florida that this Ordinance has been
filed with said Office.

Monroe County, Florida, at a regular meeting of said Board held
on the 19th day of March , A.D., 1997.
