MONROE COUNTY SHIP PROGRAM
PROPOSED LOCAL HOUSING ASSISTANCE PLAN (LHAP)
AMENDMENT SUMMARY
Overview
Several trends have emerged since the adoption of the existing LHAP in 2000, which
necessitate fundamental strategic changes in how the Monroe County SHIP Program operates,
the most significant of these are:
1. The substantial increase in home prices and values.
2. Increase in the number and production of public/non profit affordable housing providers
operating throughout the county.
3. Reduction in State SHIP allocation and increasing demands/needs.
4. Categorical set-aside of affordable housing funding within the LIHTC program of the
Florida Housing Finance Corporation for projects in Monroe County (Areas of Critical
State Concern)
Proposed Strateeic Chanees
1. Elimination of SHIP grants (except in the event of declared disaster). SHIP funds will
be committed in the form of a loan with no interest, no payments for terms from 10-30
years. Funds would be due and payable at the time of sale of the property or failure to
abide by the affordability terms.
2. Competitive ranking based on greatest amount of leverage funds. Projects are rewarded
for obtaining or contributing other funding.
3. Create provision for Shared Equity within the SHIP Homebuyers Assistance strategy.
The amount required to payoff a SHIP loan at the time of sale of the property is equal to
the amount of the original SHIP loan plus 50% of the appreciated value, minus an
allowance for real estate sales commission and the value of any permitted
improvements made to the property.
4. Consideration for public/non profit affordable housing providers:
HOMEOWNERSHIP:
a. Annual set aside of 50% of budgeted funds within Homebuyers Assistance strategy
for public/nonprofits entities creating very low/low income homeownership.
b. Provision for mortgage assumption in lieu of shared equity repayment for
public/non profit entities maintaining long-term affordability for very low and low
income households.
RENTAL:
a. Increase in amount of maximum SHIP assistance within Rental strategy for
public/non profit entities creating or rehabilitating rental units dedicated to very low
and low tenants. (For profit max. $40,000 & public/non profit max. $80,000).
b. Provision for 25 year forgiven loans to public/non profit entities creating or
rehabilitating rental units dedicated to very low tenants. (as opposed to 25 year
balloon loan to for profit entities).

I. PROGRAM DESCRIPTION
Monroe County has participated in the State of Florida's State Housing Initiatives Partnership
(SHIP) Program since its creation in 1993 within the framework established by Florida Statute,
Sections 420.907 - 420.9079 and Chapter 67-37, Florida Administrative Code. This plan
incorporates Amendment I adopted by the Monroe County Board of County Commissioners in
August 2003.
This Monroe County Local Housing Assistance Plan (LHAP) covers the State of Florida fiscal
years 2001-2002, 2002-2003, 2003-2004.
The plan was developed based on eight years SHIP administration experience, previously
approved Local Housing Assistance Plans and three public meetings conducted for the sole
purpose of soliciting comment specific to the preparation of this LHAP. Advertisements of
public meetings were placed in three separate newspapers serving Monroe County. Three
public meetings were conducted countywide. (1) Harvey Government Center at Historic
Truman School, Key West, Mile Marker 0, (2) Marathon Government Center, 48, and (3)
Islamorada Public Library, Mile Marker 81.5. All facilities were handicapped accessible.
Existing and proposed strategies, budget allocations and SHIP state program requirements
were distributed and discussed. Draft copies of the Plan were posted at all county public
libraries. Public input was incorporated into the plan.
Support services for the implementation of Monroe County's SHIP program will continue to be
provided through the Special Programs Office, Monroe County Housing Authority. This office
has provided continued affordable housing support services through participation in the HOME
Program, Single Family Mortgage Revenue Bond (MRB) Program, Community Development
Block Grant Programs on behalf of Monroe County and the City of Marathon, Village of
Islamorada, Florida Department of Community Affairs programs, U.S. Department of Housing
and Urban Development programs and Federal Emergency Management Agency (FEMA)
programs. This office also coordinates with the Key West Community Development Office
providing support services. Further, the Special Programs Office provides administrative
support to the Monroe County Housing Finance Authority.
Monroe County has been designated by the Florida Legislature as an Area of Critical State
Concern. As such, Monroe County is presently exempt from mandated awards to very low and
low-income persons per Florida Statute 420.9075 (4)(d)(2). Though not currently mandated by
statute, it is the intention of Monroe County to continue to serve very low and low-income
households, as well as moderate-income households.

II. INTERLOCAL AGREEMENTS
Monroe County and the Monroe County Housing Authority executed an interlocal agreement in
1993 that establishes Special Programs Office, Monroe County Housing Authority, as the
Program Administrator of Monroe County's SHIP Program. Since the initiation of Monroe
County's local SHIP program in 1993, the program has been for countywide participants within
the unincorporated and incorporated areas of the county. There is not any need for interlocal
agreements between Monroe County and incorporated municipalities within Monroe County.
III. LOCAL HOUSING PARTNERSHIPS
Monroe County has been and will continue to use the SHIP Program to develop successful
partnerships and additional resources to assist in reducing the cost of housing acquisition,
construction and/or rehabilitation. These partnerships include local governments, lending
institutions, housing developers, community based housing and service organizations. A
