Box 1980 Key West, Florida 33040 Dear Mrs. Sandee Carlile, Please reference the County Contract with the HAeC, Inc. and the attactled letter. This contrad requires the County to make 12 equal monthly payments of $15,120.00. Further the Contract states, "payment shaD be made on or before the 15th day of the following month". Why can't your Department perform this simple basic task of writing a check and seeing that it is delivered on time? The HAec, Inc. Contract started April 1 ,1998. Your Department has by design or by incompetence failed to meet the basic County requirements of the Contract - Pay on Time. The first payment was due before May 15th, payment was received May 18th; in checking the status of the June payment, I am informed that as of this date the check has not been processed, despite the fact that request for payment has been in your Department since June 3rd. I view the actions of your Department as a breach of contract. At this point in time I have no faith your department will ever pay the HAeC, Inc. on time as required by the contract. Request you please reassign the person in your Department that ;s in charge of the HAeC, Inc. contract to someone that is professionally skilled and has the ability to insure future payments are made on time. I will not bore you with all the problems and additional cost your Department has created by late payments and the mystery that now exist as to when your Department Will make payment. Plea..! Please! Please! Fix this late payment problem. ~ JUN-15-1998 08:50 P.03 For review: We are a NOT -FOR- PROFIT organization that is providing.animal care and control services to the citizens in the Upper Keys.. Each of the County Commissioner's has directed us to perform these ,services at a 90/0 saving to the County budget. We have had great support from a number of highly trained and professional County employees who have and our helping our operations. Your Department is not one of them. why? These are the current procedures your Department has required for payments for this fix price, 12 equal payments service contract: 1. Write a letter (invoice each month) requesting pazment. Per your request the first invoice was written April 26 and the second May 26th , lots of notice_ 2. This procedure prOVides no reporting that the invoice was ever received. thereby we must also call each month to check that the involce was received. 3. Since payments from your Department are now 8 mystery, on or about the 15th of each month we must also call to determine when payment will be made. 4. If we had confidence in your procedures we would not have to do the above each month or write these letters. I am explaining the above with the hope your Department is always trying to improve procedures and provide better Government services to the citizens they serve. Suggestion: On fix price service contracts that have a fix monthly payment schedule; create a new procedure that provides automatic monthly payments. This would solve the problem and free a number of County Employees for other tasks. This is not a unique idea, businesses and governments have been doing this for years, and it works. Your note asked us to Clidentify the phone calIS we marked on the phone log as unknown". Further research on our part will not change our report We will not lie or make up answers for OMB. Note we are a private Corporation, we cue not bound by internal County procedures. This includes OMB. I view this matter closed. We donated are tillle to help out, it appears our efrorts were not appreciated by OMB. Please inform the OMS that' believe their suggestion is stupid to call the two phone numbers on this list we marked unknown, to find out who c'alled and the nature of .the County business. Reason: It incurs additional expense and the person who answers the phone is likely not to know who or 'why County employees called in the first place, three months ago, It;s sad to me and other business people I have talked to that OMB is misusing our Government tax dollars to make County employees waste valuable time to track down two phone calls valued at .80 cents. I note just the postage on your letter cost .55 cents. This is clearly wrong to any thinking person. Your efforts at Animal Control are much too important to be wasting your valuable lime tracking down nickels and dimes for OMB. Please also inform the OMS each Phone log we have completed represents our best efforts. There is no further information that we can provide. Sending the log back to us will not change our original input, therefore we will not respond to future request to rework the phone, logs that HAeC, Inc. has returned.
