County Attorney \/File ,I " AMENDMENT TO THE KEY LARGO ANIMAL CONTROL AGREEMENT This is an amendment to an original agreement dated March 11, 1998 for the operation of the Key largo Animal Shelter entered into by Monroe County, a political subdivision of the State of Florida (hereafter County) and Humane Animal Care Coalition, Inc., a nonprofit organization existing under the laws of the State of Florida (hereafter Contractor). The Coalition wants to assist the County were we can; however we do not want to add busy work to our operations. Busy wotkia'degrading to our employees and effects moral in a negative way. The following our comments to each of the information request in your letter, j. Reauest bite reoorts. Dink CODY of citation forms, doa license infOrmatjpn forwarded to Key West Animal Shelter. Currently we are mailing dog license information as requested, We are, not making copies of the bite reports or citations. We view this as busy work and not required under our contract. However the monthly reports we maintain per contrad <see attachment) has bite report information and other related financial data that is needed. All these records are properly maintain and available for review as required - under the contrad, ; 2. County Daily Cash Reconciliation Form. This form has no value to our operation, it counts how many $1.00; $5.00; $10.00; $20.00 bills collected. We have receipts for all money collected and total funds collected each day; not how many five dollar bills were collected, etc. I believe this level of record keeping is comptetely useless and has no value to our operation. In addition all the above money is deposited in the Counties bank account on a regular basis, the County also gets reports of this money from the bank. Because we are not part of the County we believe our operations are ~ JAN-Bi-i900 i4:46 P.03 . independent of internal County Finance Department procedures. ~. Cat traD dgposit monies. Our view is this money does not, belong to the County. it is held in trust: until the trap is " returned. CitizenS of Monroe County despise the Finance ~ Department procedures of holding onto their money long after they have returned the trap. The records show citizens must wait four to six week to get their money returned. Citizens have complained about this procedure to their County Commissioner in the past. The success of our operation requires the cooperation of the citizen we serve; when they trap a fenal cat they are helping Animal Control. To keep their cooperation, and meet the needs of the citizens, we are returning deposit money the same time the trap is returned. After two months this is a very successful procedure, If the Finance Department insist on keeping Monroe County Citizens hard earned money (four to six weeks) after they have returned the traps, than take all the cat traps away from us. I want no part of a County procedure that offends the citizens we serve. The Finance Department should look into changing this oppressive ~ procedure they have imposed on the citizens they also seNe, In regards to the theft of funds, as taxpayers we support County procePures that ' reduce this risk. As an independent contractor, 'am responsible to the County for any loss of funds, not the Finance Department My view is the County Finance Department has no authority on the internal procedures of our operations.
