be determined, at the Florida Keys Marathon Airport to hold the Marathon Rotary Club Winter

ITEM BACKGROUND: The Marathon Rotary Club has sponsored the Winter Festival at the
Florida Keys Marathon Airport over the past few years, as a fu..Tld raiser for local youth prognuns. The
Rotary Club is requesting to hold their annual canUval at the airport February 6-16,2004 and are
requesting the Board's concurrence to designate the Rotary Winter Festival as the Monroe County Fair.
The number of participants is expected to be double that of last year' 5, according to information
provided by the applicant Presently the space on which such an event might be held at the airport has
become quite limited, due to aviation related development that has occurred over the past few years.
PREVIOUS RELEVANT HOCC ACTION: On October 16,2002, Board approved use of the
Marathon Airport for the Winter Carnival December 5-16, 2002.

The Marathon Rotary Club would like to bring their annual Winter Carnival back to
Marathon from February 6th through February 16th 2004 at the Florida Keys Marathon
Airport. Due to set-up and takedown, the Festival staff arrives at the airport a few days
prior to the opening date, and stays a day or two following the Festival to clean up and
pack up. We understand that the Monroe County Fair will not be held in Key West any
more. Therefor, with your concurrence, we would like to designate the Rotary Winter
Festival as the Monroe County Fair.
Money raised through the Winter Festival goes toward the Marathon Rotary Clubs youth
projects such as college scholarships for our local Marathon High School graduates,
completing the Field of Dreams, helping the various children's fund raisers like Toys for
Tots and other needs of local children and young people.
As with past events at the airport we will provide you with proof of insurance, a hold
harmless agreement, provide security through the Sheriffs office and other paperwork
you may require as well as pay the $500.00 airport use fee.
We would appreciate having our request for use of the Marathon airport on the July
agenda of the BOCC monthly meeting for your approvaL
The Marathon Rotary Club deeply appreciates the use of County property in our quest to
help raise money for our Marathon youth.

b. Recommendations. Other objects which are
desirable to clear, if practicable, are objects which do not
have a substantial adverse effect on the airpon but, if
removed, will enhance operations. These include objects
in the controlled activity area and obstructions to air
navigation which are not covered in paragraph 211.a,
especially those penetrating an approach surface. On a
paved runway, the approach surface starts 200 feet (61 m)
beyond the area usable for takeoff or landing, whichever
is more demanding. On an unpaved runway, the
approach surface suns at the end of the area usable for
takeoff or landing.

Standards.
(1) RPZ ConfilrorationlLocation. The
RPZ is trapezoidal in shape and centered about the
extended runway centerline. The controlled activity area
and a ponion of the Runway OFA are the two
components of the RPZ (see figure 2-3). The RPZ
dimension for a panicular runway end is a function of the
type of aircraft and approach visibility minimum
associated with that runway end. Table 2-4 provides
standard dimensions for RPZs. Other than with a special
application of declared distances, the RPZ begins 200 feet
(60 m) beyond the end of the area usable for takeoff or
landing. With a special application of declared distances,
see Appendix 14, separate approach and departure RPZs
are required for each runway end.
(a) The Run w a v 0 FA.
Paragraph 307 contains the location, dimension, and
clearing standards for the Runway OFA.
(b) The Controlled Activity Area.
The controlled activity area is the portion of the RPZ
beyond and to the sides of the Runway OF A.

(2) Land Use. In addition to the criteria
specified in paragraph 211, the following land use criteria
apply within the RPZ:
(a) While it is desirable to clear all
objects from the RPZ, some uses are permitted, provided
they do not attract wildlife, are outside of the Runway
OFA, and do not interfere with navigational aids. Golf
courses (but not club houses) and agricultural operations
(other than forestry or livestock farms) are expressly
permitted .under this proviso. AutOmobile parting

(b) Land uses prohibited from the
RPZ are: residences and places of public assembly.
(Churches, schools, hospitals, office buildings, shopping
centers, and other uses with similar concentrations of
persons typify places of public assembly.) Fuel storage
facilities should not be located in the RPZ.
b. Recommendations. Where it is determined
to be impracticable for the airport oWner to acquire and
plan the land uses within the entire RPZ, the RPZ land
use standards have recommendation status for that portion
of the RPZ not controlled by the airport owner.
c. FAA Studies of Objects and Activities in the
Vicinitv of Airports. The FAA policy is to protect the
public investment in the national airport system. To
implement this policy, the FAA studies existing and
proposed objects and activities, both off and on public-use
airports, with respect to their effect upon the safe and
efficient use of the airports and safety of persons and
property on the ground. These objects need not be
obstructions to air navigation, as defined in 14 CFR
Pan 77. As the result of a study, the FAA may issue an
advisory recommendation in opposition to the presence of
any off-airport object or activity in the vicinity of a
public-use airport that conflicts with an airport planning
or design standard or recommendation.
