AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, ADDING SECTION 6-16.1 (12)
ESTABLISHING THE GENERAL REQUIREMENTS FOR ROOFING MATERIALS,
APPLICATIONS, ACCESSORIES, ROOF MOUNTED EQUIPMENT AND
INSPECTIONS APPLICABLE IN THE UNINCORPORATED AREAS OF
MONROE COUNTY; PROVIDING FOR SEVERABILITY; PROVIDING FOR
THE REPEAL OF ALL ORDINANCES INCONSISTENT HEREWITH;
PROVIDING FOR INCORPORATION INTO THE MONROE COUNTY CODE
OF ORDINANCES; AND PROVIDING AN EFFECTIVE DATE.

to enhance and clarify roofing requirements in Monroe County; and

BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
Section 1. Subsection (12) "Roofing" of Monroe County Code
Section 6- 1 6.1 is hereby added to read as follows:
The followinq roofinq requirements are hereby established:
A. GENERAL REQUIREMENTS:
1. All applications for Roofinq Permits not covered by the
specific requirements of this code shall include a cOpy
of the manufacturers' literature reflectinq roof system
assembly instructions and material specifications for
South Florida applications. Should there be any conflict
between manufacturers construction/specifications and
the directions contained herein, the more restrictive
requirements shall apply.
2. Every roofinq component shall comply with the applicable
ASTM standards specified herein, and/or as specified in
Chapter 15 S.B.C.C.I.
3. All such products shall bear the testinq loqo imprinted
on the material and/or container or shall be marked in a
distinctive manner to define compliance with the stan-
dards, or other such markinq as mav be deemed appropri-
ate by the Buildinq Official.
4. All metals that have contact with asphalt or mastic
shall be primed with a asphalt based primer.
5. Any special roofinq applications shall be pursuant to
the approval of the Buildinq Official.
6. The re-covering of existinq roofs is not recommended.
However, if the owner chooses to have such work per-
formed, it shall be allowed only in strict compliance
with Section 1509.13 of the S.B.C.C.I. In addition, the
roofinq contractor shall provide (at the time of permit
application) an executed "Roof Re-Coverinq Affidavit".
This affidavit form is available at the Buildinq Depart-
ment.
Note: When recoverinq a roof with a material substantial-
Iv heavier than the oriqinal material (eq: tile replac-
inq shinqle) the structural inteqrity of the roofing
support structure shall be certified to by a profession-
al architect or enqineer reqistered in the State of
Florida.
This requirement shall also apply for re-roofing.

B. APPLICATION (Minimum Standards) :
1. BUILT-UP (Maximum Pitch 3:12)
a. GRAVEL ROOF
(1) One (1) ply, ASTM D 226 type II (#30 or manufactur-
ers spec.) anchor sheet with 4" headlap.
(2) Tin caps spaced 6" o.c. on laps and 2 staqqered
rows 12" o.c. in the field.
(3) Hot mop three (3) plys of #15 asphalt or type IV
fiberqlass felt.
(4) Install qravel stop over mopped felts, lapped 6" on
eaves and 3" on rake, nailed 6" o.c. as per Section
C "ROOFING ACCESSORIES" paraqraph 4 herein. Seal
with a 4" and then a 6" membrane strip in approved
mastic or a 6" & then a 9" felt strip in approved
mastic.
(5) Flood coat minimum 50 lb. hot asphalt approximately
400 lbs of local limerock or aqqreqate as per manu-
facturers specifications, minimum of 50% of aqqre-
qate to be embedded.
b. SMOOTH ROOFING
(1) One (1) ply, ASTM D226 type II (#30) anchor sheet
with 4" headlap.
(2) Tin caps spaced 6" o.c. on laps and 2 staqqered rows
12" o.c. in the field.
(3) Hot mop three (3) plys of type IV fiberqlass felt
and coat with an as~halt or water base roof coating,
or other approved coatinqs.

Alternate to be 1 fiberqlass type IV and 1 mineral
surface fiberqlass cap sheet in hot asphalt or ap-
proved mastic. Cap sheet to cover drip edqe.
(4) Install drip edqe over mopped felts, lapped 6" on
eaves and 3" on rake, nailed 6" o.c. as per Section
C, "ROOFING ACCESSORIES" paraqraph 4 herein. Seal
with a 4" and then a 6" membrane strip in approved
mastic or a 6" & then a 9" fiberqlass strip in ap-
proved mastic.
c. SINGLE PLY MODIFIED OR SELF ADHERING
(1) One (1) ply, ASTM D226 type II (#30 or manufacturers
s~ec.) anchor sheet with 4" headlap.
(2) Tin caps spaced 6" o.c. on laps and 2 staqqered
rows 12" o.c. in the field.

(3) Install drip edqe over anchor sheet or mopped felts;
under cap sheet. lapped 6" on eaves and 3" on rake.
nailed 6" o.c. as per Section C "ROOFING ACCESSO-
RIES" paraqraoh 4 herein.
(4) A cap sheet installed in approved mastic or per
manufacturers specifications.
2. COMPOSITION SHINGLES (ie: Asphalt or Fiberqlass}
All composition shinqles shall be minimum 25 yr. type on
three tab shinqles or 30 yr. type dimensional shinqles.
a. 2:12 to 20:12 PITCH
(I) One (I) ply ASTM D226 type II (#30) felt with 4"
headlap.
(2) Tin caps spaced 6" o.c. laps and 2 staqqered rows
12" o.c. in the field.
(3) Drip edqe nailed 6" o.C. with 4" lap. as per Section
C "ROOFING ACCESSORIES" paraqraoh 5 herein.
b. VALLEY ASSEMBLY
(I) 24" strip #30 felt ASTM D226 Type II set in a full
bed of mastic over anchor sheet.
(2) "AND"
For open valleys. 16" preformed or rolled metal (as
specified under "accessories" herein) shall be
placed in the valley and nailed 6" o.C. 1" from the
outside edqe of the valley metal. seal edqes with
roof cement and membrane.
"OR"
for closed valleys. 36" of modified butuminous base
sheet set in mastic.
c. NAILS: Six (6) 1 1/4" minimum lenqth Nails Per Shinqle.
Note: On exposed ceilinqs when the sheathinq is less
than 111 thick. a minimum of 5/8" sheathinq overlay will
be required before installinq the base sheet.
d. INSTALLATION: Apply an 8" width of roof cement to all
eaves. rakes. valleys and starter courses. Seal the top
edqe of each of the rakes and valleys as yOU install the
shinqles. Tab all hip and ridqe shinqles with approved
mastic.

3. CLAY AND CONCRETE TILE
a. Each roof tile shall have a permanent manufacturers
I.D. mark.
b. Flat or shinqle tile shall not be less than 3/8" thick:
barrel or spanish tile not less than 1/2" thick, except
for an overlappinq lip.
c. Roof tiles shall be laid in accordance with manufactur-
ers directions for tile, underlavrnent and fasteninqs:
supplemented with the provisions of Chapter 15 S.B.C.C.I.
d. The tile manufacturers written application specifica-
tions shall include but not be limited to the followinq:
(1) Slope requirement
(2) Underlayment
(3) Tile placement and spacinq
(4) Amount and placement of mortar or approved adhesive
(5) Fasteners and their placement
e. Roof tile shall not be installed on roofs havinq an
incline of less than 2 1/2" per foot (unless approved by
the Buildinq Official) .
f. Roof tile shall be applied only to solid sheathed wood,
or other nailable decks, with an underlayment of an
anchor sheet of #30 felt and a cap sheet of qranular
surfaced orqanic roll roofinq set in hot asphalt or
approved mastic. With roof pitches 4:12 or qreater,
felts shall be back nailed 12" O.c.
q. Where the incline of the roof is more than 5" per foot
and less than seven 7" per foot and the tile is to be
mudded on, the bottom three (3) courses shall be nailed
to the sheathinq with non-corrosive nails and the
underlavrnent shall be backnailed 6" on center.
h. Roofinq tiles shall have a head lap of not less than 2"
and barrel tile, specifically, shall have side laps of
not less than 1 1/2".
i. Roof tiles shall extend beyond the roof sheathinq, at
the eaves, not less than 1/2" nor more than 2".
l. Eave treatment used to close the eave and to elevate the
first tile course to obtain proper slope. shall be one
of the followinq:
(1) Prefabricated eave closure.
(2) Metal eave closure.

(3) Thickbutt tile/ field tile and starter course.
(4) Mortar eave closure. Weepholes shall be positioned
at the deck to provide proper drainaqe of any mois-
ture accumulated under all tiles.
k. All tile shall be loaded on roof for at least seven (7)
days prior to application.
4. WOOD SHAKES AND SHINGLES
a. Shinqle and shakes of naturally durable wood shall be
applied in accordance with the recommendations of the
Cedar Shake and Shinqle Bureau. Preservative treated
shakes shall be applied in accordance with the recommen-
dations of the Texas Forest Service. Application shall
be supplemented with the provisions of Chapter 15
S.B.C.C.I. and manufacturer specifications.
b. Minimum pitch for shinqle application shall be 3:12.
Minimum pitch for shake application shall be 4:12.
c. Shinqles and shakes shall be installed with corrosion
resistant nails. Staples are not acceptable.
5. METAL ROOFING - (FIVE V CRIMP) - 26 GAGE MINIMUM
(a) One (1) ply, ASTM D226 type II (#30) anchor sheet
with 4" headlap on top of solid sheathed deckinq.
(b) Tin caps spaced 6" o.c. on all laps and 2 staqqered
rows 12" o.c. in the field.
(c) Drip edqe nailed 12" o.C. with 3" lap.
(d) One (1) ply separator sheet of rosin paper or #15
felt applied at time of panel installation (over
dry-in only) .
(e) Wood strippinq, if applied, shall be a minimum 1" x
3"pine, nailed 8" o.c. staqqered pattern with a
rinqshank nail that penetrates at least 3/4" into or
throuqh the roof sheathing.
(f) On exposed beam roof where deckinq is less than 1"
thick, nail with two (2) nails at each rafter and
one (1) #10 wood screw 8" o.c. between. Nails or
screws shall not penetrate deck.
(q) Any strippinq that is pressure treated must be sepa-
rated from the metal roof with a sheet of rosin
paper or #15 felt (for qalvanized panels only) .
(h) Minimum fasteners to be 1 1/2" #10 wood qrip screws
with neoprene washer applied to top of V, not more

than 1611 o.c. in the field and 1211 o.c. on eaves and
rake edqes.
(i) Minimum valleys shall be 1611 in width; with a mini-
mum 111 standinq center diverter. II VII Sealants to be
used at valleys and flashinqs are to be one part
polyurethane. butyl sealant or neoprene closures as
recommended by the manufacturer.
(i) Flashinqs and accessories shall be of the same ma-
terial. There shall be no comminqlinq of different
materials except throuqh usinq proper adapters.
NOTE: All other type metal roofs are to be construct-
ed ?ursuant to manufacturers specifications. Such
specifications shall be provided at the time of
permit application. Such roofinq shall be 24 qaqe
minimum.
C. ROOFING ACCESSORIES:
1.
METALS - Gravel stoP. drip edqe. valleys. flashinq.
etc. (unless otherwise specified herein) shall be either
26 qaqe qalvanized or stainless steel. 16 oz. copper or
.03211 thick aluminum.

FASTENERS - Shall be minimum 12 qaqe. annular ring
shank or barbed nails. heads not less than 3/Slldiameter.
and not less than 111 lenqth (except for composition
shinqles where the minimum nail lenqth shall be 1 1/411).
Nails shall be corrosion resistant. Where the architec-
tural appearance of the underside is to be preserved. a
base sheet may be secured by usinq fasteners that are
less than 111 in lenqth that do not penetrate throuqh the
sheathinq; and then doublinq the amount of fasteners
required.

TIN CAPS - Shall be not less than 1 5/S11 or more than
211 in diameter; and of not less than 32 qaqe (.01011)
qalvanized or vinyl coated metal (ie: must be rust resis-
tant). IICap Nailsll with inteqral heads shall not be an
acceptable substitute.
4.
GRAVEL STOP OR DRIP EDGE - Gravel stops shall be raised
above the roof surface a minimum of 3/411. The vertical
face of the stop shall be a minimum of 311 and shall
extend down not less than 1/211 below the sheathinq or
other member immediately contiquous thereto. For verti-
cal faces qreater than 411 refer to SBCCI Table
1509.14.6.7.
Gravel Stops shall be installed after all roofinq felts
have been applied (unless otherwise directed by the
manufacturer's specifications). Stops shall be attached

bv means of 1" lonq, 12 qaqe rinq shank corrosion resis-
tant nails spaced 6" o.C. Stops shall be ioined with a
6" minimum lap (with 3 nails) except for qables where
the minimum lap can be 4". Covers and splice plates
shall be of the same material as the stop, a minimum of
6" lonq with the entire interior ioint coated with flash-
inq cement and nailed with 3 nails.
5. EAVE AND GABLE DRIP - Eave and qable drip for tile,
fiber-cement shinqles, asphalt shingles, metal shinqles
and mineral surfaced roofs shall have a roof flanqe not
less than 2" wide. The metal profile shall be nailed
with a minimum 12 qaqe annular rinq shank nail at 6"
o.c. The nail shall be manufactured from similar and
compatible material to the termination profile. All
composite materials shall be fastened with non-ferrous
nails.
The drip or face flanqe shall be a minimum of 2" in
width and extend not less than 1/2" clearance from the
structure. Eave and qable drip shall be lapped a minimum
of 4" at perimeter laps.
6. VALLEY METAL - Shall be installed in compliance with
the manufacturer's instructions over a minimum 24" strip
#30 felt set in full bed of mastic over anchor sheet
(except for tile and metal roofs) .
7. BASE FLASHING - Shall be installed after the roofing
felts have been laid and turned UP the vertical surfac-
es, in compliance with manufacturers instructions. Such
felts shall be embedded in hot bitumen or an approved
adhesive. Metal surfaces shall be primed and allowed to
drv prior to receivinq hot bitumen or cold adhesive.
Metal base flashinqs, where installed, shall extend not
less than 8" UP vertical surfaces in new construction
applications and where possible, in reroof and recover
applications. Base flashinqs shall extend not less than
4" on the deck and shall be fastened to the deck with
fasteners as provided herein for qravel stop and locked
and/or soldered at end laps.
Base flashinqs constructed from multiple lavers of rein-
forced asphalt materials shall be applied in compliance
with the manufacturers' published application instruc-
tions.
8. METAL COUNTER FLASHING - Shall be built into walls, set
in reqlets or applied as stucco type and shall be turned
down over base flashinqs not less than 3".
Metal counter flashinqs shall be side lapped a minimum
of 3".

Metal counter flashinqs, where set in reqlets or sur-
face-mounted, shall be thorouqhly weatherproofed with a
sealant bead. Primer shall be applied to the substrate
surfaces where recommended by the sealant manufacturer.
Where metal counter flashinq is used as the means of
sealinq (such as a vented system) it shall be set in an
approved sealant, sealed with an approved adhesive on
the top flanqe and all ioints shall be sealed with an
approved sealant and lapped a minimum of 3".
9. ROOF PENETRATION FLASHINGS - All pipes shall be flashed
with approved lead sleeve-type, pitch pans or other
methods detailed in the manufacturer's instructions.
Lead flashinq shall not be less than 2.5 lb. per square
foot. Flanqes shall be a minimum of 4".
Other roof penetrations shall be suitably flashed with
curbs, collars, pitch pans, or other approved weather-
tight methods, in compliance with the manufacturers
instructions.
10. OVERFLOW SCUPPERS AND OUTLETS - Shall be lined with
approved metal or other approved materials set forth in
the manufacturers instructions.
11. GUTTERS AND DOWNSPOUTS - Commercial applications shall
be constructed of metal with lapped, soldered, or
caulked ioints and shall be securely fastened to the
buildinq with a corrosion resistant fasteninq device of
similar or compatible material to the qutters and
downspouts. Gutters shall be secured with qutter straps.
Residential applications shall be as per manufacturers
specifications for residential installation.
D. ROOF MOUNTED EQUIPMENT:
1. PERMANENTLY MOUNTED ROOF-TOP EQUIPMENT (W/O CURBING) _
Shall be installed with clearances sufficient to permit
roof and roof coverinq maintenance, but in no instance
shall the clearance be less than the followinq:

2. ROOFTOP EQUIPMENT WITH CURB MOUNTING - Shall have curbs
constructed from pressure treated wood or qalvanized
metal that has been mechanically attached to the build-
inq structure. The heiqht of the curbinq shall be in
accordance with the equipment manufacturers recommenda-
tions.
Attachment to wood "sleepers" which are attached to the
deck shall not be an acce?table alternate.
3. ELECTRICAL CONDUIT AND MECHANICAL PIPING SERVING THIS
EQUIPMENT - Shall have a minimum clearance of 8"
4. CONDENSATE LINES - Shall not be required to have a mini-
mum roof-top clearance.
5. SOLAR EQUIPMENT - on sloped roofs shall not be mounted
without sufficient space to allow the flow of water and
air to pass under.

MEANS OF ACCESS PROVIDED BY THE CONTRACTOR OR THE OWN-
ER/BuILDER.
Section 2. All ordinances or parts of ordinances in
conflict herewith are hereby repealed to the extent of such
conflict.
Section 3. If any section, subsection, sentence, clause,
item, change or provision of this ordinance is held invalid, the
remainder of this ordinance shall not be affected by such
invalidity.
Section 4. This ordinance shall take effect immediately
upon receipt of official notice from the Office of the Secretary
of State of the State of Florida that this ordinance has been
filed with said Office.
Section 5.
The Clerk of the Board is hereby directed to
forward a copy of this Ordinance to Municipal Code Corporation
for incorporation into the Monroe County Code of Ordinances.

SIONERS OF MONROE COUNTY FLORIDA ADDING SEC-
TION 6-16.1 (12) ESTABLISHING THE GENERAL
REQUIREMENTS FOR ROOFING MATERIALS, APPLICA-
TIONS, ACCESSORIES, ROOF MOUNTED EQUIP-
MENT AND INSPECTIONS APPLICABLE IN THE
UNINCORPORATED AREAS OF MONROE COUNTY: PROVID-
ING FOR THE REPEAL OF ALL ORDINANCES INCONSIS-
TENT HEREWITH: PROVIDING FOR INCORPORATION
INTO THE MONROE COUNTY CODE OF ORDINANCES:
AND PROVIDING FOR AN EFFECTIVE DATE
WHEREAS,
the County Commission adopted Resolution No.
375-1994 to enhance and clarify roofing requirements in Monroe
County; and
WHEREAS, roofing construction and inspections have shown
considerable improvement since the adoption of Resolution No.
375-1994; and
WHEREAS, it is desired to raise the status of said resolution
to codified law; NOW THEREFORE
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA THAT:
Section 1.
Subsection (12) IlRoofing" of Monroe County Code
Section 6-16.1 is hereby added to read as follows:
The following roofinq requirements are hereby established:

A. GENERAL REOUIREMENTS:
1. All applications for Roofinq Permits not covered by the
specific requirements of this code shall include a copy
of the manufacturers' literature reflectinq roof system
assembly instructions and mater~l specifications for
South Florida applications. Sho~ld there be any conflict
between manufacturers construction/specifications and
the directions contained herein. the more restrictive
requirements shall apply.
2. Every roofinq component shall comply with the applicable
ASTM standards specified herein. and/or as specified in
Chapter 15 S.B.C.C.!.
3. All such products shall bear the testinq logo imprinted
on the material and/or container or shall be marked in a
distinctive manner to define compliance with the stan-
dards. or other such marking as may be deemed appropri-
ate by the Buildinq Official.
4. All metals that have contact with asphalt or mastic
shall be primed with a asphalt based primer.
5. Any s~ecial roofinq applications shall be pursuant to
the approval of the Buildinq Official.
6. The re-coverinq of existinq roofs is not recommended.
However. if the owner chooses to have such work per-
formed. it shall be allowed only in strict compliance
with Section 1509.13 of the S.B.C.C.I. In aQdition. the
roofinq contractor shall provide (at the ti~ of permit
application) an executed "Roof Re-Covering ~fidavitn.
This affidavit form is available at the Building Depart-
ment.
Note: When recoverinq a roof with a material substantial-
ly heavier than the oriqinal material (eo: ~ile replac-
inq shinqle) the structural integrity of the roofinq
support structure shall be certified to by a profession-
al architect or engineer reqistered in the State of
Florida.
This requirement shall also apply for re-roofinq.

B. APPLICATION (Minimum Standards) :

All comoosition shinqles shall be minimum 25 yr. type on
three tab shinqles or 30 yr. type dimensional shingles.

(1) One (1) ply ASTM D226 type II (#30) felt with 411
headlap.
(2) Tin caps spaced 611 o.c. laps and 2 staqqered rows
12" o.c. in the field.
(3) Drip edqe nailed 611 o.C. with 4" lap, as per Section
C "ROOFING ACCESSORIES 11 paragraoh 5 herein.
b. VALLEY ASSEMBLY
(1) 24" strip #30 felt ASTM D226 Type II set in a full
bed of mastic over anchor sheet.
(2) "AND"
For ooen valleys, 16" oreformed or rolled metal (as
specified under 11 accessories 11 herein) shall be
placed in the valley and nailed 6" o.C. 1" from the
outside edge of the valley metal, seal edqes with
roof cement and membrane.

for closed valleys, 36" of modified butuminous ~
sheet set in mastic.
c. NAILS: Six (6) 1 1/4" minimum length ~ils Per Shingle.
Note: On exposed ceilinqs wh.p the lAc,thiQ9 i, less

be required before installing the base sheet.
d. INSTALLATION: Aooly an 8" width of roof cement to all
eaves, rakes. valleys and starter courses. Seal the top
edge of each of the rakes and valleys as you install the
shinqles. Tab all hip and ridqe shinqles with aporoved
mastic.

3. CLAY AND CONCRETE TILE
a. Each roof tile shall have a permanent manufacturers
I.D. mark.
b. Flat or shinqle tile shall not ~ less than 3/811 thick:
barrel or spanish tile not less~han 1/211 thick. except
for an overlappinq lip.
c. Roof tiles shall be laid in accordance with manufactur-
ers directions for tile, underlavrnent and fasteninqs:
supplemented with the provisions of Chapter 15 S.B.C.C.I.
d. The tile manufacturers written application specifica-
tions shall include but not be limited to the followinq:
(1) Slope requirement
(2) Underlavrnent
(3) Tile placement and spacinq
(4) Amount and placement of mortar or approved adhesive
(5) Fasteners and their placement
e. Roof tile shall not be installed on roofs having an
incline of less than 2 1/2" per foot (unless aooroved by
the Buildinq Official) .
f. Roof tile shall be applied only to solid sheathed wood,
or other nailable decks, with an underlayrnent of an
anchor sheet of #30 felt and a cap sheet of qranular
surfaced organic roll roofing set in hot asp~~t or
ap9roved mastic. With roof pitches 4:12 or 9reater,
felts shall be back nailed 12" O.c.
g. Where the incline of the roof is more tha~ 5" per foot
anc; less than seven 7" per foo~ and. the t;.ile i, to be
mudde9 on, the bottom three (3) 9Qurs., ,~l~ be nailed
to the sheathinG with non-corrosive nails ~ the
underlayrnent shall be backnailed 6" on center.
h. Roofinq tiles shall have a head lap of not less than 211
and barrel tile. specifically, shall have side laps of
not less than 1 1/211.
i. Roof tiles shall extend beyond the roof sheathinq, at
the eaves, not less than 1/2" nor more than 2".
j. Eave treatment used to close the eave and to elevate the
first tile course to obtain proper slope, shall be one
of the followino:
(1) Prefabricated eave closure.
(2) Metal eave closure.

Mortar eave closure. Weeoholes shall be 9ositioned
at the deck to orovide prooer drainage of any mois-
ture accumulated under all tiles.

4. WOOD SHAKES AND SHINGLES
a. Shinqle and shakes of naturally durable wood shall be
aoolied in accordance with the recommendations of the
Cedar Shake and Shinqle Bureau. Preservative treated
shakes shall be aoolied in accordance with the recommen-
dations of the Texas Forest Service. Apolication shall
be suoolemented with the orovisions of Chaoter 15
S.B.C.C.I. and manufacturer soecifications.
b. Minimum pitch for shinqle aoolication shall be 3:12.
Minimum Ditch for shake aoolication shall be 4:12.
c. Shinqles and shakes shall be installed with corrosion
resistant nails. Staples are not acceotable.
5. METAL ROOFING - (FIVE V CRIMP) - 26 GAGE MINIMUM
(a) One (1) plY, ASTM D226 tvoe II (#30) anchor sheet
with 4" headlao on too of solid sheathed deckinq.
(b) Tin caps spaced 6" o.c. on all laps and 2 staggered
rows 12" o.c. in the field.
(c) Drio edqe nailed 12" o.c. with 3" lap.
(d) One (1) ply separator sheet of rosin oaper or #15
felt aoplied at time of panel installation (over
dry-in only) .
(e) Wood striopinq, if aoolied, shall be a minimum 1" x
3"oine, nailed 8" o.c. staqgered oattern with a
rinqshank nail that penetrates at least 3/4" into or
through the roof sheathinq.
(f) On exoosed beam roof where deckinq is less than 1"
thick, nail with two (2) nails at each rafter and
one (1) #10 wood screw 8" o.c. between. Nails or
screws shall not oenetrate deck.
(q) Any striooinq that is oressure treated must be seoa-
rated from the metal roof with a sheet of rosin
paoer or #15 felt (for qalvanized oanels only) .
(h) Minimum fasteners to be 1 1/2" #10 wood grip screws
with neoorene washer applied to too of V. not more

than 16" o.c. in the field and 12" o.c. on eaves and
rake edqes.
(i) Minimum valleys shall be 16" in width: with a mini-
mum 1" standing center diverter. "V" Sealants to be
used at valleys and flashinqs are to be one part
polyurethane, butyl sealant~r neoprene closures as
recommended by the manufact~er.
(1) Flashinqs and accessories shall be of the same ma-
terial. There shall be no comminqlinq of different
materials except throuqh using proper adapters.
NOTE: All other type metal roofs are to be construct-
ed pursuant to manufacturers specifications. Such
specifications shall be provided at the time of
permit application. Such roofinq shall be 24 qaqe
minimum.
C. ROOFING ACCESSORIES:
1. METALS - Gravel stop, drip edqe, valleys, flashing,
etc. (unless otherwise specified herein) shall be either
26 qage qalvanized or stainless steel, 16 oz. copper or
.032" thick aluminum.
2. FASTENERS - Shall be minimum 12 qaqe, annular ring
shank or barbed nails, heads not less than 3/S"diameter.
and not less than 1" lenqth (except for composition
shinqles where the minimum nail lenath shall be 1 1/4").
Nails shall be corrosion resistant. Where the architec-
tu~al appearance of the underside is to be preserved. a
base sheet may be secured by usin9 fas~eners that tre
less than 1" in length that do not pen,trate throu9h the
sheathina; and then doubling the amount of fasteners
required.
3. TIN CAPS - Shall be not less than 1 s/s" or mqre ~han
2" in diameter; and of not less than 32 gage (.010")
galvanized or vinyl coated metal (ie: must be rust resis-
tant). "Cap Nails" with inteqral heads shall not be an
acceptable substitute.
4. GRAVEL STOP OR DRIP EDGE - Gravel stops shall be raised
above the roof surface a minimum of 3/4". The vertical
face of the stop shall be a minimum of 3" and shall
extend down not less than 1/2" below the sheathinq or
other member immediately contiguous thereto. For verti-
cal faces greater than 4" refer to SBCCI Table
1509.14.6.7.
Gravel Stops shall be installed after all roofinq felts
have been applied (unless otherwise directed by the
manufacturer's specifications). Stops shall be attached

by means of 1" long. 12 qaqe rinq shank corrosion resis-
tant nails spaced 6" o.c. Stops shall be ioined with a
6" minimum lap (with 3 nails) exceot for qables where
the minimum lap can be 4". Covers and splice plates
shall be of the same material as the stoP. a minimum of
6" long with the entire interior ioint coated with flash-
inq cement and nailed with 3 najis.

5. EAVE AND GABLE DRIP - Eave and qable drip for tile.
fiber-cement shinqles. asphalt shinqles. metal shinqles
and mineral surfaced roofs shall have a roof flanqe not
less than 2" wide. The metal profile shall be nailed
with a minimum 12 qaqe annular rinq shank nail at 6"
o.c. The nail shall be manufactured from similar and
compatible material to the termination profile. All
composite materials shall be fastened with non-ferrous
nails.
The drip or face flanqe shall be a minimum of 2" in
width and extend not less than 1/2" clearance from the
structure. Eave and qable drip shall be lapped a minimum
of 4" at perimeter laps.
6. VALLEY METAL - Shall be installed in compliance with
the manufacturer's instructions over a minimum 24" strip
#30 felt set in full bed of mastic over anchor sheet
(except for tile and metal roofs).
7. BASE FLASHING - Shall be installed after the roofing
felts have been laid and turned up the vertical surfac-
es. in compliance with manufacturers instructions. Such
felts shall be embedded in hot bitumen or an ap~roved
adhesive. Metal surfaces shall be primed and allowed to
dry prior to receivinq hot bitumen or cold adhesive.
Metal base flashinqs. where installed. shall extend not
less than 8" up vertical surfaces in n~w cona~~ction
~+ications and where possiQle. in reroof ~d recover
aoplications. Base flashinqs shall extend not less than
4" on the deck and shall be fastened to the deck with
fasteners as provided herein for qravel stop and locked
and/or soldered at end laps.
Base flashinqs constructed from multiple lavers of rein-
forced asphalt materials shall be applied in compliance
with the manufacturers' published application instruc-
tions.
8. METAL COUNTER FLASHING - Shall be built into walls. set
in reqlets or applied as stucco type and shall be turned
down over base flashinqs not less than 3".
Metal counter flashinqs shall be side lapped a minimum
of 3".

Metal counter flashinqs. where set in reqlets or sur-
face-mounted. shall be thorouqhly weatherproofed with a
sealant bead. Primer shall be applied to the substrate
surfaces where recommended by the sealant manufacturer.
9. ROOF PENETRATION FLASHINGS - All pipes shall be flashed
with approved lead sleeve-type. pitch pans or other
methods detailed in the manufacturer's instructions.
Lead flashinq shall not be less than 2.5 lb. per square
foot. Flanqes shall be a minimum of 4".
Other roof penetrations shall be suitably flashed with
curbs. collars. pitch pans. or other approved weather-
tight methods. in compliance with the manufacturers
instructions.
10. OVERFLOW SCUPPERS AND OUTLETS - Shall be lined with
approved metal or other approved materials set forth in
the manufacturers instructions.
11. GUTTERS AND DOWNSPOUTS - Commercial applications shall
be constructed of metal with lapped. soldered. or
caulked ioints and shall be securely fastened to the
buildinq with a corrosion resistant fastening device of
similar or compatible material to the gutters and
downspouts. Gutters shall be secured with gutter st~aps.
Residential applications shall be as per manufacture+s
soecifications for residential installation.
D. ROOF MOUNTED EQUIPMENT:
1. PERMANENTLY MOUNTED ROOF-TOP EOUIPMENT (W/O CURBING) -
Shall be installed with clearances sufficient to permit
roof and roof coverino maintenance. but in no instance

Section 3. If any section, subsection, sentence, clause,
item, change or provision of this ordinance is held invalid, the
remainder of this ordinance shall not be affected by such
invalidity.
Section 4. This ordinance shall take effect immediately
upon receipt of official notice from the Office of the Secretary
of State of the State of Florida that this ordinance has been
filed with said Office.
Section 5.
The Clerk of the Board is hereby directed to
forward a copy of this Ordinance to Municipal Code Corporation
for incorporation into the Monroe County Code of Ordinances.
