ITEM BACKGROUND: In November of 2021, John Allen was hired as Director of Parks and Beaches by the Monroe County BOCC and was tasked with creation of recreational opportunities for Monroe County residents. After several months of planning and coordination with the Parks and Recreation Advisory Board and input from various community resources, a plan was compiled to offer a variety of recreational opportunities for people of all ages and demographics in Monroe County. The Recreation Plan will establish new programs and activities while still utilizing some of the tong-established activities enjoyed by residents and visitors to our local parks and beaches. Some of the new programs include quilting, movie night, teen activities, exercise classes, mommy and me programs, swimming lessons, and other new and exciting programs for many age groups from babies to senior adults. There are plans for future paddleboard rental kiosks that may also attract visitors, which will provide everyone with the chance to explore the beautiful waters of the Florida Keys. As staff develops the various programs, additional equipment and accessories will need to be purchased utilizing County funds in order to facilitate the programs. The Director is also working with the community to obtain donations for some of the programs. Staff seeks approval of the new Recreation Plan so it may move forward with establishing the programs and utilizing County funds as necessary. CL 2) Inventory and evaluate the current park restroom facilities and then create and implement a restroom replacement schedule. 3) Complete a playground equipment replacement program to bring all equipment into compliance with safety and accessibility guidelines. 76 4) Develop a multifaceted approach for new synthetic sports fields or turf replacement to meet the higher level of demand to utilize the fields by seeking grants, partnerships, or donations. 5) Identify and mitigate safety and security issues and maintain existing parks at levels that meet or exceed the public's desire for safety, cleanliness, and usefulness. These programs will be provided throughout Monroe County to meet the needs of our community. Youth programs like summer camp, afterschool mommy & me, homework club, field trips, and more will be offered at Bernstein Park summer 2023. Items will need to be purchased to properly program and temporary staff will need to be hired. Some revenue will be generated. 06 U) The teen program will provide recreational programming for middle and high school students. Programs like gaming, late night sports activities, movie night, mentorship 0 activity, and more will be offered to provide an outlet to our teen community. 0 Studies have shown that keeping teens in recreation programs are more likely than non-participants to have higher self-esteem, greater academic achievement, and lower incidences of delinquency. No revenue will be generated from teen programs, but we will seek donations to offset costs. Senior programs like quilting, yoga, fitness, culinary, and art classes will be offered at Bernstein Park spring 2023. Items will need to be purchased to properly program and temporary staff will need to be hired. Some revenue will be generated. Family gatherings like movies in the park, sunset concerts, and outdoor group fitness will be offered throughout the County. Items will need to be purchased to properly program and no additional staff will be needed. Program specific budgets will be created before implementation detailing items needed for purchase, temporary staff requirements, and anticipated generated revenue. These budgets will be shared with Office of Management& Budget before 06 any purchases are made. Until the programs are established as noted above, we are unable to determine the exact items that will be needed or the detailed costs of such items. Some examples are noted below.
