AGENDA ITEM WORDING: Confirmation of County Administrator's appointment of James
"Jim" Callahan to the position of Fire Chief/Director of Emergency Services as required by Section
2.01 of the Personnel Policy and Procedures Manual and F.S. 125.74(1)(k).
ITEM BACKGROUND: This will confirm James "Jim" Callahan's appointment as temporary Fire
Chief with the authorities of a department head. James "Jim" Callahan will be returning
temporarily as Fire Chief to help recruit for the Fire Chief position. Chief Callahan retired in
May 2021 after 15 years with Monroe County and 51 years in career fire service.
Under F.S. 125.74(1)(k), "the employment of all department heads shall require confirmation by the
Board of County Commissioners."
PREVIOUS RELEVANT BOCC ACTION: Fire Chief/Director of Emergency Services Hudson
was appointed on April 21, 2021.

2.01 APPOINTING AUTHORITY -
The Board of County Commissioners shall be the appointing authority for the County Administrator and
County Attorney. All other positions under the jurisdiction of the Board of County Commissioners shall be E
employed and supervised by the County Administrator. Employment of Department Heads will require the
confirmation of the Board of County Commissioners. The County Administrator will be responsible for: U
A. Approval of all changes in employee status ensuring that all changes are in accordance with the
Personnel Policies and Procedures and the Pay/Classification Plan. 0
B. Ensuring that all positions in all Departments have been fairly and equally evaluated,rated and classified
in accordance with Personnel Policies and Procedures and the Pay/Classification Plan. 0

2.02 POSITION CONTROL
All positions in the County Service are established and maintained through a budget each fiscal year, approved by
the Board of County Commissioners. R

A. The establishment of new additional positions, or an increase in hours of a position can only be
authorized by the Board of County Commissioners and the County Administrator, subject to adequate 0
justification of need and availability of funds. Establishment of Emergency Disaster positions on a year to
year basis do not require the prior approval of the Board of County Commissioners. The personnel in these
positions will be trained and utilized on an as needed basis before, during, or after an emergency or disaster
and will be paid for by the Hurricane Account Funds. CL

Positions created on a temporary basis as described below in 2.03 B (3&4) do not require the prior approval "
of the Board of County Commissioners.
B. For training and transitional purposes, two individuals may fill a budgeted position simultaneously for up
to six (6) months contingent on available funding. Both individuals shall accrue full benefits and be
classified as a Full-time Regular employee.

C. Personnel to fill approved new positions shall be appointed after the position has been evaluated,
classified and assigned a pay grade.

2.03 TYPES OF EMPLOYMENT
A. Original employment is subject to budgetary restrictions. When a person is initially employed in a U)

congratulating Chief Steve Hudson on his retirement which begins December 17th, 2022. We
are grateful for all of Chief Hudson's hard work and dedication over the last 10 years in Monroe
County, and 39 years in career fire service. In retirement, Chief Hudson will be able to spend
more time with his wife and family in mainland Florida and North Carolina, including his soon
to be born 6' grandchild. U

JOB SUMMARY
The primary function of this position is to be responsible for overseeing and enhancing the
operations and activities of the Monroe County unincorporated Fire/Rescue and Emergency 0
Medical Services systems including the combined career/volunteer services. This position is the
ranking fire official in unincorporated Monroe County. Typical activities associated with this
position include directing, planning, organizing, and budgeting Fire Rescue and Emergency ;
Medical Services functions within Monroe County, with broad policies guided by federal, state, c0
and local laws,codes, rules,and regulations. Oversees the operations of the Fire Marshal's Office. U
This position reports to the County Administrator.
ESSENTIAL JOB FUNCTIONS 00
• Plans, controls, staffs, organizes, represents, and directs all programs in the County.
• Prepares, reviews, edits, and approves items to be forwarded to the County Administrator
for placement on the county Commission's meeting agenda and handles presentations at
meetings with staff participation as necessary. -
• Interviews applicants, reviews applications and recommends hiring of all personnel. 0
• Directs, implements, monitors all county programs regarding personnel issues within the
Department.
• Prepares, reviews, edits, recommends, and monitors the Department's budget.

Education and Experience: c)
Bachelor's Degree with Major(s) in Business Administration, Management, or Public
Administration. 15 years minimum of prior related work experience. Graduate degree in related
field preferred. Graduate of the National Fire Academy Executive Fire Officer Development
Program and previous paramedic field experience preferred.

Having concluded my 151"year with Monroe County Fire Rescue, and my 51"year in the fire service, I submit
my request for retirement effective May 19, 2021.

There have been many changes in the fire service since I started my career, fresh out of the Marine Corp and
Vietnam. I interviewed with St. Petersburg Fire Rescue one day and started work the very next week. I had no 0
idea this job, this vocation,would shape and define the rest of my work life.There were no air packs or high C
tech protective gear,just a group of firefighters that came together and kicked butt to put the fire out and get
the job done.Then came EMS and a whole new angle on ways to provide help and aid to those in need. Other
changes came over the years, hazmat, technical rescue, community education and outreach.Training and the
tools of the job all evolved,while the one constant is the dedication of the men and women that choose this U
profession that have made the difference.
1 progressed through the ranks from firefighter to fire chief. I am proud of the communities I've served, St. ,
Petersburg, Hillsborough County, and lastly Monroe County.When I first started to work in the keys, I had
accepted a battalion chief position. My intention was to work one year and ended up staying 15. Had the chief
not of gotten sick, I would have hung up my helmet a long time ago. When I reluctantly became fire chief, I put
together a report indicating things that should be improved in MCFR. It eventually was called the "Callahan
plan" by the county administrator. When I started here, fire stations were in poor condition and equipment
was out of date, with firefighters even preparing meals and eating in the apparatus bay. Daily firefighter
staffing was about 15 for the entire length of unincorporated Monroe County. With the support of the County U
Administrator and the BOCC, conditions and services have significantly improved. Fire stations have been built,
critical programs have been added to protect and serve the community.Trauma Star has expanded, minimum

staffing has been improved, and with the application of the SAFER grant this year, I am hopeful that the final,
but very important component of the plan will be realized by bringing minimum staffing to four firefighters at

each station per day.

Looking back, I've seen a lot and been lucky and blessed. I'm proud of the men and women I've served with
and I am proud of Monroe County Fire Rescue. Never forget that what you do each and every day is not just a
job, it is a vocation. It is a service and a calling and makes you who you are. I want to thank Roman Gastesi and 2
the board, both past and present,for all the support over these many years, and wish the county and MCFR all
the best for the future.
