AGENDA ITEM WORDING: A Public Hearing to consider Adoption of an Ordinance renaming
Little Duck Key Park as Veterans Memorial Beach, and amending Monroe County Code Section 18-
27(a), and any other applicable sections in Chapter 18, Parks and Recreation.
ITEM BACKGROUND: The Little Duck Key Park is located at the West end of the Seven Mile
Bridge at MM 40 on U.S. Hwy. 1. Over the years, this park has become known locally as the
Veterans Memorial Park. The Parks & Beaches Department has collaborated with the Veterans
Affairs Department and jointly have expressed a desire to rename this Park as the Veterans
Memorial Beach in honor of numerous Keys' residents who have served in various branches of the
U.S. Military. Both departments have ideas for additional ways to honor those who have served and
how to incorporate them within the park. The renaming of the park to Veterans Memorial Beach is
the first step in initiating this plan. Monroe County Code Sec. 18-27(a) and any other applicable
provisions of the Code will be modified by this proposed ordinance change.
Monroe County Parks & Beaches Advisory Board Approved the change during their November 7,
2022,public meeting.

November 15, 2022 BOCC approved request to advertise the Public Hearing to adopt an
Ordinance to rename Little Duck Key Park, also known as Veterans Park,
to Veterans Memorial Beach.

WHEREAS, under Florida Statutes, Section 125.01(1)(f) the Board of County
Commissioners (BOCC) of Monroe County, Florida, is granted the authority, among others, to
provide parks,playgrounds, and recreation areas; and

WHEREAS, Little Duck Key Park has traditionally been referred to as Veterans 2
Memorial Park; and

WHEREAS, the Board of County Commissioners, county staff, and the residents of
Monroe County desire to show appreciation to the Veterans of the United States Armed Forces;
and
WHEREAS, the park is in fact a beach within Monroe County, Florida; and

WHEREAS, by changing the name from Little Duck Key Park to Veterans Memorial
Beach shall not only honor the Veterans of the United States Armed Forces, it shall also serve
as a lasting legacy of service and sacrifice of each Veteran and their family; and
WHEREAS, the Veterans Affairs Department of Monroe County supports this name
change for the park.

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY E
COMMISSIONERS OF MONROE COUNTY, FLORIDA: 0
SECTION 1. The Monroe County park known as "Little Duck Key Park" located at E
Lot 1, Section 19, Township 66S, Range 31 E, OR:15-374-376; RE# 00106160-000000;

Alternate Key: 1124800, is hereby renamed as "Veterans Memorial Beach" to honor the
Veterans of the United States Armed Forces.

SECTION 2. The references to "Little Duck Key Park" in Section 18- 27(a) of the
Monroe County Code shall be changed to "Veterans Memorial Beach." All remaining portions
of the Code shall remain unchanged.

SECTION 3. SEVERABILITY. Should any provision of this Ordinance be declared
by a court of competent jurisdiction to be invalid, the same shall not affect the validity of this
Ordinance as a whole, or any part thereof, other than the part declared to be invalid. If this 2
ordinance or any provision thereof shall be held to be inapplicable to any person, property, or 0
circumstances, such holding shall not affect its applicability to any other person, property, or
0
circumstances.
SECTION 4. CONFLICT WITH OTHER ORDINANCES. All ordinances or parts
of ordinances in conflict with this Ordinance are hereby repealed to the extent of said conflict. X
SECTION 5. INCLUSION IN THE CODE OF ORDINANCES. The provisions of 0-
this Ordinance shall be included and incorporated in the Code of Ordinances of the County of -
Monroe, Florida, as an addition or amendment thereto, and shall be appropriately renumbered to
confirm to the uniform numbering system of the Code. E

SECTION 6. EFFECTIVE DATE. This Ordinance shall take effect upon filing with
the Department of State as provided in Section 125.66(2), Florida Statutes.
