ITEM BACKGROUND: Monroe County Board of County Commissioners approved the submission of a Florida Department of Transportation (FDOT)Public Service grant on May 18, 2022. FDOT sent notice of award on October 26, 2022. The grant is for a micro mobility solution for the residents of Stock Island who work in Key West. Staff will coordinate with KW Transit to build a micro mobility solution in order to increase mobility for Stock Island residents and complement the KW Transit system in a way that reduces the overall number of trips on US 1 in/out of KW at the busiest times of day. If the County determines it wishes to move forward with the Stock Island micro mobility solution, the FDOT Public Transit Service Development Program grant would provide, 50% funding for up to three years. The grant agreement is not yet available. FDOT requires certification of available local funds in the amount of$426,000 by no later than January 1, 2023. The grant agreement will be brought back to the BOCC for approval at a later date. Staff received a cost estimate for a 24-hour service. This estimate provides 3 Tesla sedans operating 24 hours a day between Stock Island and Key West. Estimated at$852,000 annually, the County's cost share for the grant is $426,000. Staff will continue to work with KW Transit in order to optimize the service provided. Packet Pg. 1880 0.9 In October of 2021, the Board adopted the U.S.1 Transportation Masterplan (TMP), including recommendations for improvements to remedy Level of Service issues and improve traffic flow, and for multimodal improvements. The TMP includes the following objectives under Goal 1: Goal 1 — Create a balanced multimodal transportation system that provides options for and promotes non-motorized travel along the US 1 corridor. This includes providing space and infrastructure for all modes of transportation Objective 1-3: Improve transit options for both commuters and tourists. Objective 1-6: Allow for travel demand management through introduction/promotion of bikeshare, carpool, and other commuting options. In support of these objectives, the TMP's list of Potential Solutions included the three items shown in the table below, with which a micro mobility solution that specifically targets commuters could be integrated.
