AGENDA ITEM WORDING: Approval to accept a FDOT "Public Transit Service Development
Program" grant, FDOT Procedure Topic Number 725-030-005, providing funding to determine
whether a new or innovative technique or measure can be used to improve or expand public transit
services. This award is for $426,000 and requires a 50150 match of $426,000 for a total amount of
$852,000. This funding is for a resident micro mobility solution to or from Stock Island into or out
of Key West; and authorization for the County Administrator to execute all necessary documents in
connection with the award.
ITEM BACKGROUND:
Monroe County Board of County Commissioners approved the submission of a Florida Department
of Transportation (FDOT)Public Service grant on May 18, 2022. FDOT sent notice of award on
October 26, 2022. The grant is for a micro mobility solution for the residents of Stock Island who
work in Key West. Staff will coordinate with KW Transit to build a micro mobility solution in order
to increase mobility for Stock Island residents and complement the KW Transit system in a way that
reduces the overall number of trips on US 1 in/out of KW at the busiest times of day. If the County
determines it wishes to move forward with the Stock Island micro mobility solution, the FDOT
Public Transit Service Development Program grant would provide, 50% funding for up to three
years.
The grant agreement is not yet available. FDOT requires certification of available local funds in the
amount of$426,000 by no later than January 1, 2023. The grant agreement will be brought back to
the BOCC for approval at a later date.
Staff received a cost estimate for a 24-hour service. This estimate provides 3 Tesla sedans operating
24 hours a day between Stock Island and Key West. Estimated at$852,000 annually, the County's
cost share for the grant is $426,000. Staff will continue to work with KW Transit in order to
optimize the service provided.

In October of 2021, the Board adopted the U.S.1 Transportation Masterplan (TMP), including
recommendations for improvements to remedy Level of Service issues and improve traffic flow, and
for multimodal improvements. The TMP includes the following objectives under Goal 1:
Goal 1 — Create a balanced multimodal transportation system that provides options for and
promotes non-motorized travel along the US 1 corridor. This includes providing space and
infrastructure for all modes of transportation
Objective 1-3: Improve transit options for both commuters and tourists.
Objective 1-6: Allow for travel demand management through introduction/promotion of
bikeshare, carpool, and other commuting options.
In support of these objectives, the TMP's list of Potential Solutions included the three items shown
in the table below, with which a micro mobility solution that specifically targets commuters could be
integrated. The County's list of Priority Traffic Flow Improvement Projects, adopted in February,
2022, and transmitted to FDOT, included project items 24 and 173, further supporting the need to
focus on commuter options between Stock Island and Key West.

Service Development Program funds.

System Safety Oversite - Rule Chapter 14-90, Florida Administrative Code.
IMPLEMENTATION
• Each District Office receives, reviews and evaluates submitted Service
Development Project Applications and creates a Program of Projects list ranking
eligible projects.
• The program of eligible projects list is submitted by each District Office to Central
Office by first working day of July each year.
• Central Office informs District Office of annual Program Funding—District Office
awards eligible Projects with available funding.
• Implementation of projects begin on or after July 1 of the following State Fiscal
Year— SFY24 (7/1/2023).
• Projects submitted for funding must be justified in the recipients Transit
Development Plan (TDP) or other Agency Transportation Service Study or Plan.

The purpose of the Service Development Grant is to provide financial assistance to Monroe County to work with a
micro-mobility transit provider, such as Freebee, to provide the operation of micro-mobility solutions for the residents of
Stock Island.
The project seeks to connect Stock Island residents with existing public transit opportunities established by Key West
Transit within Stock Island and Key West to safely and effectively travel to and from places of employment. Due to the
natural geography of the Florida Keys, the limitation of one main corridor(U.S. 1)to access Key West and the
increasing number of visitors to the area, Monroe County seeks to enhance multi-modal and micro-mobility options for
its residents.
This project will complement the existing Key West Transit system by allowing Stock Island residents to utilize an
mobile application or phone call to get picked up from their residence and driven to either an established transit hub or
place of employment. The use of micro-mobility transit has the potential to reduce the number of single-occupancy
vehicular trips on a constrained roadway(U.S. 1).

This project will assist with the funding of operation services of Stock Island residents utilizing micro-
mobility transit opportunities. This project will facilitate the movement of people within Stock Island and to
Key West by utilizing micro-mobility transit solutions. Further, this program would complement the existing
Key West Transit system in an effort to reduce the overall number of vehicular trips on U.S. 1.
This project is similar to other projects funded by transit agencies in other municipalities and counties in
that it provides free, on-demand service for residents to access employment opportunities. The primary
focus will be providing connections for Stock Island residents to existing transit opportunities within Stock
Island and served by Key West Transit.

alternative modes such as mass transit, and bicycle/pedestrian facilities. The County shall coordinate

transportation improvements occurring County-wide.

Monroe County shall complete a transportation Strategy Master Plan, through its Long Range
Transportation Plan, by May 2021, incorporating an intermodal transportation system and considerations

This project facilities multi-modal movement by assisting people with the "first and last mile"solution to reduce
vehicle usage. The project would assist with transportation of passengers from Stock Island to their destination
within Stock Island or an existing Key West Transit system stop, alleviate traffic and parking constraints.
5. DESCRIBE IMPACT OF PROJECT TO OVERALL TRANSPORTATION SYSTEM.
This project will increase the overall capacity of the transportation network and will complement the existing Key
West Transit system.Additionally, this project has the potential to reduce the total amount of cars on the local
roads and U.S. 1 by removing individual vehicular trips from Stock Island to Key West.

This project will allow Monroe County to provide micro-mobility transit opportunities to Stock Island and to
complement the existing Key West Transit system. This project will provide an additional opportunity to the
residents of Stock Island to more easily access existing transit opportunities, greatly benefitting the residents of
Stock Island and the surrounding communities.
