(Jacobs) will provide construction support and resident project representative (RPR) services for the "Tree Mitigation" project at The Florida Keys Marathon International Airport (MTH). These construction services will provide the following: ASSUMPTIONS ■ Construction phase services are based on an anticipated duration of 90 calendar days of construction in field. In the event the construction duration exceeds the calendar days listed above, Jacobs reserves the right to revise our proposal. ■ Jacobs will invoice on a percent complete to compensate the level of effort required for each assignment. ■ All as-built drawings to be provided to Jacobs in electronic (AutoCad) format and hard copy (printed) format. ■ Construction Support services are based upon the following: 5 shop drawings/product submittals. Our assumption is 80% of submittals will be approved on the first review and 20% will require re-submittal for further review; respond to 10 Contractor RFI's. ■ Assumes no additional protected species will be identified that will require additional permitting or relocation services. Assumes no Simpson's Apple Cactus tree apple nor tree snails are documented during pre-construction survey. ■ This scope of services and pricing is provided based upon and shall be performed under base agreement "Master Agreement for Professional Services". The Master Agreement for Professional Services is between Monroe County Florida and Jacobs Project Management Co. with an execution date of February 16, 2022 (together the base agreement Master Agreement for Professional Services and any amendments thereto are defined as the "Agreement"). Notwithstanding anything to the contrary contained or referenced in this Scope of Services, the terms and conditions of the Agreement shall govern all staff augmentation under this Scope of Services. ■ Construction is anticipated to start in May 2023. ARTICLE D—CONSTRUCTION ADMINISTRATION SERVICES 1. Prepare and issue conformed drawings for construction. 2. Prepare and issue construction contract to the awarded low bidder. Page 1 3. Issue a "Notice to Proceed," on behalf of the Airport, to the Contractor. 4. Review the Contractor's construction schedule. 5. Prepare for and attend the Pre-Construction conference. 6. Review all shop drawing submittals for conformance to the plans and specifications and respond to the CONTRACTOR and Airport with detailed summary of the applicability and acceptability of the shop drawing. 7. Respond to Contractor's RFI's. 8. Attend site visits and bi-weekly progress meetings. Bi-weekly progress meetings will be attended virtually utilizing Microsoft Teams. Site visits will observe work in progress and provide reports to Owner. Assume three (3) site visits throughout the course of the construction project. 9. Prepare Field Sketches, as necessary. 10. Provide general supervision and administrative support for resident project representative (RPR). 11. Review and approve estimates submitted by the Contractor for progress/final payments. Assume 4. 12. Prepare and negotiate change orders, as necessary. Assume two change orders. 13. Attend final inspection meeting. 14. Review Closeout Documentation. 15. Review survey quality assurance testing results. 16. Prepare record drawings and provide hardcopies and electronic files to the Airport. 17. Prepare and submit FAA closeout documentation and prepare and process final change order. Services for Article D will be provided under a lump sum basis. AMENDMENT TO ARTICLE E - RESIDENT PROJECT REPRESENTATIVE (RPR) and ENVIRONMENTAL SUPPORT SERVICES 1. Attend pre-construction conference. 2. Coordinate and attend progress meetings with the contractor, Airport, and any other interested parties, as required prior to construction (e.g. Staging area coordination, setting up Contractor's trailer.). 3. Provide full-time RPR services for the work associated with the project. The RPR's for the project shall have field experience in the type of work to be performed, be fully qualified to make interpretations, decisions, field computations, and have knowledge of testing requirements and procedures. The RPR shall be responsible for the following: Page 2 • Checking of construction activities to ensure compliance with the plans and specifications. Inform the contractor and County of any work, which is in non-compliance. • Review certifications for conformance with the specifications. • Document quantities of materials used on the project by actual measurements and computations in a field notebook or computer printout retained in a folder. • Maintain a set of working drawings on the job site, which can be used to prepare "As-Built" drawings. • Review the test reports and certifications for conformance with the specifications and maintain a file for all reports and certifications. • Inform the County of deficiencies so corrections can be made, and retesting performed. • Jacobs does not have control over or charge of and shall not be responsible for construction means, methods, techniques, sequences or procedures of construction or for safety precautions and programs in connection with the work, since these are solely the CONTRACTOR'S responsibility under the contract for construction. • Jacobs shall make every reasonable effort to ensure that the CONTRACTOR completes the work in accordance with the current approved schedule and carries out the work in accordance with the contract documents. • Review close out documentation. • Review payment requests and certified payrolls from the contractor. • Maintain a diary, which will contain entries made and signed by the resident engineer. Each entry should include the following, plus any additional pertinent data: a. Date and weather conditions. b. Names of important visitors. C. Construction work in progress and location. d. Size of contractor's work force and equipment in use. 4. O'Neal Surveying and Mapping will provide wetiand delineation survey and QA survey services to confirm the trees have been removed to the dimensions stated in the Contract Drawings. 5. Environmental Support Services will be performed by Birkitt Environmental Services, Inc. with the following scope items: Task 1.0 CONSTRUCTION OVERSIGHT DOCUMENTATION ,AND MEETING Birkitt will review permit and construction bid requirements to prepare an environmental project task plan and schedule in coordination with Jacobs to provide internal guidance and documentation to Jacobs and contractor. Birkitt will be available to answer standard questions or provide basic guidance re: permit conditions. A kick-off meeting and construction team Page 3 meeting on site is included for this scope and will include guidance on permit and bid compliance requirements. (1 person). Task 2.0 PRE-CONSTRUCTION AVOIDANCE AREAS AND PROTECTED SPECIES SURVEYS Prior to construction, Birkitt will re-survey for protected wildlife species (Federal, State,) in the tree clearing area. Task 2.1 Pre-Construction Wetland, Impact Limits, and Planting Areas Staking Birkitt will review staking of the limits of wetlands clearing (contractor to stake these areas based on survey) and recommend adjustments as needed. Task 2.2 General Protected Species Survey Conduct general site survey to update or confirm current site conditions relative to protected wildlife species presence in accordance with the EA. If previously un-documented wildlife species are observed during the survey, contingency plans will be developed based on USFWS guidelines. In addition, outside of the tree clearing area, the areas of selected tree trimming will be surveyed for protected wildlife species. One (1) previously observed Florida burrowing owl burrow was potentially located in the area of tree trimming will be reviewed. Birkitt will review the tree removal locations to confirm the proposed impacts maintain a no impact outcome to the burrowing owl or other protected species. In the event of species or active nest presence for the burrowing owl, Birkitt will consult with FWC and standard avoidance and minimization measures will be implemented. Task 2.3 Update Simpson's Apple Cactus Survey Pursuant to the relocation plan developed for the FONSI, Birkitt will conduct a re-survey of the areas in which this species was found in the previous tropical hardwood hammock survey conducted for the EA to determine the presence or absence of any living specimens. If any individuals of the Simpson's Apple Cactus are observed in field, methods set forth in the Relocation Plan for Simpson's Apple Cactus (February 2021) will be followed to ensure their successful relocation (will require additional scope and budget for relocation). Task 3.0 RESTORATION OVERSIGHT INSPECTIONS Task 3.1 Review Plant Source, Condition, and Placement Birkitt will review the following: • Review plants source and order to be placed • Review plant condition before planting • Review proposed proper placement and density of plants Task 3.2 Restoration Oversight One (1) site visit will be conducted to ensure plantings are completed appropriately. Page 4 Birkitt will inspect restoration areas during construction to review progress and status.. Basic progress report forms will be prepared to document inspection conducted. Task 3.3 Restoration Completion Inspection and Report Birkitt will review the restoration site following the completion of maintenance and planting. It is assumed that the review for the restoration site will be conducted in one (1)trip. Birkitt will then provide a Restoration Completion Inspection Report(to Jacobs). Task 4.0 POST RESTORATION SITE INSPECTION Birkitt will provide one (1) site visit to the restoration area over a 6-month period post construction. A brief report will be provided documenting the current condition of the mitigation along with any potentially required corrective measures. Task 5.0 RESTORATION SITE INSPECTION/MONITORING AND REPORT Birkitt will provide a final follow up inspection and monitoring of the MTH Restoration areas to document site conditions related to success criteria and permit compliance at one (1) year following. A report documenting inspection and monitoring results, as well as photo- documentation of the restoration site will be prepared. One (1)trip is assumed for conducting the 1-year monitoring. Task 6.0 AGENCY COORDINATION DURING RESTORATION It is anticipated that agency staff(SFWMD or Monroe County) will conduct periodic inspections of the tree clearing site at the Airport and Birkitt staff will accompany agency representatives during these inspections. Where possible, these site visits will be scheduled along with other activities. It is assumed that two (2) agency coordination site visits cannot be scheduled in conjunction with other tasks, so two (2) agency coordination site visits (trips) are included in this task. Miscellaneous coordination with agency staff re: status of construction or compliance with also be provided. 6. Attend final inspection and create punch list. 7. Attend follow up site visit to confirm completion of punch list items. Services for Article E will be provided under a lump sum basis. (OSM) is pleased to provide you with a scope of services for the Marathon Airport Tree Clearing Project in Marathon, Florida. The project and services include the following: SCOPE OF SERVICES TASK 1: HORIZONTAL &VERTICAL CONTROL OSM will verify positions on existing control points previously established by OSM and others. OSM will establish additional new survey control for these project sites as required if on site existing control has been disturbed or destroyed. All survey control will be referenced to North American Datum 1983 (NAD83) (2011 Adjustment) and North American Vertical Datum 1988 (NAVD88). • Verify existing or establish new site control. o Locate, verify or establish new horizontal control points o Verify elevations on existing control or establish new vertical control points TASK 2: STAKE AND FLAG JURISDICTIONAL WETLANDS OSM will stake and flag the jurisdictional wetlands as established by others and located by OSM on the initial design survey for this project site. Original flag designations will be marked on each flag. For a semi- permanent mark, a 4' wood lath marked with wetland designation and flagging will be set at each wetland point, (drilled into ground surface if needed). Additional flagging will be tied in trees or vegetation above the laths if available. TASK 3: TREE CLEARING VERIFICATION SURVEY OSM will determine, locate and occupy positions with a Total Station necessary to determine trees have been removed from conflict with Plan slope clearance lines (Custom Identification Lines). OSM will prepare survey drawings locating remaining conflicts and/or notations on Plan sheets and prepare a Surveyor's Report with certification of survey results. SURVEY SCHEDULE OSM will commence the survey within 15 working days of Notice to Proceed (NTP) for Task(s) 1 & 2 and NTP for Task(s) 1 & 3. NOTE 1: This survey will require 2 separate deployments. The 1st deployment will be for Task(s) 1 &2 prior to tree clearing, with the 2nd deployment being for Task(s) 1 and 3 after tree clearing is completed. NOTE 2: It is understood and anticipated this will NOT be a pull-back operation. NOTE 3: Jacobs and/or Airport personnel will provide escort for the survey crew if required. The attached Exhibit depicts the limits of the areas to be surveyed. Any additions to these limits may require additional fees, to be determined. Said vehicles to have current decal, display company name/identification and maintain proper lighting requirements. QUALITY CONTROL/QUALITY ASSURANCE AND FIELD REVIEW: Verification of the field conditions as related to the collected survey data prior to any survey data submittal. All activities required to supervise and coordinate the survey project will be performed by the OSM project supervisor, a Florida P.S.M. or their delegate. OSM will implement their QA/QC plan to include review, response to comments and any resolution meetings if required, preparation of submittals for reviews, etc. Deliverables will include the ACAD Civil 3D digital files of the survey results on applicable Plan sheets if provided, a drawing depicting any areas of trees in conflict with Plans and a signed/sealed Surveyor's Report with results of survey. This task also includes team coordination re: scheduling or overall project management. General Assumptions: • Services under this scope will start upon receipt of all permits and initiation of construction services. If additional or unanticipated permit conditions are required in the final permits, additional scope and services may be necessary. • Birkitt will have full access and authorizations to the sites. • It is assumed that the restoration site will be completed within six (6) months. • Birkitt's support in addressing compliance or agency coordination on construction issues other than minor questions or communication with agencies is not included. No travel or time is included for these compliance issues which may arise. • Issue resolution with contractors is not included. Additional scope and fee will be required to address environmental issues with contractors or to conduct associated site visits for issue resolution. • Project Administration assumes duration of this project is 12 months. Meetings are assumed to be virtual or conducted in conjunction with scheduled site visits. • Services not covered under this proposal will require an additional scope and fee. • Trips (travel) to the Florida Keys will be minimized where possible and site visits during trips will be conducted concurrently where possible. • It is assumed that flights will continue to be available a minimum of 5 days per week. • Assumes no additional protected species will be identified that will require additional permitting or relocation services. Assumes no tree apple snails are documented during pre-construction survey. • Additional scope and fee may be required if project duration exceeds 12 months.
