(Jacobs)will provide construction support and resident project representative (RPR) services for the "Commercial Apron Expansion and Mitigation" project at Key West International Airport (EYW). These construction services will provide the following: ASSUMPTIONS Construction phase services are based on an anticipated duration of 600 calendar days of construction in field. In the event the construction duration exceeds the calendar days listed above, Jacobs reserves the right to revise our proposal. +� Jacobs will invoice on a percent complete to compensate the level of effort required for each assignment. • All as-built drawings to be provided to Jacobs in electronic (AutoCad) format and hard copy (printed)format. ■ Construction Support services are based upon the following: 92 shop drawings/product submittals. Our assumption is 80% of submittals will be approved on the first review and 20% will require re-submittal for further review; respond to 45 Contractor RFI's. • This proposal and scope of services does not include transportation to mitigation site 2. • This scope of services and pricing is provided based upon and shall be performed under base agreement"Master Agreement for Professional Services 2/24". The Master Agreement for Professional Services is between Monroe County Florida and Jacobs Project Management Co. with an execution date of February 24, 2022 (together the base agreement Master Agreement for Professional Services 2/24 and any amendments thereto are defined as the "Agreement"). Notwithstanding anything to the contrary contained or referenced in this Scope of Services, the terms and conditions of the Agreement shall govern all staff augmentation under this Scope of Services. ■ Construction is anticipated to start no later than October of 2023. ARTICLE D—CONSTRUCTION ADMINISTRATION SERVICES 1. Prepare and issue conformed drawings for construction. 2. Prepare and issue construction contract to the awarded low bidder. 3. Issue a "Notice to Proceed," on behalf of the Airport, to the Contractor. Page 1 of 4 4. Review the Contractor's construction schedule. 5. Prepare for and attend the Pre-Construction conference. 6. Review all shop drawing submittals for conformance to the plans and specifications and respond to the Contractor and Airport with detailed summary of the applicability and acceptability of the shop drawing. 7. Respond to Contractor's RFI's. 8. Attend site visits and bi-weekly progress meetings. Bi-weekly progress meetings will be attended virtually utilizing Microsoft Teams. Site visits will observe work in progress and provide reports to Owner. Assume 24 site visits throughout the course of the construction project (one per month for the PM/Civil and four additional visits for the (2 visits) Electrical and (2 visits) Drainage Engineer). 9. Prepare construction management plan. 10. Prepare Field Sketches, as necessary. 11. Provide general supervision and administrative support for resident project representative (RPR), 12. Review and approve estimates submitted by the Contractor for progress/final payments. 13. Prepare and negotiate change orders, as necessary. Assume 4 change orders. 14. Attend final inspection meeting. 15. Review Closeout Documentation. 16. Review quality assurance testing results. 17. Obtain as-built data from Contractor, prepare record drawings and provide hardcopies and electronic files to the Airport. 18. Prepare and submit FAA closeout documentation and prepare and process final change order. 19. Coordination with the county to establish conservation easement for both mitigation sites. Services for Article D will be provided under a lump sum basis. AMENDMENT TO ARTICLE E - RESIDENT PROJECT REPRESENTATIVE (RPR) and ENVIRONMENTAL SUPPORT SERVICES 1. Attend pre-construction conference. 2. Coordinate and attend progress meetings with the contractor, Airport, and any other interested parties, as required prior to construction (e.g. Staging area coordination, setting up Contractor's trailer.). Page 2 of 4 3. Provide full-time RPR services for the work associated with the project. The RPR's for the project shall have field experience in the type of work to be performed, be fully qualified to make interpretations, decisions, field computations, and have knowledge of testing requirements and procedures. The RPR shall be responsible for the following: • Checking of construction activities to ensure compliance with the plans and specifications. • Inform the contractor and County of any work that is in non-compliant. • Coordinate quality assurance tests and verify they have been performed at the frequency stated in the specifications. • Review certifications for conformance with the specifications. • Document quantities of materials used on the project by actual measurements and computations in a field notebook or computer printout retained in a folder. • Maintain a set of working drawings on the job site, which can be used to prepare "As-Built" drawings. • Review the test reports and certifications for conformance with the specifications and maintain a file for all reports and certifications. • Inform the County of deficiencies so corrections can be made, and retesting performed. • Jacobs does not have control over or charge of and shall not be responsible for construction means, methods, techniques, sequences or procedures of construction or for safety precautions and programs in connection with the work, since these are solely the Contractor's responsibility under the contract for construction. • Jacobs shall make every reasonable effort to ensure that the Contractor completes the work in accordance with the current approved schedule and carries out the work in accordance with the contract documents. • Review close out documentation,. • Review payment requests and certified payrolls from the contractor. • Maintain a diary, which will contain entries made and signed by the resident engineer. Each entry should include the following, plus any additional pertinent data: a. Date and weather conditions. b. Names of important visitors. C. Construction work in progress and location. d. Size of contractor's work force and equipment in use. e. Number of hours worked per day for contractor and subcontractors. f. Detailed information on testing (if applicable to work activities that day) Page 3 of 4 4. Quality Assurance Testing of Construction Materials will be provided by our subconsultant, Tierra South Florida. 5. O'Neal Surveying and Mapping will provide survey services to support wetland delineation and to set the boundaries for the conservation easements to be established for the mitigation sites. 6. Birkitt Environmental Services, Inc. will provide environmental services to oversee the appropriate creation and maintenance of the mitigation sites. Birkitt will also support the conservation easement process for the mitigation sites. 7. Pre-construction wetland avoidance and nesting Bird Location. a. Review of wetland Staking b. Confirm protection plant count assessment for Monroe County mitigation. c. Identify and stake out Construction Avoidance Areas. 8. Mitigation Site Construction Inspections that include: a. Review Plant Source, Condition and Placement b. Inspection of Mitigation Sites. Assume a total of 12 site visits. c. Provide a mitigation completion inspection site visit and report. 9. Post construction mitigation site inspection for mitigation sites 1 and 2. Assume a total of 2 inspection site visits. 10. Provide 1 year follow up inspection and monitoring of mitigations sites 1 and 2. This work shall be performed prior the expiration of the 1-year warranty period and includes 1 inspection site visit and report, 11. It is anticipated that agency staff (USACE, SFWMD, or Monroe County) will conduct periodic inspections of the construction/impact site at the Airport and/or inspections of the mitigation areas at TBK and Crawl Key. It is assumed that 3 agency coordination site visits cannot be scheduled in conjunction with other tasks, so 3 agency coordination site visits (trips) are included in this task. Miscellaneous coordination with agency staff re: status of construction or compliance with also be provided. 12. Attend final inspection and create punch list. 13.Attend follow up site visit to confirm completion of punch list items. Services for Article E will be provided under a lump sum basis. The project and services include the following: SCOPE OF SERVICES TASK 1: HORIZONTAL & VERTICAL CONTROL (COMMERCIAL APRON, CRAWL KEY & TARPON BELLY KEY) OSM will verify positions on existing control points previously established by OSM and others. OSM will establish additional new survey control for these project sites as required if on site existing control has been disturbed or destroyed by construction. All survey control will be referenced to North American Datum 1983 (NAD83) (2011 Adjustment) and North American Vertical Datum 1988 (NAVD88). Verify existing or establish new site control. o Locate, verify or establish new horizontal control points o Verify elevations on existing control or establish new vertical control points TASK 2: STAKE AND FLAG JURISDICTIONAL WETLANDS (COMMERCIAL APRON) OSM will stake and flag the jurisdictional wetlands as established by others and located by OSM on the initial design survey for this project site. Original flag designations will be marked on each flag. For a permanent mark, a 5/8" capped iron rod and a 4'wood lath will be set at each wetland point (drilled into ground surface if needed). The cap on the iron rod will be stamped "O'NEAL LB 7713" and can be readily recovered with a magnetic locator.Additional flagging will be tied in trees or vegetation if available above the laths and capped iron rods. SURVEY SCHEDULE (COMMERCIAL APRON) OSM will commence the survey for Task 1 & 2 within 20 working days of Notice to Proceed (NTP). It is assumed that the planting zones will be staked in the field prior to review and as-built surveys of elevations will be provided to Birkitt Task 3.2 Oversight Inspections and Progress Reports Birkitt will work with contractor to identify areas of excavation for Crawl Key prior to initiating construction. Nine (9) site visits to (9 to Crawl Key only with 4 to both Crawl Key and TBK) will be required to provide guidance and oversight for contractor for up to 6 months of mitigation site development due to the complexity of the mitigation plan at Crawl Key. 2 Birkitt Environmental Services, Inc. Basic progress report forms will be prepared to document inspection conducted and status for three (3) of the site visits. As part of the three (3) progress inspections, Birkitt will review as-builts in the field following initial grading but prior to back-fill to achieve final grading, review appropriateness of suitable soils for backfill. Prior to planting, as-builts will be provided to Birkitt to confirm appropriate final elevation prior to planting. Three (3) additional site visits are included for on-call emergency support during construction of the mitigation areas. Task 3.3 Mitigation Completion Inspection and Report Birkitt will review mitigation sites following completion of mitigation site. construction and planting. It is assumed that the review for the mitigation sites will be conducted in two (2) trips. Birkitt will provide a Mitigation Completion Inspection Report (to Jacobs) for TBK-2 and the Crawl Key Mitigation Sites. Task 4.0 POST CONSTRUCTION MITIGATION SITE INSPECTION TBK--2 AND CRAWL KEY MITIGATION SITE Birkitt will provide two (2) site visits to each of the mitigation areas, TBK-2 and Crawl Key Mitigation Site, over a 12-month period post construction (four site visits total). Two (2) trips are included to cover these site visits. (This task includes boat transportation to TBK-2 for each of the site inspections.) • TBK—2 Mitigation Site • Crawl Key Mitigation Site Task 5.0 MITIGATION SITE INSPECTION/MONITORING AND REPORT— 1 YEAR —TBK— 2 AND CRAWL KEY MITIGATION SITE Birkitt will provide a final follow up inspection and monitoring of the TBK-2 and Crawl Key mitigation areas to document site conditions related to success criteria and permit compliance at one (1) year following completion of the mitigation sites. Birkitt staff will accompany agency representatives during these inspections. Where possible, these site visits will be scheduled along with other activities. It is assumed that three (3) agency coordination site visits cannot be scheduled in conjunction with other tasks, so three (3) agency coordination site visits (trips) are included in this task. Miscellaneous coordination with agency staff re: status of construction or compliance with also be provided. Boat transportation to TBK-2 will be provided by others. Task 7.0 Project Administration and Coordination Project administration and coordination includes invoice preparation, scheduling, project management coordination and team coordination. Twelve (12) team coordination/status meetings throughout the construction process are assumed to be virtual or during on- site trips scheduled for other tasks. This task also includes team coordination re: scheduling or overall project management. General Assumptions: • Services under this scope will start upon receipt of all permits and initiation of construction services. If additional or unanticipated permit conditions are required in the final permits, additional scope and services may be necessary. • Birkitt will have full access and authorizations to the sites. It is assumed that both mitigation sites (TBK-2 and Crawl Key) will be completed within six (6) months. • Contractors will provide boat transportation to TBK-2 Mitigation Site for a period of six (6) months after initiation of mitigation site construction. Additional scope and fee will be required to address environmental issues with contractors or to conduct associated site visits for issue resolution. • For agency site visits, boat transportation to TBK-2 Mitigation Area will be provided by others. Two (2 days) for each agency review on-site meeting are allocated. • Civil survey, including boundary surveys, wetlands boundary survey, topographic survey before and after soil placement in mitigation areas, and soils surveys for mitigation areas will be provided to Birkitt by others as needed for compliance review. • Project Administration assumes duration of this project is 18 months.
