• County received design FDOT LAP grant final reimbursement in the amount of$9,570.
• County received 2023 TDC Bricks and Mortar award in the amount of$100,000.
GIS Based Roadway Asset Management and Work Order System:
• Engineering and IT staff attended a meeting with consultant to evaluate implementation
issues in December.
Roadway Vulnerability Study and Capital Plan:
• Applications for 15 SLR projects were submitted to the Resilient Florida Grant program
for 2022. Deadline was September lst
• Staff submitted information to FDEM to evaluate several adaptation projects for HMGP
grant funds from Hurricane Michael.

programmed in FDOT work program in FY 2024.

Boca Chica Road Hurricane Irma Repairs Project:
• Construction started June 22nd consisting of removing existing rip-rap to make way for

FDOT Local Agency Program (LAP) Re-certification
• Staff has begun process to renew LAP certification with FDOT, which is required every
three years;
• Certification process confirms county staff is knowledgeable and can comply with federal
requirements necessary to obtain grant funds through Federal Highway Authority
(FHWA).
• Staff completed required training and submitted certificates to FDOT on November loth;
• Submitted Title VI Non Discrimination Plan and Assurance to FDOT on 12/6/2022.
Crane Boulevard, Sugarloaf Shared Use Path:

• A notice of FDOT Transportation Alternatives Program (TAP) grant for engineering

Affordable Housing Unit
• Personnel change within contractors' organization has delayed the completion of the
interior. Expected interior completion by the end of January.
Long Key Transfer Station Metal Building and Recycle Bin Repairs:
• The project is completed, Contract manager working on close-out documents.

Marathon, Tax Collector Seawall:
• The County is negotiating an agreement with FP&L to provide us with wetland offset 2
credits. FP&L issued an agreement for us to sign, however, The County would like <
FP&L to include federal language with the agreement. The County is waiting for a U
response from FP&L. If they agree to the changed verbiage, we will execute the �
agreement with FP&L. If they refuse to include the language, we will include their
refusal as an attachment to our purchase agreement. We have not received a formal
response from FP&L.

MCSO Stock Island Jail and Admin Flood Panels:
• Estimated installation of late February
• The County is reviewing the manufacturer proposed by the contractor before placing the U
order.
Veteran's Memorial Park:
ADA Pavilion & Tiki Huts
• Project experiencing procurement delay for the pavilion structure; expected fabrication
completion timeframe is March. Delivery timeframe not established at this time.
• Tiki construction building permit issues 12/02/22.
• Upon layout of the replacement tiki huts, it was determined that due to beach erosion
experience during the latest Hurricane Ian, that the tiki locations will need to be shifted
back away from the water to avoid the tiki being partially submerged at high tide.
Pending FEMA consultant concurrence.
Bathroom Repairs
• Building Dept: Flood Review determined repair costs exceed 50% of building's value
which would require flood proofing or elevating the building.
• It's been determined that with expected flood velocities exceeding 5 ft/sec; flood
proofing the building is not an option per the Flood Provisions of the Florida Building

Code ASCE 24-14 Flood Resistant Design and Construction.
• Elevating building which would result in replacement appears to be only path forward at

West Martello:
Citadel& Archway repairs

• Extension of DHR Grant approved to 2/28/2023 to allow time for procuring contractor
for additional repairs not included in original scope but determined to be caused by
Hurricane Irma.

PLANNING AND ENVIRONMENTAL RESOURCES DEPARTMENT
The goal of the Monroe County Planning and Environmental Resources Department is to foster sustainable,
quality development in the county while conserving and promoting stewardship of the county's fragile
environment and the unique character of its diverse island communities.
The functions of this department are implemented by the following offices:
The Planning Office is responsible for the administration of the adopted Monroe County Comprehensive Plan
and Land Development Regulations. The Department processes amendments to the Comprehensive Plan and
Land Development Regulations. Additionally, the department reviews development proposals for compliance
with the Comprehensive Plan and Land Development Regulations, including community character, growth
management provisions and environmental compliance.
The Environmental Resources Office services include the review of applications for compliance with 00.
environmental regulations, such as: clearing limits, wetland delineation, landscaping, storm water, land clearing Wo

Special Note for March,April, May, & June 2020: The Monroe County Planning & Environmental Resources
offices closed effective March 23, 2020 in response to the COVID-19 pandemic. Limited applications were
accepted after that date. Effective April 27, 2020, the only applications not accepted: initial vacation rentals &
vacation rental exemptions, public assembly permits, alcoholic beverage permits, and dog in restaurant permits.
All applications accepted as of June 1, 2020. Offices fully reopened on April 12, 2021.

A total of 102 vessels were removed in the past twelve-month period with higher costs compared to the same
timeframe in 2021 ($446,768.00). However, 76 of these vessels were grant-funded through the FWC Derelict
Vessel Removal Grant Program which represents a cost savings of$500,708.00 to the County(or 86%of total
expenditures) in the past twelve-month period. These costs are included in the table above. An additional
vessel was removed in August funded through an Interlocal Agreement with the Village of Islamorada for
$297,843.
