AGENDA ITEM WORDING: Approval to solicit for consulting services to update the
Vulnerability Assessments and Watershed Management Plans for Monroe County, Layton and Key
Colony Beach funded by Grants from Florida Department of Environmental Protection (FDEP) and
Florida Division of Emergency Management (FDEM), and potentially for other sustainability
projects for the County contained in the GreenKeys Plan.
ITEM BACKGROUND: The County intends to issue a Request for Proposals (RFP) or Request for
Qualifications (RFQ). This item approves soliciting for consulting services for the following:
1. Update the County's Vulnerability Assessment, funded by Grant 22PLN66 from the Florida
Department of Environmental Protection (FDEP).
2. Perform the Vulnerability Assessments for Layton and Key Colony Beach, funded by grants
from FDEP to the municipalities.
3. Update the County's Watershed Management Plan, funded by Grant H0856 from the Florida
Department of Emergency Management (FDEM) using federal funds passed through from
FEMA.
4. Prepare Watershed Management Plans for Layton and Key Colony Beach, funded by grants
from FDEM to the municipalities using federal funds passed through from FEMA.
5. Perform other sustainability or resiliency work for the County, as may be developed or
contained in the County's GreenKeys Plan, to be funded with budgeted funds, grant funds, or
a combination thereof.
PREVIOUS RELEVANT BOCC ACTION:
July 21, 2021: Discussion and direction in the formulation of a grant application strategy for the
"Resilient Florida" grant funds this year.
August 18, 2021: Approval of the proposed grant applications for the "Resilient Florida" grant
program.

Mitigation Grant Program (HMGP) grant award of$120,843.75 passed through as a sub-recipient
agreement with the Florida Division of Emergency Management to update the County Watershed
Management Plan,plus a $40,281.25 match provided by Resilient Florida Vulnerability Assessment
grant 22PLN66, for a total project value of$161,125.

Department of Environmental Protection under the Resilient Florida Grant Program to update the
Monroe County Vulnerability Assessment pursuant to Section 380.093, Florida Statutes.
