AGENDA ITEM WORDING: Approval of a Resolution authorizing use of the $5,613,333.34 in
FY2022/23 Stewardship funds for the canal restoration program.
ITEM BACKGROUND: This item approves use of the $5,613,333.34 of FY22/23 Stewardship
grant funds for use in the Monroe County Canal Restoration Work Plan implementation. The
following 11 canals are anticipated to be funded for design/permitting and/or construction and/or
both, and additional canals may be included as availability of funds allow:
1) Canal 4105 backfill and culvert, located between Old Fashion, Stinger, Orange Blossom
and Dubonnet Roads within the unincorporated area of Tavernier / Key Largo.
Restoration cost estimate $668,870.
2) Canal 4255 organic muck removal, backfilling, air curtain and injection well, located
between Louise, Geraldine, Canal, Lucrecia, and Big Pine Streets within the
unincorporated area of Big Pine Key. Restoration cost estimate $300,000
3) Canal 4315 organic muck removal, backfilling and air curtain, located between Warner
St, US-1, and Beach Street within the unincorporated area of Big Pine Key. Design only.
Restoration cost estimate $2,373,982.
4) Canal 4295 organic muck removal, backfilling and air curtain, located between Avenues
G & H within the unincorporated area of Big Pine Key. Restoration cost estimate
$1,040,726.
5) Canal 4297 organic muck removal, backfilling and air curtain, located between Avenues
G & F within the unincorporated area of Big Pine Key. Design only. Restoration cost
estimate $1,352,390.

6) Canal 4290 backfilling and air curtain, located between Avenues I and J within the
unincorporated area of Big Pine Key. Design only. Restoration cost to be determined.
7) Canal 4287 organic muck removal, backfilling and air curtain, located between Atlantis
Drive and Hollerich Drive in Big Pine Key within the unincorporated area of Big Pine
Key. Design only. Restoration cost estimate to be determined
8) Canal 482 organic muck removal, backfilling and air curtain, located between Lobster
and Bonito Lanes within the unincorporated area of Key Largo. Design only. Restoration
cost estimate $2,547,229.
9) Canal 4474 backfill and air curtain, located between Star and Sun Lanes within the
unincorporated area of Geiger Key. Restoration cost estimate $220,650.
10)Canal 4278 injection well, located in the Eden Pines neighborhood, within the
unincorporated area of Big Pine Key. Restoration cost estimate $250,000.
II)Canal 458 injection well, located in the Key Largo neighborhood, within the
unincorporated area of Key Largo. Restoration cost estimate $250,000
Canals that are designated as "design only" above will be permitted and designed, not constructed.
The construction portion will be funded in future years as funds become available.
PREVIOUS RELEVANT BOCC ACTION:
[Submitted] 02/15/22: Approval of revenue grant agreement 4LPA0248 with the Florida
Department of Environmental Protection to authorize Stewardship funds of $4,246,515 for the canal
restoration program.
[Submitted] 02/15/22 Approval to enter into a $677,537 Task Order No 1, to the contract with WSP
USA Environment and Infrastructure Inc. (Wood) for professional services for ten canal restoration
projects, to design, permit and procure nine canal restoration projects, funded by FDEP Stewardship
Grant LPA0248.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA APPROVING THE
ALLOCATION OF MONROE COUNTY'S PORTION OF THE
FLORIDA KEYS STEWARDSHIP FUNDS FOR FISCAL YEAR 2022-
2023 TO CANAL WATER QUALITY RESTORATION PROJECTS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in 2008 the State Legislature approved a modification to Section 215.619 U)
Florida Statutes, authorizing the issuance of$200M in Everglades restoration bonds(the"Mayfield
authorization" or "Mayfield grant funds") to fund the implementation of state-mandated
wastewater projects for the purpose of implementing the Florida Keys Area of Critical State
Concern protection program; and

WHEREAS, in 2012, the State appropriated the first $50M allocation of the $200M N

Mayfield authorization, and in 2014 appropriated the second $50M allocation of the Mayfield 0

authorization; and

WHEREAS, Mayfield authorization funds are distributed in accordance with the existing a
Interlocal Agreement dated February 20, 2013, and amended September 20, 2013, entered into by 2
Monroe County, Key West, Marathon, Islamorada, Key Colony Beach, Layton and the Key Largo 0
Wastewater Treatment District; and
WHEREAS, in 2016 the State of Florida enacted into law the Florida Keys Stewardship
Act,recognizing the importance of environmental issues such as water quality and land acquisition N
in the Florida Keys as critical needs; and N
WHEREAS,the Florida Keys Stewardship Act expands the types of water quality projects
eligible for Mayfield funding to include, such as canal restoration and storm water management; 2.
and
WHEREAS, as part of the Florida Keys Stewardship Act, the Florida Keys received a
direct appropriation for$20 million for fiscal year 2022-2023 to address the issues recognized and en
identified as environmental priorities for the Florida Keys: water quality projects and land 0
acquisition, and further directs the appropriation to be distributed in accordance with the existing
Interlocal Agreement; and

WHEREAS, unincorporated Monroe County's portion of the $20 Million allocation is
$5,613,333.34; and
WHEREAS, the Board of County Commissioners recognizes canal restoration as a
component of overall water quality and environmental protection in the Florida Keys and
surrounding Florida Keys National Marine Sanctuary (FKNMS) waters, complementing the $113 <
investment in centralized wastewater treatment by local taxpayers, the State, and the Federal
government to protect and restore water quality; and
WHEREAS, 96 canals have been identified in the Monroe County Canal Work Plan as
having sub-standard water quality, and are listed as"impaired water bodies"by the Environmental

Protection Agency and exceed Florida Department of Environmental Protection Chapter 62-302
Surface Water Standards for dissolved oxygen; and
WHEREAS, low levels of dissolved oxygen are conditions that have been directly linked
to extensive die-off of coral reefs and seagrass beds in coastal waters; and
WHEREAS, canal water restoration projects will remedy the high nutrient loading and
low dissolved oxygen impairing the water in canals by implementing technologies that address the
most significant causes of those conditions: accumulated organics, seaweed loading, and poor
flushing and tidal flow; and 2-

WHEREAS, reduced nutrient loading, increased dissolved oxygen and increased water
clarity to the nearshore Outstanding Florida Waters and the waters of FKNMS will improve water
quality conditions that are essential for sustaining a marine ecosystem that is one of the most
unique and prolific in the world, and home to the only living coral reef in the continental U.S., and N
one of the world's largest seagrass beds, both rich and productive habitats that provide support to N
6,000 species of plants, fishes, and invertebrates, including many species listed for protection 4-
under the Endangered Species Act; and 0

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY 0
COMMISSIONERS OF MONROE COUNTY, FLORIDA that: a
1. The Board of County Commissioners of Monroe County, Florida hereby approves the
entire allocation of unincorporated Monroe County's portion of the Florida Keys
Stewardship FY 2022-23 direct appropriation in the amount of$5,613,333.34 to canal
restoration projects; and

2. The canal restoration projects to be funded by Stewardship funds include, but are not N
limited to, the following and are combinations of design only, construction only and
combination of design and construction:
• Canal 4105 backfill and culvert, located between Old Fashion, Stinger, Orange a
