AGENDA ITEM WORDING: Request to speak to the Board of County Commissioners by
Richard Boettger in regards to the County taking over Windstorm Insurance.
ITEM BACKGROUND: Sounding Board is a separate section of the regular meeting agenda
where members of the public are allowed to address the County Commission on a matter pertaining
to County government, excluding matters in litigation and complaints against specific personnel. No
action may be taken by the County Commission on an item on the Sounding Board agenda.
Individuals who wish to utilize Sounding Board must contact the County Administrator's Office in
writing in order to be scheduled on the agenda, must specific the subject matter of the presentation,
and must submit the request to the County Administrator's Office by the agenda deadline for the
requested meeting. The initial speaker may address the County Commission for a period of up to
five minutes. Subsequent speakers who are speaking for themselves on the same item may speak for
three minutes.

Below is a brief argument for replacing Citizens windstorm
insurance with our own at the County level. I will be making this

presentation during citizen comment in future County
Commission meetings. To avoid wasting your time, I have
already run this by County Attorney Shillinger to see if any
obvious legal obstacle exists. While it is not possible to prove a
negative, he has not found any immediately dispositive
objection. I am sending this now to give you a chance to think
about it before your July meeting.
Why Monroe County should offer Wind Insurance
Under Citizens, Monroe property-owning taxpayers pay far more
in premiums than we receive in damages for hurricanes.
Currently, we are sending a great deal of our money u to the

northern part of the state to subsidize their insurance needs,
especially subsidence, at our expense.
Currently, it is common for government entities to provide the
risk pool for their taxpayers' insurance needs. The County
currently offers many forms of insurance for its employees,
primarily health insurance. These insurances are not carried by
the State.
The very existence of Citizens for the state of Florida shows how
it is a normal responsibility of our government to provide this
service to their citizens, much as many other forms of hazard
protection are provided, such as fire and crime protection.
Financially this would be a win-win, with property owners
paying lower rates and the County receiving a substantial
income, all out of the money currently being sent out of County.
A special advantage of government as opposed to private risk
pooling is the ability to raise funds after the event, as opposed to
collecting funds in advance that may not be used for decades.
