A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
EXPRESSING THE BOARD'S SUPPORT FOR EFFORTS
OF THE FLORIDA KEYS AQUEDUCT AUTHORITY
TO SITUATE A REVERSE OSMOSIS PLANT IN OR
NEAR MARATHON, FLORIDA IN THE MIDDLE KEYS.
WHEREAS, the Florida Keys Aqueduct Authority (the "Authority") was created by
Special Legislation, Chapter 76-441, Laws of Florida, as amended; and
WHEREAS, the Board of County Commissioners ("the Board" or "BOCC") finds that
cooperation among local governments and the Authority is critical for providing essential water
services in the Florida Keys; and
WHEREAS, the BOCC finds that the Florida Keys is served by a 130 mile long
transmission line that brings water from Florida City to Key West that is maintained by the
Authority; and
WHEREAS, a new reverse osmosis plant is set to come online in Stock Island that will
benefit MONROE COUNTY residents; and
WHEREAS, the Authority is beginning the process of replacing a near fifty year old
transmission line, which is an expensive and years-long endeavor; and
WHEREAS, during the lengthy replacement process the transmission line is sure to suffer
occasional leaks; and
WHEREAS, situating a second reverse osmosis plant in or near Marathon, Florida would
allow the Authority to generate more water locally, which will be useful during leaks in the
transmission line especially following a hurricane; and
WHEREAS, the BOCC is aware of the Authority's attempts to secure state and federal
funding for their necessary water projects to supplement a local share; and
WHEREAS, the siting of additional reverse osmosis plants in the Florida Keys will
enhance the health, welfare and safety of residents of the entire Monroe County.
NOW, THEREFORE, BE IT RESOLVED, BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY FLORIDA THAT:
1. The recitals set forth above are incorporated as findings of fact of the Board;
2. The Board expresses its unqualified support for the Authority's siting of a reverse osmosis
plant in or near Marathon in the Middle Keys.
3. The Board respectfully urges the Florida Legislature and the Governor support the
Aqueduct Authority's worthwhile requests for water projects in the Florida Keys; and
4. This resolution shall take effect upon adoption.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of the Board held on the 15th day of February, 2023.
