Monroe County Transit Department Activity for August 2015 One-way trips provided: 1,458 Unduplicated clients served: 192 Special Needs Clients registered: 498 Deposited Revenue: $2013 Periods Expenditures: $69,452.13 Percentage Spent Fiscal YTD: 77% Social Services Department –August 2015 Community Support Services Offices in: Key West, Marathon, Plantation Key Incoming calls, provision of information and referrals 500 Staff responded to incoming calls providing information and referrals to callers based on specific inquiries and/or needs. These inquiries range from how and where to apply for Food Stamp benefits, where the closest food bank is located, how to report suspected abuse, or to find out what available services there are at the time. Other callers are scheduled for intake by Social Services case management staff to cover Possibleprograms such as LIHEAP, ESG rent assistance, prescription drug assistance, and welfare assistance. Case Managers make these visits to perform annual or semi-annual updates for In-Home and Nutrition clients. WAP clients are visited for testing for possible Weatherization services to their homes. ESG rent clients are visited for the Habitability Study required prior to receiving rental assistance through this grant. Office visits 261 Office visits reflects the number of visitors that come into to all three locations of our Social Services officesthroughout the month. Prescriptions 3 $500.90 BAYSHORE MANOR Bayshore Manor’s current census is 13 residents. The current census is two private pay and 11 subsidized residents. Bayshore Manor provided 335.25 hours of OA3E respite care and 0 hours of CCE care this month. Bayshore Manor has eight OA3E clients and 0 CCE clients. There are two clients on the waiting list. Revenue for August 2015 $24,157.97 Expenditures for the same period$43,702.33 Percentage of the budget spent year to date71.64% LIBRARY July: Library usage figures continue to reflect that the increase in offerings of services through technology is widely appreciated by patrons. People counters at the branches indicated that the number of visits made in person to the Libraries in June, 2015, totaled 32,172, giving continuing evidence of the popularity of our onsite services. These visitors checked out a total of 28,333 items, 2% above last year’s figure. The circulation of e-books reached 1,812 items, 16% over last year’s figure. 105 events were provided for adults and children, 25% more than a year ago, and adult attendance more than doubled the participation last year for the month. New Library cards brought 343 new patrons added to the roll, 22% over the figure for last year. Our current Library cardholders total 41,560. Reference questions handled by staff via email, text, chat, phone, in-person visits and through social media, totaled 11,777. The increase in the use of electronics for these communications presents another example of the still growing popularity of e-reference as well as onsite information resources. The public access PC and wireless sessions recorded as provided to the public for the month increased by 19% to 11,027; staff attribute this high usage to the lower cost and proliferation of portable devices, along with the increased bandwidth available to library patrons. Smartphones and other smaller devices are also being used to connect to the public wi-fi unobserved, driving the actual customer number even higher. Library staff have noticed steady increases in library users requiring assistance with e-government websites, such as food stamps and unemployment, as well as job seekers and housing hunters. eVisits to the Library’s online resources also showed an increase, as the total reached 406,934 page views, 18% above the number for last month. These resources include our Library website, online catalog and digital exhibit of historical images. These increasing numbers are a reflection of increasing Library activity despite the end of the peak tourist season. This is a 122% increase over the previous year. Summer Programs for all ages over a 6-week period(including some regularly scheduled events) totaled an impressive 122 for the system, and attendance reached over 4500—it was a busy summer for staff and patrons. EXTENSION SERVICES Number of services provided: 175 phone calls, 29 office visits, 13 visitsto clients, 33 learning events with 167 participants, 6 media submissions, and 414 publications distributed. Total Budget for FY 14/15: $223,403.00; Year to Date Expenditures and Encumbrances: $202,220.48; Remaining Balance: $21,182.52; Percentage of budget spent and/or encumbered year-to-date:90%. The County Extension Director/Family & Community Development Agent accomplished the following activities: Held a Monroe County Climate Change Advisory Committee meeting and hosted Jon Rizzo of the National Weather Service, Key West. Mr. Rizzo presented information about how the Weather Service determines long-range activity, what they are tracking, and what is expected in the next year. Was invited to be a panelist in a town hall meeting with Congressman Carlos Curbelo and other local leaders on climate change. Opportunities and concerns about climate change were shared and quality of life in the Florida Keys was discussed. The Congressman also spoke about issues he is working on for his district. SM Accepted a team award for work on the Sustainable FloridiansProgram from the Dean at the annual Extension Professional Association of Florida (EPAF) meeting. The Environmental Horticulture Agent accomplished the following activities: Attended the 98th Annual Meeting of the Florida Entomology Society in Fort Myers, followed by an in- service training, “Whitefly Extension Project.” Held a Master Gardener picnic at Grimal Grove, Big Pine Key that was attended by 14 Master Gardeners. Two speakers briefly talked about their programs: Patrick Garvey, Director of Growing Hope Initiative talked about Grimal Grove and provided founder memberships to six Master Gardeners for volunteering 50 hours each in planning and holding a successful Tropical Fruit Fiesta in June. Theother speaker was Shelly Krueger, Monroe County Extension Sea Grant Agent, who spoke about the Florida Keys Water Watch program. Held an all-day Green Industries-Best Management Practices (GI-BMP) training class in Key Largo for five Monroe County Public Works employees and four landscapers. The Florida Sea Grant Marine Extension Agent accomplished the following activities: Held three Florida Keys Water Watch workshops: at Safe Harbor on Stock Island, Sugarloaf Shores, and Marathon. There are currently five groups who sampled 27 sites, with a total of 67 water quality- sampling events. Attended the International Sponge Workshop at Mote Marine Tropical Research Lab in Summerland Key to learn more about sponges in anticipation of the future sponge restoration work Monroe County Extension will be assisting with in 2015-2018. Attended the Florida Keys National Marine Sanctuary Advisory Council meeting at the Hyatt in Marathon. Topics covered were: the ecology of the Tortugas Ecological Reserve and Pulley Ridge; Biscayne National Park’s updated Management Plan; results of socio-economic monitoring in the sanctuary; artificial habitats, the City of Key West’s request for an advisory council seat; and a discussion of potential actions on marine events. EMERGENCY SERVICES EMERGENCY MANAGEMENT Led a discussion with County key partners on alternative Emergency Operations Center options for scenarios where a threating storm’s strength (i.e. major hurricane) exceeds a level that Emergency Management is comfortable operating our primary EOC during. Conducted the annual special needs shelter walk thru at FIU’s Recreation Center along with the Department of Health, Social Services, Miami Dade EM, Florida Division of Emergency Management and FIU EM personnel. Attended the Center for Domestic Preparedness in Anniston, Alabama. Updated all EOC Badges –ready to be issued if necessary. Participated in a monthly ARC and Miami-Dade Emergency Management meeting. Topic of discussion included ARC’s support of general population sheltering care. EMS/TRAUMA STAR Trauma Star flew thirty one (31) patients to mainland hospitals for definitive care in the month of August. Conducted a 40 Hour in-house Provisional Paramedic class for thirteen(13) Paramedics. Completed written testing and Medical Ability testing for sixty six (66) EMT/Paramedic applicants. Completed Preceptor Assessment Process for six (6) Paramedics. Oriented and released three (3) new Flight Medics and one (1) new Flight Nurse. Completed training and testing for Five (5) Provisional Paramedics to move to charge medic status. Completed upgrade/ installation of Telemedicine router and antenna systems on 8 ALS rescues. Completed Helicopter Water Egress training for eighteen (18) Trauma Star Flight personnel . Continued with field training of paramedics on quality assurance/billing issues of ePCR reports. Staff updated the tri-fold recycling brochure. Staff created a reminder recycling flyer. This flyer will be taped to the recycling cart or placed in the mail box were contaminated recycling has been found to be an ongoing issue. Staff completed inspections of Monroe County Housing Authority properties, Condominiums and residential rentals. Staff has located more than 780 units throughout the franchise haulers territories that are not being provided the opportunity to recycle. Staff completed a report detailing the location and units that are missing recycling. Staff provided this report to the Solid Waste Administrator and recommendations on how to correct the deficiencies. Solid Waste Administrator isaddressing the concerns with each franchise hauler. Staff will do follow up inspections in September and report on the franchise haulers progress. Staff has started working on the RE-News Fall 2015 newsletter. Staff met Islander Village management (DebbieBatty) to address the lack of recycling at the complex. Mrs. Batty was informed by the franchise garbage hauler in 2007 that they were not responsible for providing recycling bins. Since 2007 a few of the tenants have requested directly from the franchise hauler recycling bins and have been provided recycling service. Staff has informed Mrs. Batty that every unit in the 43 unit complex is entitled to a new 65 gallon recycling cart. Staff will make arraignments for each unit to get a new recycling cart along with a recycling brochure. Staff also directed Mrs. Batty to contact the franchise hauler for more recycling carts as each of the additional 49 units are built at the complex. Staff will follow up on the progress. Staff continues inspections of all franchise haulers commercial equipment. Staff had complaints from some of the franchises customers and home owners of dumpsters not being maintained, leaking on the ground and in some cases the canals and storm drains. Staff provided the Solid Waste Administrator with a report including a few pictures and locations of the problems discovered. Solid Waste Administrator is addressing these issues with each individual franchise waste hauler. Staff will monitor for compliance. Staff is preparing a PSA radio and newspaper press release on yard waste separation. The PSA and press release will stress the importance of keeping the yard waste separate from trash and recycling along with the weight limits, cans allowed and how to bundle. Staff is inspecting the County’s Library’s, Fire, EMS and Sheriffs offices for recycling and garbage service. Under the new solid waste contract the franchise haulers must provide free of charge these services. Staff has found numerous locations that are lacking the recycling services. Staff has also found some locations are being billed for these services. Staff is preparing a report for the Solid Waste Administrator. Staff will contact franchise haulers to insure garbage and recycling service is provided as required in the Solid Waste contract. The functions of this department are implemented by the following offices: •Comprehensive Planning & Current Planning •Environmental Resources •Marine Resources The Planning Office is responsible for the administration of the adopted Monroe County Comprehensive Plan and Land Development Regulations. The Department processes amendments to the Comprehensive Plan and Land Development Regulations. Additionally, the department reviews development proposals for compliance with the Comprehensive Plan and Land Development Regulations, including environmental compliance. The Environmental Resources Officeservices include the review of applications for compliance with environmental regulations, such as: clearing limits, wetland delineation, landscaping, stormwater, land clearing and FEMA required review of potential endangered species impacts under the Permit Referral Process (PRP). The Marine Resources Office provides a variety of services focusing on protection of the marine environment, provision of maritime infrastructure, and the preservation of public water access.
