ITEM BACKGROUND: Since 2008, the Monroe County Planning and Environmental Resources
Department's ("Department") Marine Resources Office ("Office") has maintained contracts with
multiple marine contractors for the removal and disposal of derelict vessels, floating structures and
marine debris. Those contracts are a result of a qualifying process, and the lowest responding
contracted bidder to any Invitation for Quotes for individual jobs is awarded the job (i.e., this
provides for a two-step competitive bid process). The current vendor contracts for derelict vessels,
floating structures and marine debris removals expire on June 30, 2023, after having been in effect
for the past five (5) years. In order to provide continuing services, the Monroe Board of County
Commissioners ("BOCC", "Board", "Monroe County", or the "County") gave direction to the
Office's professional staff at the November 15, 2022, BOCC meeting for the professional staff to
advertise a Request for Qualifications ("RFQ") to once again qualify vendors for derelict vessels,
floating structures and marine debris removal work.
Twelve (12) responses to the RFQ were received by the Purchasing Department (see attached
Tabulation Sheet), and a Selection Committee met on March 2, 2023, to review, score and rank the
responses (see attached Score Sheet).
The Selection Committee considered the top nine (9) scoring vendors to be responsible, responsive,
and qualified. The Selection Committee unanimously recommended Board selection of those nine
(9) vendors (see attached Selection Committee Meeting Minutes). The professional staff
recommends Board selection of the nine (9) following vendors:

March 2, 2023 Meeting Minutes
The Selection Committee (Committee) meeting commenced at 10:00am via
Communication Media Technology (CMT) using a Zoom Webinar platform. All E
Committee members were present, including Brittany Burtner, Bruce Franck and Beth
Bergh. One member of the public, Mr. Jim McCarthy, was present via Zoom (i.e., in the
Zoom room).
Twelve responses (received from the Purchasing Department) were discussed and scored,

At the inception of the meeting, Brittany Burtner, Marine Resources Senior N
Administrator, asked any interested members of the public if they wished to speak. No
one requested to comment/speak. Ms. Burtner mentioned that those vendors providing
responses that the County has used before or had direct knowledge of their relevant work
in the Florida Keys with partner governmental organizations (ACT Environmental &
Infrastructure, Adventure Environmental, Arnold's Auto &Marine Repair, ASAP, Coffin
Marine Services, DRC Emergency Services, Hutchings and Sons, Kearns Construction E
Company and Key West Harbor Services) all had provided satisfactory work. Prior to 0
scoring, the Ms. Burtner made a motion to consider any contractor qualified that scored a a
minimum average score of 45 points out of 60 possible points as outlined in the Request
for Qualifications. Mrs. Bergh seconded the motion and Mr. Franck concurred. An
opportunity for public comment/panicipation was again given for any interested members n
of the public/parties to speak if they wished to. No one requested to comment/speak.
Each Committee member was asked to discuss his/her scores for each criteria for each E
response. Subsequent to discussion and scoring each member signed their score sheets,
and the scores were averaged. The average scores ranged from 32-60 points (out of a
possible 60 points). Average scores and ranking were:
