We examined exports for Florida and where they go around the world. Then we discussed how fisheries is included in agriculture. The youth were shown the amount and types of seafood commercially caught in the Keys. We looked at how the Packet Pg. 2357 N.1.a main eight species are caught, and what types of permits and restrictions are on each species. They learned about traps, long lines, and trawlers. We finished up with a fish identification game. • Alicia continues to work with Solar United Neighbors of Florida and has helped to launch the Florida Keys 2023 Solar Coop. Find out more at.SolarUnitedNeighbors.org/Keys • Alicia taught a workshop about how to identify and stay safe from online scams. Participants learned different types of phishing including text, email, and phone calls. We looked at data and research about who gets scammed and popular scams by age range. Participants learned about two-factor authentication and properly identifies potential scams in emails and text messages. c� Some pointers that a text or email is a phishing scam may include: ➢ The email address from which the email has been sent isn't the same as the one 0 in the top bar of the email. Hover your mouse over the email address displayed � and a random email, often clearly from outside the country, will be shown. C ➢ The site you're directed to will have an address that's subtly different to the W 21 legitimate business address. For example: instead of www.commbank.com.au (the legitimate site of the Commonwealth Bank of Australia), the address might 0 be www.combank.com or similar. 2 ➢ Phishing emails may contain spelling or grammatical mistakes. They may also be oddly worded, as many are written by scammers for whom English is an U additional language. 0 CL ➢ Sites may have the "s" missing from the "hops" in the search bar. This means that the site isn't secure. ➢ Some details relating to the business may be inaccurate. For example, if there is a phone number or postal address on an email, it won't be the same as that of a 0 legitimate business. Cross-checking against the business's website only takes a V_ minute or two and is well worth doing. ➢ Check online for phishing examples. Many phishing scam texts or emails are U sent to millions of people at a time. There's often online information regarding particular scams that are doing the rounds. ➢ I cannot stress enough that if you have any doubts regarding the authenticity of a communication from a business, don't act on it. ➢ Call the relevant business using your usual contact number(if you don't know the number, you can look it up online) and check the email out. The Florida Sea Grant Marine Extension Agent accomplished the following activities: • Shelly spoke on US 1 radio 104.1 Morning Magazine about barracuda and mangrove diamondback terrapins. Effective March 1st all recreational blue crab traps will require a 6 inch by 2 inch bycatch reduction devices (BRDs) attached to the funnel(s)to prevent diamondback terrapins entering and drowning in traps. In addition, the project will help to identify strategies for reducing vulnerability U and increasing resilience of communities affected by Sargassum blooms. E Bridge#904982 Tubby's Creek (Card Sound) and Bridge#904984 Mosquito Creek Bridge < (Card Sound) Replacement Grant Award: • Contracts for the Engineering Design and Permitting of both bridges to Kisinger Campo & Associates were approved on the November 15 th BOCC agenda. • Notice to Proceed with design was issued to the consultant December 13 th 2022. • Kickoff meeting with FDOT, Consultant, and Monroe County was held Friday, Feb 3,d 2023. • Preliminary design survey and soil borings were completed February 2023. T_ d Boca Chica Road Hurricane Irma Repairs Project: • Construction started June 22nd consisting of removing existing rip-rap to make way for sheet piling for sea wall. • Staff met onsite with FDEM representative after Hurricane Ian to inspect and document additional damage due to Hurricane Ian. • Change order was approved by County Administrator on January 5th, 2023 for a time extension due to extra work encountered by Hurricane Ian. • All sheet piling has been installed. Excavation work continues; deadman anchors have been installed and concrete cap installation is under way. The functions of this department are implemented by the following offices: The Planning Office is responsible for the administration of the adopted Monroe County Comprehensive Plan and Land Development Regulations. The Department processes amendments to the Comprehensive Plan and Land Development Regulations. Additionally, the department reviews development proposals for compliance with the Comprehensive Plan and Land Development Regulations, including community character, growth management provisions and environmental compliance. The Environmental Resources Office services include the review of applications for compliance with environmental regulations, such as: clearing limits, wetland delineation, landscaping, storm water, land clearing, 42 and FEMA required review of potential endangered species impacts under the Permit Referral Process (PRP). 0 a� The Environmental Restoration Office manages the County's habitat restoration and improvement projects to 21 enhance and preserve county-owned lands and partners with State and Federal agencies on maintaining conservation lands, specifically covering the removal of invasive exotic species and planting of native species. 2 U The Geographical Information Systems (GIS) Office develops, maintains, and disseminates geographic data - and GIS resources to enhance county functions and provides resources making geographic data available to the 0 public and preparing maps depicting various data. W 21 The Marine Resources Office provides a variety of services focusing on protection of the marine environment, 5 the provision of maritime infrastructure, and the preservation of public water access, including: (1)vessel pump- out services are provided throughout unincorporated Monroe County; (2)the removal and disposal of derelict and < abandoned vessels that have become an environmental or navigational hazard; and(3)working with FWC funded projects to replace regulatory buoys, channel markers, and other waterway management needs to improve recreational boating access and safety. Fifty-six(56) of these vessels were grant- funded through the FWC Derelict Vessel Removal Grant Program which represents a cost savings of $439,946.00 to the County (or 83% of total expenditures) in the past twelve-month period. These costs are included in the table above. An additional vessel was removed in August 2022 funded through an Interlocal Agreement with the Village of Islamorada for $297,843. Additionally, Florida Department of Emergency Management (FDEM) has identified 37 derelict vessels in Monroe County related to Hurricane Ian. FDEM has removed 27 of the Hurricane Ian derelict vessels at this time. Due to the influx of migrant landings in Monroe County, FDEM has also been able to remove 239 of the 332 migrants vessels that have been identified in the county waters. In November 2021, FDEP entered into a contract with On the Hook to provide Mobile Vessel Pumpout Services in Monroe County. The contract between FDEP and On the Hook is in effect until June 30, 2025. In June 2022, the Florida Legislature the Florida Legislature awarded $300,000 to the FDEP Mobile Vessel Pumpout Services for Monroe County. The $300,000 awarded to the FDEP Mobile Vessel Pumpout Services for Monroe County will not fully fund the anticipated program costs for FY 22-23. Monroe County budgeted Boating Improvement Funds (BIF) to fund this agreement to ensure that there is no interruption in services that are provided under the FDEP's Monroe County Mobile Vessel Pumpout Program. Utilizing the pricing under the FDEP's competitively bid contract for substantially the same services, Monroe County entered into contract with On the Hook in December 2022 for the provision of pumpout services from the time that the FY 22-23 Legislative allocation was exhausted (mid-January 2023) until the State's new fiscal year on July 1, 2023.
