insurance policies for an amount not to exceed $5,195,508 and authorization for the Risk Manager to
execute all necessary forms.
ITEM BACKGROUND: The County's Property coverage expires on May 1, 2023.
In January, the County issued a Request for Proposals for property insurance, which includes
boiler coverage. Only one proposal was received, from the County's existing broker/agent,
Marsh.
The Property program includes coverage for:
➢ The County's Buildings and Contents
➢ The County's Mobile/Contractors Equipment
➢ The County's EDP Equipment
➢ The County's Communication Towers and Equipment
➢ The County's EMAS system at KWIA
As currently structured, the County's Property program is segregated into 2 layers, with coverage
purchased from a total of four 4 carriers, as shown below:

The policy is subject to the following deductibles.

The insurers who will provide the coverage have not yet been finalized. However, the County
will ensure that all of the insurers participating in the expiring program enjoy a favorable rating
from the AM Best Company. Marsh USA serves as the County's agent/broker for the coverages.
Currently, Marsh has obtained quotes from different carriers to provide the coverage shown in
the chart above, with a total price of$5,195,508.00, representing an increase of+162.44% over
last year. The increase is attributable to a combination of(a) increased reinsurance costs and
insurers leaving the market and (b)premium increases for property insurance throughout the
industry in the wake of$60 billion in losses from Hurricane Ian.
Property insurance underwriters are currently reluctant to issue a formal proposal 1 month ahead
of the effective date. The premiums are "not to exceed" annual premiums. While the terms and
conditions of the renewal proposal are comparable to the expiring policy, some of the insurers
will be replaced and the percentage of the program they are taking will change.
Marsh is continuing to negotiate with potential insurers that have the capability and desire to
participate in the County's Property program. Marsh strongly believes that their negotiations
will result in significant reductions in the premiums.

The proposed cost represents the worst case scenario and we believe this will go down; however,
changes in the existing policy may be required. The market has not given our final actual
numbers. County staff is therefore requesting authorization to proceed up to the "not to exceed"
cap of a(+162.44%)total $5,195,508.

PREVIOUS RELEVANT BOCC ACTION: Staff went out for RFP on December 7, 2022, and
only one proposal was received from Marsh USA, Inc., (incumbent). Use of this broker was then
approved by the BOCC. The current policies through Marsh USA, Inc. expire on May 1, 2023.
