DATE: 3/24/2023
TO: County Administrator
THRU: Director, Project Management
FROM: Jordan Salinger
SUBJECT: Release of Contingency for: FL KEYS MARATHON AIRPORT NON-
AERONAUTICAL USE BUILDING (EOC)
Action Requested- Approval for release of contingency funds in the
amount of $14,381.00 as outlined below.
Basis for Recommended Action:
1. The requested release does not increase the total cost of the project as approved by the
BOCC, and it will have no impact to contract time.
2. The scope for which the release is requested is within the intended project scope.
3. The release is not based upon an error or omission by the designer or the general
contractor.
Background:
This is a cost change to the Contingency for RFI 133, dated 12/27/2022, to change multiple exterior
walls at the mechanical yard and generator room to CMU walls in lieu of tilt panel walls due to
constructibility issues with being able to set the tilt panels with the roof beams and precast joists in
place. This includes adding stucco to these CMU walls.

Question Question from Marshall Quarles Ajax Building Company,LLC on Tuesday, Nov 1,2022 at 05:38 PM EDT
As discussed with TT,there are constructability concerns with the ability to set site cast precast wall panels at the South and
West perimeter walls of the Mechanical Yard 244 and Generator Room 245 due to the conflicts with the roof beams and the
precast joists over the generator room and craning in the panels. Please advise if these walls can/should be changed to
CMU walls and please provide details for dowel placement in the structural slab, rebar spacing, and any connections to the
roof beams. One of the exterior walls at this area(south wall of the generator room 245)is already shown as a CMU wall,so
their is already CMU walls in this area.
Please see attached snips from S-000, S-103,A-102B and A-121 for clarity.

Official Response Response from Tyler Storm Thornton Tomasetti on Tuesday, Dec 27, 2022 at 09:01 PM EST
As confirmed by phone call previously, while we believe it is possible to place the precast panels as originally drawn, the
precast panels within the mechanical yard on the first floor may be replaced with CMU walls to make construction easier.See
attached SSK-003 for the adjusted First Floor Framing Plan, Roof Framing Plan, and two added masonry details to
accommodate this change.
