Supplemental for
Resident Project Representative Services— Phases 2 and 3
SCOPE OF WORK
Under Task Order No. 2022-37, Jacobs Project Management Co. (Jacobs) was contracted to
provide representative (RPR) services for Phase 1 of the "Emergency Repairs— Runway 9 Safety
Area, Remove and Install EMAS" project at Key West International Airport (EYW). This
supplemental is to continue these services for both Phases 2 and 3 to complete the EMAS
emergency repairs. These services will provide the following:
ASSUMPTIONS
• Construction phase services are based on an estimated duration of 28 additional calendar
days of construction in field to complete Phases 2 and 3. In the event the construction
duration exceeds the calendar days listed above, Jacobs reserves the right to revise our
proposal.
• Jacobs will invoice on a percent complete, including expenses, to compensate the level of
effort required for each assignment.
ARTICLE E - RESIDENT PROJECT REPRESENTATIVE (RPR)
1. Coordinate and attend progress meetings with the contractor, Airport, and any other interested
parties, as required prior to construction (e.g. Staging area coordination, setting up Contractor's
trailer.).
2. Provide full-time RPR services for the work associated with the project. The RPR's for the
project shall have field experience in the type of work to be performed, be fully qualified to make
interpretations, decisions, field computations, and have knowledge of testing requirements and
procedures.
The RPR's shall be responsible for the following:
Checking of construction activities to ensure compliance with the plans and specifications.
Inform the contractor and County of any work, which is in non-compliance.
Maintain a set of working drawings on the job site, which can be used to prepare "As-Built"
drawings.
Jacobs does not have control over or charge of and shall not be responsible for construction
means, methods, techniques, sequences or procedures of construction or for safety

precautions and programs in connection with the work, since these are solely the
CONTRACTOR'S responsibility under the contract for construction.
• The presence or duties of Jacobs' personnel at a construction site, whether as onsite
representatives or otherwise, do not make Jacobs or Jacobs' personnel in any way
responsible for those duties that belong to Client and/or the construction contractor or other
entities, and do not relieve the construction contractor or any other entity of their obligations,
duties, and responsibilities, including, but not limited to, all construction methods, means,
techniques, sequences, and procedures necessary for coordinating and competing all
portions of the construction work in accordance with the construction Contract Documents
and any health or safety precautions required by such construction work.
Jacobs and Jacobs' personnel have no authority to exercise any control over any
construction contractor or other entity or their employees in connection with their work or any
health or safety precautions and have no duty for inspecting, noting, observing, correcting, or
reporting on health or safety deficiencies of the construction contractor(s) or other entity or
any other persons at the site except Jacobs' own personnel.
The presence of Jacobs' personnel at a construction site is for the purpose of providing to
Client a greater degree of confidence that the competed construction work will conform
generally to the construction documents and that the integrity of the design concept as
reflected in the construction documents has been implemented and preserved by the
construction contractor(s). Jacobs neither guarantees the performance of the construction
contractor(s) nor assumes responsibility for construction contractor's failure to perform work
in accordance with the construction documents.
• Jacobs shall make every reasonable effort to ensure that the CONTRACTOR completes the
work in accordance with the current approved schedule and carries out the work in
accordance with the contract documents.
• Review payment requests.
• Maintain a diary, which will contain entries made and signed by the resident engineer. Each
entry should include the following, plus any additional pertinent data:
a. Date and weather conditions.
b. Names of important visitors.
c. Construction work in progress and location.
d. Size of contractor's work force and equipment in use.
e. Number of hours worked per day for contractor and subcontractors.
3. Attend final inspection and create punch list.
Services for Article E will be provided under a lump sum basis.
