SCOPE OF WORK
Jacobs will provide project management,coordination services,design,and permitting
for the expansion of the General Aviation Apron at Key West International Airport(EYW).
EXISTING CONDITIONS
Key West International Airport continues to see increase in aircraft activity and the need
for aircraft apron parking. In accordance with the Master Plan completed in 2019,the
additional Overflow Apron is recommended to support this increased demand.
The footprint of the proposed Aircraft Overflow Parking is located west of Taxiway Al
(131) and adjacent to an existing salt pond.The proposed Aircraft Overflow Parking will
have two stub taxiways connected to Taxiway A.Refer to Figure 1 for the proposed
overflow parking apron.

DESCRIPTION OF WORK
Phase 1 of the General Aviation Overflow Apron Expansion project includes the following
elements:
1. Develop a 30%design package for the proposed Overflow Apron
2. Develop a 30%design package for the on-site and off-site mitigation areas
3. Submit a United States Army Corps Engineers (USACE)for the proposed salt pond
impacts and mitigation areas
GENERAL SCOPE
One construction package will be developed for this project. For this construction
package,Jacobs will provide the following services:
1. Management of the project from data collection, 30%design package,and
USACE permit submission
2. Coordination with the geotechnical subconsultant,survey subconsultant,and
permitting subconsultant.
3. Coordination with Monroe County, USACE,and SFWMD as required.
4. Preparation of minutes of meetings and phone conversations.
5. Program verification and site investigations.
ASSUMPTIONS/DESIGN PARAMETERS
1. This project will be funded with state, local,and CARES monies.
2. Jacobs will develop plans at a 30%design level for review.
3. USACE and SFWMD permits are required based on the current scope of the project.
4. A pavement design report is required and will be based on the airport's current
general aviation fleet mix.
5. The taxiway design criteria will be based on Taxiway Design Group 2. It is assumed
that this project will not utilize paved shoulders.
6. It is assumed the Airport will provide an escort for the survey.
7. The design will be in accordance with the most current FAA-AIP Advisory Circulars.
8. This scope of work does not include bid services,construction administration,
resident project representative nor quality assurance testing. This scope of work also
does not include the development of a construction management plan.These
services along with a construction management plan will be provided under a
separate purchase order.
9. It is assumed that this project does not require the creation of an AGIS project.
10.Any cost estimates provided by Jacobs will be in a basis of experience and judgement.
Since consultant has no control over market conditions or bidding procedures,Jacobs

does not warrant that bids or ultimate construction costs wiI I not vary from these cost
estimates.
ARTICLE A-DATA COLLECTION AND PRELIMINARY DESIGN
Data Collection:
1. Prepare for and attend project design kick off meeting.
2. Coordinate with subconsultants including but not limited to survey,geotechnical,and
environmental permitting as well as other Project Team members.
3. Perform a detailed topographic survey of existing apron, proposed apron expansion
footprint,mitigation areas,and wetland delineation as outlined in the attached survey
scope of work by O'Neal Surveying Company.
4. Perform a geotechnical investigation to assess the existing soil strata classifications in
the proposed mitigation areas.Geotechnical investigation will also include
cores/bores to determine existing pavement thickness,soil strength,estimated
ground water level,and estimated seasonal high ground water level table.The
geotechnical investigation will be performed as outlined in the attached scope of
work by Tierra South Florida.
5. Jacobs to provide full time badged escort for the geotechnical field crew. It is
assumed that the geotechnical field work will take approximately 5- 8 hour shifts to
complete.
6. Research record drawings for underground utilities. (i.e.sewer,water,electric,gas,
communication,etc.).
7. Perform an inventory and inspections of the existing taxiway edge light bases and
guidance sign panel messages.All of the taxiway guidance signs at the airport wil I
need to be updated to accommodate the two additional stub taxiways.
8. Perform site walk through survey to locate and note any special site conditions that
would affect construction techniques or materials. Take photographs of the site and
provide written documentation,sketches,notes,or reports to confirm and record the
general conditions of the existing site. Field verify that all existing features in the field
were picked up during the topographic survey.
9. Assist Birkitt Environmental Services with preparation and attend Pre-Application
meeting with SFWMD.

11.Perform a wetlands and protected species impact and mitigation detailed site review
for the proposed Aircraft Overflow Parking area,three on-site mitigation areas,and
one off-site mitigation area.The environmental investigation will be performed as
outlined in the attached scope of work by Birkitt Environmental Services, Inc.
12.Perform QA/QC.
ARTICLE B-30%DESIGN
Based on the information collected under Article A,the 30%design documents will be
developed for all elements identified in this scope of work.
1. Prepare for and attend one (1) design review meetings with the Airport to discuss
project progress and review the design submittals.
2. Prepare preliminary pavement design report. All analytical methods, results, and
recommendations will be summarized in a detailed written draft report.
3. Coordinate with Birkitt Environmental Services for the USACE permit.
4. Develop preliminary on-site and off-site mitigation design and report. The
designs, mitigation plans, and reports will be completed as outlined in the
attached scope of work by Birkitt Environmental Services, Inc.
5. Develop preliminary dewatering, shoulder stabilization, and erosion control
Aircraft Overflow Apron to be constructed adjacent to salt ponds.

7. Jacobs will perform preliminary drainage design and attend the necessary pre-
application meeting with the South Florida Water Management District. Drainage
improvements will include connecting existing storm sewer systems to the newly
installed injection wells that were installed under a previous project.
8. Jacobs will perform preliminary airfield electrical design.The preliminary airfield
electrical design will include the installation of new taxiway edge lights,
installation of guidance signs,and providing new guidance sign panels due to the
re-naming of the taxiways.
9. Prepare preliminary cost estimate for 30%design.
10.Coordinate, distribute and print the following copies of the 30%design drawings
(plans and design report)for review by the Airport:
Monroe County: 2 copies of plans (1 full size; 1 half size); 2 copies of engineering
report
USACE: 2 copies of plans (1 full size; 1 half size); 2 copies of engineering

11.Conduct an in-house QA/QC prior to the 30% design submission. The in-house
QA/QC check will involve an experienced independent individual, depending on
each discipline, to conduct a comprehensive check on all documents to be
submitted (e.g.plans and reports). Time will be required for engineers and CADD
technicians/designers to correct items listed under the in-house QA/QC checks.
12.Address comments from 30%design submission.
Services for Article B will be provided under a lump sum basis.

RE: Key West Airport Overflow Apron and Mitigation Area Survey
O'Neal Surveying and Mapping, Inc. (OSM) is pleased to provide you with a scope of services for the Key West
Airport and Mitigation Area Survey in Key West, Florida. The project and services include the following:
SCOPE OF SERVICES
HORIZONTAL&VERTICAL CONTROL
OSM team will verify positions on published Primary and Secondary Airport Control points and on control points
which were previously established by others. OSM will establish new control as may be required for this survey.
All survey control will be referenced to North American Datum 1983 (NAD83) and North American Vertical
Datum 1988 (NAVD88).
• Verify existing site control as previously established.
• Locate, verify or establish horizontal control pointsVerify or establish elevations of control points by
differential level loop with a digital level.
TOPOGRAPHIC SURVEY
• The OSM team will provide a Topographic Survey for the proposed Overflow Apron and Mitigation Areas
and Wetlands location (wetlands delineated by others) of the project areas as shown on the attached
Exhibits 1-4 (provided by the client).
• The attached Exhibits depict the limits of the areas to surveyed. Any additions to these limits may require
additional fees, to be determined.
Tasks for this proposal include:

PROJECT ASSUMPTIONS
• Jacobs or EYW Operations will provide an escort and that the runway will not be closed.
• This is a pullback operation.
• Diligent effort will be made by Jacobs and/or their environmental subconsultant to coordinate Wetlands
delineation with the initial OSM survey and(if this is not possible)to coordinate the delineation with an OSM
survey crew on site to locate immediately or as soon as possible after the lines are marked. A separate
crew deployment may be necessary for OSM for this task.
• This is a daytime operation (except for the 4.03 acre area designated to be surveyed at night on Exhibit 2)
and with the exception of weather, crews will be allowed to work for up to 10 hours per day.
• No badging for OSM personnel will be required for this short duration project, either Jacobs or EYW
Operations will provide Escort for OSM survey personnel where necessary (per instructions from
Operations, as this is a short team duration timeframe).
• Jacobs will provide CAD files to OSM, which will include Runway and Taxiway alignments and latest
survey and topographic data as may be available.

WORK ZONE SAFETY:
All work zone and Airport safety, rules and procedures as required by the Key West Airport will be observed and
strictly adhered to by OSM. All survey activity will be coordinated with Jacobs staff prior to and during
commencement.Any and all vehicles to be utilized in said survey activities will be authorized by and registered as
required. Said vehicles to have current decal, display company name/identification and maintain proper lighting
requirements.
QUALITY CONTROL/QUALITY ASSURANCE AND FIELD REVIEW:
Verification of the field conditions as related to the collected survey data prior to any topographic survey data
submittal.
All activities required to supervise and coordinate the survey project will be performed by the OSM project
supervisor, a Florida P.S.M. or their delegate.
OSM will implement their QA/QC plan to include review, response to comments and any resolution meetings if
required, preparation of submittals for reviews, etc.
Deliverables will include the ACAD Civil 3D digital files of the topographic survey as well as signed and sealed
copies(number as requested).

information provided by Jacobs, the project will include a new overflow apron, 3-on-site
mitigation areas and 1-off-ste mitigation area.

The boring locations will be provided by Jacobs and located in the field by TSF. To better access
the proposed wetland areas,a track mounted drill rig will be allocated for this site.
Prior to drilling at the project site, TSF will notify the local utility companies and request that
underground utilities be marked. Our experience, however, is that the utility companies will not
mark privately owned utilities. Private utilities will be the owner's/Airport's responsibility. Our
proposal assumes that private utility lines will be located in the field by others prior to mobilization
of the drill rig. TSF will recommend a utility line locating service upon request. We do not
anticipate private utilities to be located in the wetland study area.
Upon completion of the field exploration,laboratory testing will be performed on selected samples.
A report will be issued that contains the exploration, laboratory data and high seasonal water table.
ESTIMATED FEES
It is proposed that the fee for the performance of the services outlined above is determined on a
lump sum basis and that the work be performed pursuant to TSF's General Conditions enclosed
herewith and incorporated into this proposal. On the basis of the proposed quantities, it is
estimated that the lump sum fee will be$19,180.
Our estimate covers the work needed to present the results.Not included are reviews of drawings,
preparation of construction specifications, special conferences and any other work requested after
submittal of our report.
SCHEDULE AND AUTHORIZATION
TSF will proceed with the work after receipt of a signed copy of this proposal. With our present
schedule, we can commence work within several days of project approval (weather permitting)
and fieldwork is expected take about 3 days to complete. The results can be submitted in about
two weeks after completion of the field work.

6. DEFINITION OF RESPONSIBILITY(OBSERVATION SERVICES)-The presence of our field representative will be for the purpose of providing observation and field testing..Our work does not include
supervision or direction of the actual work of the contractor,his employees or agents The contractor for this project should be so advised

9. OWNERSHIP OF DOCUMENTS-All reports,boring logs,field data and notes,laboratory test data,calculations,estimates and other documents prepared by TSF,as instruments of service,shall remain the property
of TSF until final payment is received and a letter of copyright transfer been executed.
10. BASIS OF PAYMENT-Payment is due within 30 days of date of invoice.Payments not made when due shall bear interest at eighteen(18)parcent annum or at the maximum rate allowed by law from the date of the
invoice until mine is paid.
10.1. If the Client fails to make any payment due to TSF for service and/or expenses within 60 days of date of invoice,TSF may,after giving seven days written notice to Client,suspend services until all on standing
mounts have been paid to TSF in full.Further,TSF may,in addition to withholding services,or singularly,withheld reporbs,plans and other documents not paid in full by the Client.In the event that Imat
payment for completed work is not made,TSF shall request that all copyrighted documents which were submitted to client be returned and all information used in project plans be removed from Lomita
documents.
10.2. In the event it is necessary to take legal action to effect collection,whether or not litigation is commenced,the Client agrees to reimburse TSF for expenses in connection with any claims or suits,including
reasonable attorney's fees,including but not limited to the trial and appellate levels.
10.3. This contract shall be governed by the laws of the State of Florida.
It. CONSTRUCTION REVIEW-TSF cannot accept responsibility for any design work unless the work includes services for construction review to determine whether or not the work performed is in 5utistarnial
compliance with TSF's conclusions and recommendations.
12. INDEMNIFICATION-TSF agrees to hold harmless and indemnify Client from and against liability arising out of TSF's negligent performance of the work.Client agrees to indemnify and hold TSF harmless from
all liability including all costs,attorney's fees and expenses of defense for any claims by any other person or corporation which may raise out of the performance or breach of this contract for which I'SE was not solely
negligent
13. LIMITATION OF LIABILITY-The Chent/Owner agrees to limit TSF liability for negligent professional acts,errors or omissions,such that the total aggregate liability of TSF shall not exceed$50,000 or the total
fee for the services rendered on this project,whichever is greater The Owner further agrees to require the connector and his subcontractors a similar limitation of liability suffered by the contruEor or the sithcontraciors,

environmental services for the permitting of the proposed Aircraft Overflow Parking — Phase I
(General Aviation Apron Expansion Only) at the Key West International Airport(EYW). Services
in this proposal including planning and design support for mitigation areas, permitting with the
South Florida Water Management District (SWFWMD), the United States Army Corps of
Engineers (USACE), and support for Monroe County approvals for the Aircraft Overflow Parking
- Phase 1.
Permits/Approvals required:
• USACE- Section 404/10, CWA(Miami Regulatory Office)—Individual Permit
• SFWMD — Environmental Resource Permit (ERP) or possible modification of previous
permit
• Monroe County - Development Permit — (assuming no zoning change). Birkitt to
provide environmental support as needed and will prepare the Environmental Report.

The pre-permitting phase of the Aircraft Overflow Parking — Phase I project includes detailed
site reviews of proposed wetlands impact areas and proposed mitigation areas and

(30-60%) with assistance from engineers, surveyors, and other project team members and an
impact and mitigation report will be prepared which can be submitted to regulatory agencies
with the permit application during the permitting process.

Birkitt will participate in pre-application meetings with the USACE, SFWMD, and Monroe County
along with other team members. Agency meetings are scoped to be conducted in-person if
possible. Team coordination to develop an appropriate permitting approach is included.
Task 2.0 Wetlands and Protected Species Impact and Mitigation
Detailed Site Review
Task 2.1 Impact Area—Wetlands and Protected Species Detailed Site Review
A follow up site visit to the site review previously conducted in September 2019 for the
Environmental Assessment (EA) and Biological Assessment (BA) will be performed in order to
confirm the current ecological data in proposed wetland impact areas necessary for the GA
Apron permit applications. Site visit documentation will be provided in future Permitting Tasks.
Site review and data collection of wetlands to be impacted by the GA Apron including:
• Review wetland limits as previously delineated and current site conditions, adjust
wetland limits if needed.
• Prepare map of data points.
• Coordinate with surveyor to ensure data points are surveyed appropriately
• Complete the regional data forms for the USACE wetland delineation.
• Record habitat type, quality, and vegetative species for use in the Uniform Mitigation
Assessment Methodology(UMAM) analysis and permit applications.
Conduct general site review to update or confirm current site conditions relative to protected
species and add any new observations.
Task 2.2 On-site Mitigation Areas -Wetlands and Protected Species Review (ONS-1,
ONS-2, ONS-3 and OFS-3)
A detailed (permitting level) site review of each of the areas identified for on-site mitigation will
be conducted including:
• Review wetland limits as previously determined and current site conditions; adjust
wetlands limits if needed.
• Prepare map of data points
• Coordinate with surveyor to ensure data points are surveyed appropriately

A mitigation plan design (30-60%) will be developed in conjunction with project engineers and
incorporating survey data by others.
Birkitt will provide a description of existing conditions within each mitigation area and will
prepare the wetlands mitigation plan, Birkitt will provide a description of existing conditions
within each mitigation area. And will work with Jacobs to determine proposed excavation
requirements and construction details. The mitigation plan will also include baseline
information, planting plan, a credit determination, a mitigation work plan, maintenance plan,
performance standards, monitoring requirements, and long-term management.
Financial assurance, conservation easements, and other related requirements are to be
addressed in future Permitting Tasks.
Task 3.2 Report -On-site Wetlands Mitigation Design and Plans—ONS-1, ONS-2, and
ONS-3
Birkitt will prepare a permitting level report for submittal to the regulatory agencies for the on-site
wetland mitigation projects. Engineering figures to be provided by others.
Task 4.0 Off-site Wetlands Mitigation Assessment and Design —
County Owned Property— OFS-3
These tasks include coordination with Monroe County.

Project administration and coordination includes invoice preparation, scheduling, project
management coordination and team coordination. A kick-off meeting on site is included. An

additional in-person team meeting is assumed for this phase. Other team meetings are
assumed to be by teleconference or during on-site trips scheduled for other tasks.
General Assumptions:
• The Pre-Permitting phase of this proposal does not include permitting tasks. Proposal for
Permitting tasks will be provided separately.
• Birkitt will have full access and authorizations to the sites.
• Required compensatory wetland mitigation will be provided at ONS-1, ONS-2 and ONS-
3 and OFS-3.
• ONS-4, OFS-1 and OFS-2 mitigation sites are not included for this phase of work (GA
Apron).
• FAA and regulatory agencies will approve mitigation at sites ONS-1, ONS-2, and ONS-3
and OFS-4. Monroe County will approve use of OFS-4 as mitigation. Coordination with
Monroe County is included in Task 4.0.
• No additional meetings with agencies outside of the proposed scope will be conducted.
• Birkitt cannot guarantee that a permit will be issued or a timeframe in which permits are
issued.
• Post permitting and mitigation implementation efforts are not included. Implementation
of mitigation plans and/or mitigation payments as may be required are not included in
this permitting scope.
• Civil survey, including boundary surveys, wetlands boundary survey, topographic survey,
and soils surveys for mitigation areas will be provided by others
• Any cultural resource/archeology support will be provided by others as needed for state,
federal, or Monroe County approvals
• Services not covered under this proposal will require an additional scope and fee.
• Project Administration assumes duration of this phase is 6 months. One on-site team
meeting is assumed for 2 people and a second on-site team meeting is included for 1
person.
