This project is part of the Hurricane Irma recovery effort. ITEM BACKGROUND: Veteran's Memorial Park was heavily damaged during Hurricane Irma including substantial damage to the aging restroom building. Originally, it was believed that the restroom building could be repaired and an Agreement with Sea Tech of the Florida Keys for the repairs was executed in May 2021. During the permitting process, multiple issues arose. It was eventually determined that a permit could not be obtained for the repairs due to the extent of the damage and the building now needs to be elevated to meet floodplain regulations. The current restroom building dates from at least the 1960s and is a concrete block structure and therefore, it would be more economical to demolish the existing structure and build a new modern, fully ADA accessible elevated restroom building in its place. Staff is requesting approval of a Task Order with Bender& Associates Architects to provide design through construction administration services for the replacement of the restroom building. PREVIOUS RELEVANT BOCC ACTION: 6/20/2018 —BOCC gave approval to advertise any required solicitations for work related to Hurricane Irma recovery. 5/19/21 —BOCC approved a contract with Sea Tech of the Florida Keys for the repair of the restroom building. 3/22/23 —BOCC approved termination of the contract with Sea Tech for the repair of the restroom building. In accordance with Article II, SCOPE OF BASIC SERVICES of the Agreement, the Consultant will provide design services through construction administration to facilitate >i the replacement of the restroom building at Veteran's Memorial Park. a� a� i The proposed restroom is located in an AE-7 and AE-8 flood zone, so the structure and a� components must be able to be permitted as such. The building will require a ramp and 0 stairs for access. The desire is to place the new facility just northwest of the existing U) structure. The exterior of the new restrooms will have rinsing showers. The proposed restroom building will be located directly under the main Keys Energy power tie-line feeding the Florida Keys. Coordination with Keys Energy will be required to establish setbacks and determine exact location of the new building.
