She led the plenary sessions, introduces speakers, and moderated panels. The theme was Year-Round Advocacy and she brought advocacy training workshops to help participants learn effective communication with national, state and local elected officials. Sessions on the structure and funding of Extension helped the 177 new participants understand federal capacity funds and federal agency partners such as USDA and the National Institute of Food and Agriculture. The three-day event culminated in congressional visits on Capitol Hill. Alicia participated in visits with the Florida delegation to remind representatives of the value and impact of UFAFAS Extension. This is the Florida version of the national issues guide from the Kettering Foundation. The multiple hard coral species involved in stony coral tissue loss disease are not present at Gray's Reef off of Georgia, but the Council was keen to hear about their neighboring sanctuaries at Florida Keys and Flower Garden Banks National Marine Sanctuaries. • Florida Sea Grant sponsored the Benthic Ecology Meeting in Miami and Shelly co- 0 chaired the Coastal Ecology session and spoke about sponge restoration during the W Sponge Ecology Session H to 80 participants. 21 • Shelly was invited to teach 22 5th grade students at Sea Camp about sponges and nearshore ecology and snorkel to identify sponges and sealife. Boca Chica Road Hurricane Irma Repairs Project: 6 Packet Pg. 2163 P.1.a • Construction started June 22nd consisting of removing existing rip-rap to make way for sheet piling for sea wall. • Staff met onsite with FDEM representative after Hurricane Ian to inspect and document additional damage due to Hurricane Ian. • Change order was approved by County Administrator on January 5th, 2023 for a time extension due to extra work encountered by Hurricane Ian. • All sheet piling, deadman anchors, and concrete cap have been installed. Excavation is underway. Card Sound Road Mill/resurface/restriping: • Staff requested that FDOT program SCOP grant funds in the amount of$2,419,722 (75% of construction phase estimate) in its work program in fiscal year 2023 to partially fund construction and CEI. • Task order was approved for the Construction Engineering Inspection on the January 18th, 2023 BOCC agenda. CL • Construction bid opening was held February 23, 2023 with General Asphalt Co. as the W lowest responsible responsive bidder. 21 • Construction Contract with General Asphalt Co. was approved on the March 22nd BOCC agenda. • Pre-construction meeting scheduled for mid-May. Marathon, Tax Collector Seawall: • The additional mitigation credit is being purchased and a new agreement with FP&L will be executed. Key West Lighthouse: • Approved Task Order sent to architect. He is working on the design drawings. • No changes from April report. East Martello: • Preliminary drawings submitted by Architect. • Awaiting approvals (FEMA, etc.)to proceed. Emergency Operations and Public Safety Center—FDEM, HMGP, FDOT: • April progress incudes completion of all columns and roof deck, several tilt-up walls placed, all pre-cast tilt walls poured by the end of April. Topping out celebration held 4/25/23. • April also saw the rough-in of plumbing for domestic water, fire sprinklers and wastewater. HVAC ductwork is going into the main level. Delivery schedules are being updated to identify potential schedule impacts, due to supply chain issues. The functions of this department are implemented by the following offices: The Planning Office is responsible for the administration of the adopted Monroe County Comprehensive Plan and Land Development Regulations. The Department processes amendments to the Comprehensive Plan and Land Development Regulations. Additionally, the department reviews development proposals for compliance with the Comprehensive Plan and Land Development Regulations, including community character, growth management provisions and environmental compliance. Fifty-one (51) of these vessels were grant-funded through the FWC Derelict Vessel Removal Grant Program which represents a cost savings of $493,739.00 to the County (or 85% of total expenditures) in the past twelve-month period. These costs are included in the table above. An additional vessel was removed in August 2022 funded through an Interlocal Agreement with the Village of Islamorada for $297,843. Additionally, Florida Department of Emergency Management (FDEM) has identified 43 derelict vessels in Monroe County related to Hurricane Ian. FDEM has removed 38 of the Hurricane Ian derelict vessels at this time. Due to the influx of migrant landings in Monroe County, FDEM has also been able to remove 312 of the 371 migrants vessels that have been identified in the county waters. In November 2021, FDEP entered into a contract with On the Hook to provide Mobile Vessel Pumpout Services in Monroe County. The contract between FDEP and On the Hook is in effect until June 30, 2025. In June 2022, the Florida Legislature the Florida Legislature awarded $300,000 to the FDEP Mobile Vessel Pumpout Services for Monroe County. The $300,000 awarded to the FDEP Mobile Vessel Pumpout Services for Monroe County will not fully fund the anticipated program costs for FY 22-23. Monroe County budgeted Boating Improvement Funds (BIF) to fund this agreement to ensure that there is no interruption in services that are provided under the FDEP's Monroe County Mobile Vessel Pumpout Program. Utilizing the pricing under the FDEP's competitively bid contract for substantially the same services, Monroe County entered into contract with On the Hook in December 2022 for the provision of pumpout services from the time that the FY 22-23 Legislative allocation was exhausted (mid-January 2023) until the State's new fiscal year on July 1, 2023.
