AGENDA ITEM WORDING: Approval to execute an Amended Letter of Agreement with Crime
Stoppers of Miami-Dade County, Inc. (CS) for a three (3) year period authorizing CS to apply for
grants available for use in Monroe County.
ITEM BACKGROUND: Pursuant to F.S. Sec. 16.555(5)(b) any county may apply to the Florida
Department of Legal Affairs for a grant collected in the judicial circuit in which the county is
located. However, a grant may only be awarded to counties which are served by an official member
of the Florida Association of Crime Stoppers. Crime Stoppers of the Florida Keys previously merged
with Crime Stoppers of Miami-Dade County, Inc. Crime Stoppers of Miami Dade, Inc. now serves
as Monroe County's representative.
The current Amended Letter of Agreement terminates on June 30, 2023. The term of the new
Amended Letter of Agreement will commence on July 1, 2023, for a three (3) year term which will
terminate on June 30, 2026, in accordance with State Administrative Rule 2A-9.002(2) Grant
Eligibility. This term will run concurrent with the State of Florida budget cycle.
PREVIOUS RELEVANT BOCC ACTION:
April 15, 2020 County executed an Amended Letter of Agreement with Crime Stoppers
of Miami-Dade County, Inc. to apply for grants available for use in
Monroe County and to maintain proper financial records. The April 2020
Agreement also cancelled the April 19, 2018, to all the new Agreement to
run concurrent with the State of Florida budget cycle.
April 19, 2018 County executed a new Letter of Agreement with Crime Stoppers of
Miami-Dade County, Inc. to apply for grants available for use in Monroe
County and to maintain proper financial records. The term commenced on
April 19, 2018, through April 18, 2021.
December 10, 2014 County executed Letter of Agreement with Crime Stoppers of Miami-

AMENDED LETTER OF AGREEMENT
This letter of agreement is entered into this 19th day of April,2023,by and between Monroe County
Board of County Commissioners (Board) and Crime Stoppers of Miami-Dade County, Inc.
(CS) a non-profit Florida Corporation. The parties agree as follows:

1. The Board hereby authorizes CS to apply for grants from the State Crime Stoppers Trust �?
Fund that may be available for use in Monroe County. The CS is also authorized to administer aL

such grants on behalf of Monroe County. 0
2. In carrying out the duties described in paragraph 1, CS agrees to keep its financial records
pertaining to Crime Stoppers grants in accordance with generally accepted governmental U
accounting principles and to make those records available to auditors employed by the 6
County or State upon reasonable request. If an audit reveals that grant funds have been spent C.
in a manner contrary to the terms of the grant, or the audit reveals any other irregularity in
the expenditure of the grant funds, any reimbursement of grant funds to the State, plus any
applicable interest or penalties,is the sole responsibility and liability of CS and not of Monroe
County.
3. On April 15, 2020, the Board approved a Letter of Agreement with CS for a three (3) year
term, which commenced on July 1, 2020, and will terminate on June 30, 2023. The State

Crime Stoppers Trust Fund has requested that all governmental entities receiving funds be on
the same grant cycle which will run concurrent with the State of Florida budget cycle.

4. The parties mutually agree that the Letter of Agreement dated April 15, 2020, shall be
cancelled as of June 30, 2023, with neither party having any further duty, obligation, or
liability to the other under the terms of the April 15, 2020, Letter of Agreement.

5. The term of this Amended Letter of Agreement shall commence on July 1, 2023, and will
continue for a period of three (3) years from that date with a termination date of June 30, <
2026, in accordance with State Administrative Rule 2A-9.002(2) Grant Eligibility.

6. The effective date of this Amended Letter of Agreement shall be July 1, 2023.
