ITEM BACKGROUND: Monroe County Parks and Beaches Recreation Division desires to establish a Summer Camp program open to children and youth between the ages of six (6) and eleven (11) who reside within the County. The Summer Camp program will operate during the months of June, July, and August, for approximately six (6) to eight (8) weeks. The initial "pilot" program will be held at Big Pine Key Community Park during the summer of 2023. A successful first program will be the example for additional Monroe County Parks and Beaches administered Summer Camp programs throughout Monroe County. Enrollment in the Summer Camp program shall be open to all eligible participants on a first-come, first-served basis and designed to provide participants with a variety of educational and recreational activities, including but not limited to sports, arts and crafts, nature exploration, team building exercises, and cultural experiences. Proposed household tuition is as follows: Weekly camp fee will be $100.00 per child. Additional child with same household as primary residence fee is $50.00 per child. 1. Summer Camp fees are offered at a fifty percent (50%) reduced rate for children who qualify for reduced school meals within Monroe County School District. (Parent or guardian to provide proper documentation) 2. Summer Camp fees are offered at a fifty percent (50%) reduced rate for children of current Monroe County BOCC employees with certain restrictions. The Summer Camp program was presented to the Monroe County Parks and Recreation Advisory Committee at their March 27, 2023, meeting where they voted to support the program. Z WHEREAS, under F.S. 125.01(1)(f), the Board of County Commissioners (BOCC) for W Monroe County is granted the authority, among others, to provide parks, playgrounds and 0 recreation areas; and WHEREAS, the BOCC finds that public parks and recreation areas provide sites where the families and citizens of Monroe County can benefit from and engage in healthy recreational 0 activities; and WHEREAS, BOCC finds that the creation of parks and recreation areas are in the best interests of the citizens of Monroe County; and WHEREAS, under F.S. 125.74(1)(g), the County Administrator has the authority to supervise the care and custody of all County property; and WHEREAS, the County recognizes the importance of providing safe and fun summer activities for children and youth; and 0 CL WHEREAS, the County has identified a need for a summer camp program that offers a M variety of educational and recreational activities for children and youth in the community; and E WHEREAS, the County is committed to promoting healthy lifestyles and fostering positive relationships among children and youth in the community: E c� Packet Pg. 2771 R.1.a NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT THE MONROE COUNTY CODE OF ORDINANCES IS HEREBY AMENDED AS FOLLOWS: [Proposed text changes are presented with underline to indicate additions and str-iliethr-oug-k to indicate deletions] 0 SECTION 1: The above recitals are true and correct and are incorporated herein by this reference. E M U SECTION 2: ARTICLE I. IN GENERAL shall be amended as follows by creating an additional separate section titled "Monroe County Summer Camp Program" to include the E following language as Sec. 18-8: Z Sec. 18-8. —Monroe County Summer Camp Program U) 0 (a) Definitions. The following words, terms, and phrases,when used in this Section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning: 0 "Summer Camp"referred to the Monroe County Summer Camp Program hosted by the County that offers a variety of education and recreational activities for children and youth a during the summer months. "Participant" refers to any child or youth enrolled in Summer Camp and, where > applicable,parent or guardian of the child or youth. W a� c� "Staff" refers to the individuals who are employed by the county to operate and/or supervise the summer camp program. CL (b) Establishment of Summer Camp. The County Administrator or his Designee shall � establish and operate a Summer Camp program for children and youth in the community. E E (1) The Summer Camp shall be open to children and youth between the ages of six (6) and eleven (11) who reside within the unincorporated areas of Monroe Coun . c� (2) The Summer Camp shall operate during the months of June, July and August. (3) The Summer Camp may be operated at more than one location. The location of the summer camp location(s) shall be at the discretion of the County Administrator or his Designee. Packet Pg. 2772 R.1.a (4) The Summer Camp Program shall be designed to Provide Participants with a variety of educational and recreational activities, including but not limited to sports, arts and crafts, nature exploration, team building exercises, and cultural experiences. (c) Enrollment. 0 (1) Enrollment in the Summer Camp program shall be open to all eligible CL participants on a first-come, first-served basis. m u (2) The County shall reserve the right to limit the number of participants in the summer camp program. Lo (3) Enrollment shall be conducted through an online registration system, and participants shall be required to submit a completed registration form and waiver to participate in the Summer Camp, U) w 0 (4) The County may Provide scholarship opportunities for eligible low-income families who may not otherwise be able to afford the cost of Summer Camp. (d) Fees and Expenses. (1) The County shall establish fees for participation in the Summer Camp program, which shall be reasonable and shall cover the cost of materials, supplies, and staffing. g (2) Weekly camp fee will be $100.00 per child. i. Each additional sibling shall be $50.00 per child. (3) Summer Camp fees are offered at a fifty percent reduced rate for children who qualify for reduced school meals within the Monroe County School District. (4) Summer Camp fees are offered at a fifty percent reduced rate for children of Monroe County BOCC employees. CL Cu (5) The County shall establish a budget for the Summer Camp program,which shall u include the cost of materials, supplies, staffing and any other expenses necessary for the operation of the program. E Lo (e) Sta an . (1) The County shall hire and train qualified staff to operate the Summer Camp E program. (2) Staff shall be responsible for planning and implementing the educational and recreational activities, ensuring the safety and well-being of participants, and communicating with parents and guardians. Packet Pg. 2773 R.1.a (3) All Staff shall undergo a Level 2 background check as defined in 435.04, Florida Statutes, prior to the start of employment with the Summer Camp program. (f) Health and Safety (1) The County shall establish policies and procedures to ensure the health and safety of participants in the Summer Camp program. 0 (2) Participants shall be required to submit a completed medical form prior to the start of the Summer Camp program. M U (3) The County shall establish protocols for emergency _situations, including but ut but not limited to first aid, severe weather, and evacuation. E (g) Liability and Insurance. (1) Participants and their parents or guardians shall be required to sign a waiver of liability prior to the start of the Summer Camp program. w 0 (2) Additional permissions from parents or guardians shall be required to transport participants from primary site to secondary sites. SECTION 3: SEVERABILITY. If any portion of this ordinance is for any reason held invalid or declared to be unconstitutional, inoperative or void, such holding shall not affect the remaining portions of this ordinance. If this ordinance or any provision thereof shall be held to be inapplicable to any person,property or circumstances, such holding shall not affect its applicability g to any other person,property or circumstances. SECTION 4: CONFLICT WITH OTHER ORDINANCES. All ordinances or parts of > ordinances in conflict with this ordinance are hereby repealed to the extent of said conflict. a� c� SECTION 5: INCLUSION IN CODE OF ORDINANCES. The provisions of this ordinance shall be included and incorporated in the Code of Ordinances of the County of Monroe, Florida, as an addition or amendment thereto, and shall be appropriately renumbered to conform 0. to the uniform numbering system of the Code. E U SECTION 6: TRANSMITTAL AND EFFECTIVE DATE. This Ordinance shall be filed with the Department of State and shall be effective as provided in F.S. 125.66(2).
