ITEM BACKGROUND:
In order to continue the Livable Communi keys Program and the implementation of the Florida Keys
Scenic Highway Corridor Management Plan and Overseas Heritage Trail Master Plan it is necessary to
analyze alternatives to public/private property improvements to enhance the visual quality of the
view shed along US 1.
The Growth Management Division duly advertised an RFQ to complete the US-l Corridor Enhancement
Plan for Sugarloaf to Little Torch Key. The Division received responses from nine firms as listed in the
summary score sheet
The Selection Committee met on March 14,2006 to discuss and rank an the submissions. The results are
presented on the summary spreadsheet.

The Corradino Group (Corradino) in association with Miller Legg & Associates, Inc (MLA) and Sandra Walters Consultants,
Inc (SWC), sincerely appreciates this opportunity to offer professional services for the preparation of the Sugarloaf Key to Little
Torch Key US-1 Corridor Enhancement Plan. Our Project Team is committed to serving the needs of Monroe County and has
managed several key planning studies in Monroe County, including the Stock Island/Key Haven US-1 Corridor Enhancement
A Plan study. As the County moves to designate a consultant to prepare a Corridor Enhancement Plan, it should expect nothing
_ less than professional excellence, experience, local area knowledge, and personal commitment to deliver efficient high-quality
'Ji; services. The Corradino Team can fulfill these expectations and sincerely appreciates the opportunity to be considered.
The depth of services required to meet the needs of this contract are best served by a multi-disciplined Project Team of
Registered Planners. LandscapeArchitects, and Engineers. supported by highly qualified staff of professionals with the resources
and experience found in a firm like The Corradino Group. The resources of The Corradino Group includes over 45 multi-
disciplined project professionals in Miami and over 150 professionals company-wide who are available to serve as an extension
of the County's staff at a moment's notice. Partnering with The Corradino Group are Miller Legg & Associates (MLA), a
recognized industry leader in Landscape Architecture, and Sandra Walters Consultants (SWC), a highly specialized local
Public Involvement and Urban Planning group with offices located directly within the study area. This will provide the County with
a consistent local Project Team presence during the length of this project. The Corradino Group has a strong teaming history
with these firms, including current teaming arrangements for projects in Monroe and Miami-Dade County.
The Corradino Team has local project experience in Monroe County. Our Team's Project Manager, Aileen Boucle, AICP, is
currently managing the Stock Island/Key Haven US-1 Corridor Enhancement Plan and Key West Multi-Modal Planning Study.
Within the past year, Ms. Boucle has also successfully managed the Plantation Key Weigh Station Relocation Assessment and
Snake Creek Bridge Replacement Study. Both of these projects will have significant impacts for the U.S. 1 corridor in Monroe
County. Mike Ciscar, P.E., Principal-In-Charge for this contract has over 14 years of experience in dealing with Monroe County
projects and issues. He is a former FOOT District VI official who managed and oversaw numerous Monroe County projects
during his career at FOOT. In addition, he recently completed the Big Coppitt Key PD&E Study, which included a successful
public involvement program that resulted in community consensus for the recommendation of various corridor enhancements.
Sandra Walters (SWC) is a resident and practicing professional located within the study area and brings a wealth of knowledge
ofthe Lower Keys community, based on numerous planning studies and project conducted in the Lower Keys area. She has a
unique awareness and understanding of the many urban and corridor issues that exist in the Sugarloaf/Little Torch Key community,
Our group's combined experience will offer the County the most advantageous team of professional urban planners, engineers,
architects and public involvement staff that understand the challenges involved in shaping the US-1 Corridor built environment.

Based on information provided in your Request lor Qualifications and our conversations with County staff,
we have a thorough understanding 01 the project objectives. The US-1 corridor presently serves as the
spine 01 the transportation system and carries a high volume of through-traffic. At the same time, the
corridor serves as the focus for local commercial establishments, community activity, and economic vitality.
The objective of this project is to develop an enhancement plan for the corridor that will increase the
corridor's efficiency as a transportation facility and improve safety while creating a balance by enhancing
the corridor's aesthetics and livability. We will first reach out to the public to understand what they believe
is most important when enhancing this corridor. Next, we will develop a myriad of enhancement strategies
including multimodal transportation improvements to accommodate multiple modes 01 travel within the
corridor, access management, landscaping, and complementary land use and zoning changes. We will
then build the public consensus necessary to see the plan advance to implementation.
We have strengthened our capabilities by adding Renaissance Planning Group. Inc. (RPG) to
our team for this project. KHA and RPG presently serve the Florida Department of Transportation
(FDOT) District Six as their Livable Communities Consultant. The first assignment of its kind in the
state, its objectives are to develop balanced approaches to corridor transportation issues in a
partnership between FOOT and the local communities. KHA and RPG work together extensively and
RPG adds depth to our team in several disciplines, including multi modal transportation planning, land
use planning, and public outreach.

RS&H COMPANY HISTORY
Engineers John F. Reynolds and George B. Hills and architect Ivan H. Smith
brought together three separate firms to form a group architectural and
engineering practice in 1941. By 1942, the founders had become partners in the
firm of Reynolds, Smith and Hills, Architects and Engineers; and in 1968, the
Planning Division was added. The firm's business structure was changed the
next year from a general partnership to an employee-owned Florida corporation,
incorporating under the name of Reynolds, Smith and Hills Architects-Engineers-
Planners, Incorporated.
RS&H's significant growth through the 70s and 80s included the addition of
seven subsidiary and affiliate companies as follows:
· PLANTEC Corporation and its subsidiary, Plantec Realty Corporation
· Intraspace Designers, Inc.
· RSH Constructors, Inc.
· RSH International, Inc.
· RS&H of North Carolina, Inc.
· RS&H Land Surveyors, Inc.
· Environmental Science and Engineering, Inc.
RS&H and its subsidiaries established regional and branch offices throughout the
United States and internationally. Services offered by Reynolds, Smith and Hills
included architecture, engineering, planning, landscape architecture, land
surveying, construction, environmental sciences, interior design, real estate, and
management/economic consulting.
Between 1985 and 1987, the company experienced a cash shortage as a result of
losses from operations in RSH Constructors, Inc. and in the Middle East work by
RSH International, Inc. Simultaneously, four senior officerslstockholders had
reached or passed retirement age and the company was obligated to redeem their

stock, further increasing the company's cash requirements. In June 1987, Hunter
Environmental Services, Inc. purchased approximately 50 percent of RS&H.
In February 1988, RS&H merged with a wholly owned subsidiary of Hunter
Environmental Services, Inc., a Connecticut~based environmental engineering
firm. RS&H continued to provide comprehensive AlE/P services as a subsidiary
of Hunter under various corporate names including RS&H, Hunter/RS&H and
Hunter Services, Inc.
The Environmental Science and Engineering, Inc. subsidiary was integrated into
Hunter's environmental services consulting practice, subsequently sold to
CILCORP, Inc., a Peoria, Illinois public utility holding company. The operations of
RSH Constructors and RSH International, as well as the business segment
dealing with the power generation industry, were discontinued.
On July 24, 1989, Hunter and RS&H announced that the management of RS&H
was leading an effort to arrange the acquisition of the Company by its employees.
In December 1989, the senior management team of the architecture-engineering-
planning (AlE/P) division of Hunter formed a new Florida corporation, Reynolds,
Smith and Hills, Inc. (RS&H), for purposes of acquiring substantially all of the
assets and employing substantially all of Hunter's AlE/P Division senior
management team and employees in order to re-establish RS&H as a Florida-
based, employee-owned corporation. The buyout was completed June 28, 1990,
thus positioning the new RS&H to utilize its long-established expertise and
reputation to meet the needs of clients.
Today, RS&H is organized into six, client~focused programs, each with its own
multidisciplined staff of architects, engineers, planners, environmental scientists
and technical support personnel. Presently, RS&H boasts over 600 full- and part~
time associates in the following six Programs:
The Aerospace and Defense Program is dedicated to rapid, innovative and cost~
effective solutions to meet the increasingly complex demands of the aerospace
and defense industry.
The Aviation Program meets the needs of the aviation industry for terminals and
support buildings, airfield facilities, and planning and environmental services.
The Commercial Program serves corporate, commercial and industrial clients
who seek an economic return on their investment in both new and rehabilitated
facilities.

The Institutional Program offers services specifically devoted to the advanced
design and technology requirements of educational. governmental and research-
oriented clients.
The Public Infrastructure Program is a single, unified source for the architectural,
engineering, planning and environmental needs of local government and
quasigovernmental agencies.
The Transportation Program serves transportation and multimodal agencies,
expressway, public infrastructure and transit authorities with planning. design,
and construction engineering and inspection services.
Clients are served by teams of specialists selected for the expertise and
experience they can provide in specific areas of interest. Each team is supported
by the firm's total spectrum of architectural, engineering, planning and
environmental services.
R5&H has its corporate offices in Jacksonville, Florida and maintains additional
offices in Fort Myers, Merritt Island, Miami, Plantation. Orlando, Pensacola.
Sarasota, Tallahassee and Tampa. The firm also has offices in Santa Maria,
California; Atlanta, Georgia; Chicago, Illinois; Flint, Michigan; Duluth, Minnesota;
Springfield, Missouri; Charlotte, North Carolina; Toledo, Ohio; and Houston and
Austin, Texas. Additionally. the RS&H organization also includes a subsidiary
firm, Reynolds. Smith and Hills CS, Incorporated, based in Orlando, Florida.

the Overseas Highway/US-l corridor on Sugarloaf and Uttle Torch Keys (Mile Marker 16 to 29) We have reviewed
the requirements of your project and have formed a team that we feel can assist in creating a sak functional, and
attractive multi-modal corridor for this portion of the Lower Keys. Our proposal is organized according to the format
requested in your RFP and reHects our research into the transportation corridor-planning challenges in the proposed
highway segment

expertise in the transportation engineering studies associated with this proposed Monroe County oroject known
as Corridor Study for US 1 Corridor Plan for Sugarloat and Little Torch Keys, The depth of our expertise related to
the services required for this project include other associated services such as the implementation of areawide
transportation planning and modeling services, traffic calming measures, performance of traffic impact corridor
operations studies, develooment of maintenance of traffic plans, conceptual and final roadway design, traffic signals
and highway lighting for roadways.
Additionally, we are in the final stages of completing an interpretive Master Plan for the length of the Scenic Highway
in the Keys, Through this process, we have gained valuable and comprehenSive knowledge of the ecology, history and
culture of the Keys and how those resources are impacted by the primary modes of transportation - automobile. boat
bicycle. The proximity of the Overseas Heritage Trail to the highway presents challenges in many segments of it's length
_ particularly in commercial areas where curb cuts or open gravel parking lots are commonplace. Safety for trai! users is
of utmost importance.

The SZA Team is comprised of firms with proven experience working in the Florida Keys on planning and
design projects. The SZA Team has provided quality planning and engineering services to various
clients, such as the Florida Department of Transportation and the City of Key West The team includes
CES, Inc. a well know environmental services firm with on-site staff, ATEC, Inc. with extensive traffic
engineering experience and the Market Share Company with unique expertise in publiC involvement in
the Florida Keys. We have worked with these firms on previous projects and we are working with The
Market Share Company for the planning and design of the South Roosevelt Boulevard project.

Proposal Preparation
This technical proposal is the result of site visits, many hours of research, review of existing plans, master
plans, personal visits and phone interviews with the your staff. We have met with Mr. Jose Papa, AICP,
and Ms. Liz Holloway and obtained valuable information regarding the needs of the corridor.
KEY ISSUES
I
Familiarity with the Project - We worked with DEP, in 2002, on the preliminary planning of the Heritage
Trail within the same project limits. We performed some engineering analysis on the location of the
Heritage Trail and its environmental impacts. We already have the design survey and the aerials of the
corridor. CES, Inc. has also been involved with the Heritage Trail. We are familiar with the DEP officials
administrating the Heritage Trail project

The project and staff familiarity will ensure that the corridor enhancement plan is well coordinated with
DEP. We currently have a General Engineering Consultant Contract with the City of Key West and we
have been working on 2 projects coordinating with the Monroe County Engineering Department.

Local Agency Program (LPA) - We are the only consultant that assists the Florida Department of
Transportation with its Local Agency Program. We are assisting other municipalities for certification and
funding of their projects as well. We expect that some FDOT funding will be required to make this project
a reality. We can assist you in preparing the required forms and obtain the funding from FDOT, FHWA,
DEP and other governmental agencies.
Project Implementation - We believe in developing projects that are implementable. To achieve the
same on this project we will:

r Ensure that the project can be constructed as conceived. This includes early coordination with
the pennitting agencies, constructibitity of the design, right of way requirements and utility
coordination.
r Ensure that the project goals are fundable with current or future funding sources. This issue will
be coordinated with FDOT and FHWA early in the project.

Public Involvement - We are constantly involved with the public on our planning and design projects.
Very rarely a project is actually built without receiving public consensus. We are familiar with the public
involvement requirements and Market Share brings extensive experience to the team as well. We witt
customize the public involvement program to satisfy the FHWA criteria in order to have easier access to
federal funds without repeating any work.

Community Master Plan Coordination - We are aware that our work has to be well coordinated with
the work of others in the Department that will be working to develop the Community Mater Plan. Both the
Corridor and the Community master plans will be coordinate from the onset of the project. We have prior
experience on working on projects that had joint development and land-use components.

Project Cost - We will provide updated cost estimate of the project at various phases. Project
implementation depends heavily on accurate estimation of construction cost and an understanding of
sources of funds. Based on our experience construction cost in the Keys could be significantly higher
than other locations in South Florida. If need be, we will phase the improvements to match the available
funds. We also have the capability of developing a work program that prioritize project funding and
implementation for the entire program.

Past Performance on Similar projects
We have performed many planning and design projects with heavy public involvement component
throughout South Florida, including the Florida Keys with success. Our success has mainly been due to
our sensitivity to the corridor and the ultimate users of the facility. We plan the projects as if we were one

Communication Ability
After the selection, the SZA Team will perform a field review with the Department's Project Manager to
discuss our findings and preliminary recommendations regarding critical issues. Together with the
Department's personnel's input, we will update the scope of work.
