AGENDA ITEM SUMMARY

Department: Emergency Communications
Staff Contact Person: Randee Rae Guthrie
AGENDA ITEM WORDING: Approval to increase the monthly "911" fee from .38 to .50 in
preparation for future upgrades and! or purchase of a new "911" system
ITEM BACKGROUND: BellSouth currently collects a "911" fee from local exchange subscribers served
by the "911" service, on an individual access line basis, at the rate of.38 per line. The fees collected by the
telephone company are returned to the County, less an administration fee. Florida Statutes 365.171(13)
provides for the "911" fee to be increased at a rate not to exceed .50 cents per month per line in order to pay for
costs directly attributable to the establishment and/or provision of"911" services. New technologies are being
implemented in the field of "911" and Monroe County's aging "911 "equipment will require additional funds for
the upgrade and/or purchase of a new "911" system. These funds would also be utilized for repair and
maintenance of the "911" system. We are requesting approval to have the "911" fee increased from .38 to .50
effective October 1, 2006, in order to accumulate the funds necessary for the equipment repair, maintenance,
upgrade and/or purchase of a "911" system.
PREVIOUS RELEVANT BOCC ACTION: At their budget workshop held on July 10, 1996, the
Board approved to reduce the 911 subscription rate from .50 to .38 per month.

*8y increasing the wireline fee to .50 Monroe County can expect to steadily gain revenue
that can be used toward the purchase of an upgrade or new equipment for our PSAP's.
At this rate with no financing, it would take approx. 2.7 years to purchase a system upgrade.
No quote available on a new Viper system at this time.
This is a non-advolorum tax

Reggie,
One note in reference to the 911 county fees that are attached, out of the 67
Florida counties, Monroe ranks the lowest in 911 fees at .38. Here is a small list
with just the counties who are not at .50 for your information.
.38 Monroe
AO Pasco
Al V olusia
A4 Lee
A4 Duval
The other 62 counties are at .50.
Regards
Laura
