FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES
BETWEEN MONROE COUNTY AND MCFARLAND-JOHNSON, INC. FOR
VARIOUS ARPA-FUNDED PROJECTS
In accordance with the Agreement for Professional Architectural and Engineering Services, made
and entered into on January 18,2023, ("Agreement"),between MONROE COUNTY, ("County")
and MCFARLAND-JOHNSON, INC., ("Consultant"), where professional services are allowed
if construction costs do not exceed $4,000,000.00, or for study activity if the fee for professional
services for each individual study under the contract does not exceed$500,000.00 ("Agreement").
All terms and conditions of the Agreement apply to this Task Order, unless this Task Order
amends, adds, or modifies a provision or an Article of the Agreement, in which case,the provision
or Article will be specifically referenced in this Task Order and the amendment, addition, or
modification shall be precisely described.
This Task Order is effective on the 17th day of May 2023.
WHEREAS, Monroe County has received American Rescue Plan Act federal grant funds to be
used for multiple deferred maintenance and other improvement projects to County-owned facilities
throughout the Florida Keys; and
WHEREAS, Monroe County is proposing improvements to eight (8) facilities including parks,
public buildings, and fire rescue facilities and desires to have one consultant assist with the
engineering design of the various improvements in order to assure compliance with grant
requirements.
NOW, THEREFORE, in consideration of the mutual promises and covenants set forth below, the
parties agree as follows:
1. In accordance with Article II, SCOPE OF BASIC SERVICES of the Agreement, the
Consultant will provide design services for the various improvements to eight(8) County-
owned facilities. Tasks include the following:
a. Task 1 —Blue Heron Park
i. Improvements include revisions to pickleball courts, golf practice hitting
cages, playground, restrooms, parking, landscaping, utilities, drainage,
access, and setbacks.
b. Task 2—Bay Point Park
i. Improvements include the performance of a stormwater management study
to address flooding impacting the park and determine resolutions to fix the
issues.
c. Task 3 —Murray Nelson Government Center

i. Improvements include the milling, paving, and re-striping of the parking
lot.
d. Task 4 —Crawl Key Burn Simulator/Fire Rescue Training Academy
i. Improvements include the performance of a study incorporating a cost-
benefit analysis to consider various options for the construction of a new
fully functional burn simulator building.
e. Task 5 —Fire Station Bay Floor Resurfacing (at four separate fire stations)
i. Improvements include design and specifications for the repair and
resurfacing of the bay floors at the Big Coppitt Fire Station 49, Big Pine
Fire Station 413, Conch Key Fire Station 417, and Tavernier Fire Station
422.
Consultant will provide services and deliverables as outlined in attached Exhibit A.
2. In accordance with Article VII, Paragraph 7.1.1 of the Agreement, the County shall pay
the Consultant a lump sum total of Two Hundred Sixty-Four Thousand Three and 00/100
Dollars ($264,003.00)paid on a percent complete basis for the following tasks:
a. Blue Heron Park- $62,331.00 upon document review and approval by the Director
of Project Management.
b. Bay Point Park - $35,662.00 upon document review and approval by the Director
of Project Management.
c. Murray Nelson Parking Lot - $20,235.00 upon document review and approval by
the Director of Project Management.
d. Crawl Key Burn Simulator - $113,800.00 upon document review and approval by
the Director of Project Management.
e. Fire Stations Bay Floor Resurfacing - $31,975.00 upon document review and
approval by the Director of Project Management.
All other Terms and Conditions of the Agreement remain unchanged and in full force and effect.

Dear Ms. Salinger:
McFarland-Johnson, Inc. ("the Consultant") is pleased to submit our scope of services and fee estimate
in response to your request and provide engineering support services to Monroe County ("the Client")
for the above reference project.These proposals are based on the information provided by the Client on
the virtual meeting for scope discussion held on March 8, 2023, and subsequent emails.
Following is a description of the services included, assumptions, and estimated cost for the services. Please
review this proposal and contact us to discuss any questions or comments you may have.
A. PROJECT DESCRIPTION
In January 2022, the U.S. Department of Treasury issued an Overview of the Final Rule for the Coronavirus
State and Local Fiscal Recovery Funds (SLFRF), a part of the American Rescue Plan Act (ARPA). These
federal funds were extended to state and local municipalities to address the impacts of the pandemic with
substantial flexibility on how the funds can be allocated based on the local need to help build a robust and
resilient community and support long-term growth and opportunity.
Monroe County is proposing improvements to eight facilities placed along the Florida Keys through the
ARPA funds obtained by the County. The work mix involves three Monroe County entities: the Fire &
Rescue, Parks & Beaches, and Facilities Maintenance Departments. Table No. 1 below shows the eight
facilities proposed to receive improvements.

B. SCOPE OF SERVICES
Below is a list of tasks to be completed by the Consultant limited to the level of effort described in this
scope of work.
TASK 1: BLUE HERON PARK
Blue Heron Park has an area of approximately 1.75 acres containing three Pickleball courts, among other
amenities. The existing Pickleball courts are oriented East-West and are intended to be expanded and
adjusted to face north-south to improve the players' comfort and playability when the Sun is low in the
sky. For that purpose, this assignment includes two phases. The first phase is the preparation of a Site
Development Plan showing the layout of future uses and park amenities, including six pickleball courts,
golf practice hitting cages, a playground, restrooms, parking, landscaping, utilities, drainage, access, and
setbacks. The Design phase for the park improvements is limited to preparing construction documents
for reorientating of the three existing Pickleball courts and adding three new ones per the approved Site
Development Plan. The Design phase does not include additional park improvements, such as Lighting,
Parking, drainage, ADA facilities, restrooms, playground, landscaping, and any other new or associated
infrastructure improvements.

Phase A-1:Site Development Plan
This phase will include documenting and assessing existing conditions, surveying the park to provide an
accurate digitized survey, and making recommendations for new Pickleball courts, including golf practice
hitting cages, a playground area, restrooms, parking, landscaping, utilities, drainage, access, and Zoning
and Code Analysis.
Tier A-1.1: Existing Conditions Assessment
The existing conditions assessment should provide all the base and relevant information for developing
the Master Plan.
i. The Consultant, through a SUB-Consultant (hereinafter called "Surveyor"), will complete a full
topographic survey of the project site area to obtain topography at a one-foot contour interval,
and above grade features including the following:
• Existing Park layout and boundary conditions.
• Topography and Surface Elevations.
• Existing infrastructure and drainage systems.
• Park and play amenities.
• Any existing historical, cultural, or community features.
ii. Through a SUB-Consultant (hereinafter called "Geotechnical Engineer"), the Consultant will
complete a geotechnical evaluation for the project site area. This task includes the following:
• Two (2) test borings within the project limits. The borings will be advanced to a depth of 50
feet.
• One permeability test per SFWMD method.
• Geotechnical Engineering report summarizing the subsurface exploration work and
presenting recommendations to assist with planning the Design and construction of the
Project.
DELIVERABLES:Topographic Survey Plans and Geotechnical Engineering report in electronic form.
Tier A-1.2: Site Development Plan
i. The Consultant will prepare conceptual Site Development Plan providing recommendations for
the Pickleball courts improvement, including:

conditions and confirm the scope of work, deliverables, and schedules.
ii. The Consultant will prepare construction documents for six Pickleball courts based on the
approved Conceptual Plans. The documents are expected to include, but are not necessarily
limited to,the following:

V. The Consultant will provide the Client and utility companies with copies of construction drawings
and coordinate the location of utilities in the construction documents.

vii. The Consultant will assist the Client in obtaining the necessary permits for bidding and
construction.
viii. The Consultant will provide responses and applicable revisions to the jurisdictional agency review
comments.
ix. It is assumed that the existing lighting is to remain as is, and no additional lighting will be included
in the design.
DELIVERABLES: A complete set of construction documents for bidding and construction of six pickleball
courts. The bid set of drawings will be stamped and signed by an engineer registered to practice in the
State of Florida.
Phase C-1: Bidding and Award Assistance
i. The Consultant will assist the Client in the bid package preparation. This will include Final Plans,
Specifications package,written scope of work and attending onsite pre-mid meeting.
ii. The Consultant will attend a pre-bid meeting to discuss specific requirements with prospective
bidders and answer any questions.
TASK 2: BAY POINT PARK
This assignment includes preparing a Stormwater management study to address park-wide water
ponding issues impacting the courts, playground, and other areas inside the park. The park has an area
of approximately 2.6 acres containing two tennis courts, one basketball court, a beach volleyball court, a
children's playground, pavilions, and lawn areas. About 82%of the total park area is grass or impervious.
The existing courts are adjacent and very close to the edge of the pavement of a very narrow (11' wide)
two-way traffic street, with a flat profile and no notable break in elevation between the road and the
courts.

ii. The Consultant will study the existing conditions and perform drainage analyses to understand
the current water ponding issues, severity, and locations of problematic areas.
iii. The Consultant will develop recommendations to address the ponding issues.
iv. The Study development includes the following:
• Evaluate the existing topography and ground elevations in the park and adjacent streets.
• Evaluation of the existing stormwater management system.
• Determination of existing low points and water ponding locations.
• Determination of existing runoff water patterns.
• Perform drainage analyses for the existing conditions.
• Evaluation and identification of any necessary stormwater water quality improvements.
• Development of a conceptual design and recommendations to address the ponding issues.
• Prepare an estimate of quantities and an estimate of probable cost.
• One design review meeting with the Project Team and the Client is anticipated.
DELIVERABLES: Stormwater Management Study report and preliminary cost estimate in electronic form.
TASK 3: MURRAY NELSON GOVERNMENT CENTER PARKING LOT
This assignment includes preparing construction specifications and details to mill, resurface and paint
new pavement markings on the Murray Nelson Government Center parking lot.
The existing parking lot has approximately 120 parking spaces and a surface area of roughly 1 acre, with
two parallel entrances/exits from the US-1/SR-5 Overseas Highway at mile marker 102.1.

visits and large-scale desktop analysis of available aerial imagery and any other information
provided by the Client.The documents are expected to include, but are not necessarily limited to,
the following:
• Written report with instructions and procedures for milling and resurfacing.
• Materials quantities and specifications.
• Pavement Markings layout drawing. (Based on Aerial Imagery).
• General Notes& Details
iii. The Plans will be provided at the following phase intervals:

TASK 4:CRAWL KEY BURN SIMULATOR-MONROE COUNTY FIRE RESCUE TRAINING ACADEMY
This assignment includes two phases. The first phase is preparing a high-level cost-benefit analysis to
install/construct a Burn Simulator Building on the existing Monroe County Fire Rescue Training Academy
facilities. The intention is to compare the benefit-cost of a prefabricated steel building vs. on-site
concrete building construction. The Design Phase considers only the design elements necessary for the
erection of a prefabricated steel building equal to or similar to the Wesco Model FF-3 (Deputy Chief)
Tower.
The existing training facilities contain two primary buildings. One of the buildings is the Fire Training
Academy which houses the classrooms, and the other one is the training Tower; neither of them is a
burn simulator and is to remain. The academy is currently used for burning simulation connex boxes
next to the Training Tower. These boxes' use and training capabilities are limited; thus, the Department
desires to replace those with a fully functional burn simulator building. Additionally, the Fire
Department intends to clear the site of the existing burn simulation connex boxes and other boxes used
for storage around the facility.

Phase A-4:Cost-Benefit Analysis
This phase will include a high-level comparison of the initial and installation costs of a prefabricated
steel building with a similarly featured on-site constructed concrete building. It includes documenting
and assessing existing conditions, surveying the site to provide an accurate digitized survey for site
analysis and design purposes, and researching building codes for setbacks, safety requirements,
infrastructure needs, and site suitability.
Tier A-4.1: Existing Conditions Assessment
The existing conditions assessment should provide all the base and relevant information for the site
analysis and suitability for the burn simulator building.
i. The Consultant, through a SUB-Consultant (hereinafter called "Surveyor"), will complete a full
topographic survey of the project site area to obtain topography at a one-foot contour interval,
and above grade features including the following:
• Existing facilities layout and boundary conditions.
• Topography and Surface Elevations.
• Limits of pavement, lawn areas, and underground utility locations

• Existing infrastructure and drainage systems.
ii. Through a SUB-Consultant (hereinafter called "Geotechnical Engineer"), the Consultant will
complete a geotechnical evaluation for the project site area. This task includes the following:
• Two (2) test borings within the project limits. The borings will be advanced to a depth of 50
feet.
• One permeability test per SFWMD method.
• Geotechnical Engineering report summarizing the subsurface exploration work and
presenting recommendations to assist with planning the Design and construction of the
Project.
DELIVERABLES:Topographic Survey Plans and Geotechnical Engineering report in electronic form.
Tier A-4.2: Cost-Benefit Report
i. The Consultant will prepare a high-level cost-benefit analysis and report, comparing the total
construction costs of a prefabricated steel building with a similarly featured on-site constructed
concrete building.
ii. The Consultant will use available national square foot construction costs averages data to
approximate a probable cost for the on-site constructed concrete building.
iii. This phase includes:
• Coordination with the Client to establish burn building simulator selection criteria and
specifications.
• Research prefabricated burn simulator building manufacturers to match the Client
specifications and preferences and obtain prefabricated buildings, specifications, installation
requirements, and cost information.
• Evaluation of Building code requirements.
• Evaluation of Infrastructure requirements.
• Evaluation of proposed Site suitability.
• Preparation of Schematic site plan for the opinion of probable construction cost.
• Preparation of a preliminary opinion of probable construction costs for the prefabricated
and concrete building.
• Perform a high-level cost-benefit analysis.
• Attend one virtual meeting with the client to discuss the cost-benefit analysis.
DELIVERABLES: High level cost-benefit report, and preliminary probable cost opinion in electronic form.

Phase B-4: Design Phase
i. The Consultant will attend a kickoff/site visit meeting with the Client to assess the site
conditions and confirm the scope of work, deliverables, and schedules.
ii. The Consultant will prepare construction documents for a pre-engineered, prefabricated steel
building, based on the building model selected by the Client in the previous phase. The
documents are expected to include, but are not necessarily limited to,the following:
Construction Plans
• Cover Sheet
• General Notes
• Existing Conditions/Demolition Plan
• Overall Site Plan Layout
• Site Plan Geometry& Details
• Grading/Drainage and Erosion Control Plan & Details
• Special Foundations and other Structural Details
• Plumbing, Power, and Lighting Plans and Details
• Burn Building Plan and Elevations (pre-engineered building)
• Burn Building Sections and Details (pre-engineered building)
• Building Structural Plans and Details (pre-engineered building)
iii. The Plans will be provided at the following phase intervals:
• 60%Construction Plan Development/ Phase Review
• 100% Production & Final Plans Development/Signed and Sealed Plans
iv. Two virtual design review meetings with Project Team and the Client are anticipated.
V. The Consultant will provide an opinion of probable construction costs.
vi. The Consultant will assist the Client in obtaining the necessary permits for bidding and
construction.
vii. The Consultant will provide responses and applicable revisions to the jurisdictional agency review
comments.
DELIVERABLES: A complete set of construction documents for bidding and construction. The bid set of
drawings will be stamped and signed by an engineer registered to practice in the State of Florida.
Phase C-4: Bidding and Award Assistance
i. The Consultant will assist the Client in the bid package preparation. This will include Final Plans,
Specifications package,written scope of work and attending onsite pre-mid meeting.
ii. The Consultant will attend a pre-bid meeting to discuss specific requirements with prospective

TASK 5: FIRE STATION BAY FLOOR RESURFACING — 4 Fire Stations (#9 Big Coppitt, #13 Big Pine, #17
Conch Key,#22 Tavernier)
This assignment includes preparing construction specifications and details to repair and resurface the
bay floors on 4 Fire Stations. Fire Stations#9, 13, 17, and 22's existing bay floors show signs of wear and
tear. The Fire & Rescue Department intends to resurface the Bay floors with epoxy or similar treatment
to extend the life and aesthetics of the existing slabs. In addition, per the information provided by the
Client, the slab on fire station # 22 shows concrete spalling, and rebars are exposed at some locations.
This condition will require a different approach, and structural engineering evaluations will be necessary
to prepare recommendations, repair methods, and treatments.
Phase A-5: Construction Specifications and Details
i. The Consultant will attend a kickoff/site visit meeting with the Client to assess each site's
conditions and confirm the scope of work, deliverables, and schedules for each fire station.
ii. The Client will provide as-built drawings or layout plans with dimensions for each Fire Station Bay
floor area, to be used by the Consultant as base drawings for construction document preparation.
iii. The Consultant will prepare construction documents for resurfacing the bay floors on Fire Stations
#9, 13, and 17 with an epoxy-based or equivalent product.
iv. The Consultant will review the integrity of the existing concrete slab on Fire Station #22 and
prepare construction specifications for repairing the spalled concrete and resurfacing the bay
floors with an epoxy-based product.

C. ASSUMPTIONS
• This proposal is based on the information available at this time. One (1) site visit is anticipated
for each facility to confirm the scope of work.
• The fees may have to be revised if the Project/Scope definition changes from the description
presented in this document or if additional hours are required.
• The Client, will be responsible for providing all available information required to prepare and
complete the scope of work as described in this proposal, including as-built/record drawings for
each site.
• The Client will provide all front-end documents for the specifications package including Division
0 and Division 1.
• Any change and/or technical support other than those presented in this proposal may increase the
cost included herein. Any additional reviews of study supplements or new studies required,
additional support, and/or expenses not described in this proposal would not be performed
without an agreement between the Client and Consultant and authorized via Change Order by the
Client.
• The Consultant cannot warrant the accuracy of the documents, records, or reports prepared by
others used for this Project.
• No roadway work, improvements, or repairs are required, including signing and pavement
markings on any roadway.
• No environmental permitting is required.
• Permitting is limited to Monroe County Building Department and South Florida Water
Management District.
• Any modifications to the general scope described in this proposal will be considered additional

D. ITEMS NOT INCLUDED
• Environmental investigations.
• Contamination assessments, including but not limited to the presence of asbestos, lead paint, and
radon gases.
• Water and soil sampling/analysis.
• Product Control Approvals.
• Permitting Services other than those described above.
• All permit fees.
• Landscaping and Irrigation Design.
• Any other scope not described in this proposal.
• Preparation of as-built/record drawings.
• Equipment vibration analysis.
• Identification of and recommendations for proper disposal of hazardous materials.
• Design of pile foundations and the related grade beams and structural slabs at grade. Design of
special foundations such as mats. Design of special structures such as shade canopies. The
Engineer has assumed that normal soil conditions exist at the site that will allow for the use of
traditional spread and continuous footings with an interior slab-on-grade.
• Construction Inspection, Construction Material Testing, Special Inspections.
• Assisting the Client in evaluating any requested deviations from the structural Design or
specifications. The cost for the Engineer to evaluate proposed deviations/alternates is beyond the
scope of basic services and will be billed as additional services accordingly.
E. POST DESIGN SERVICES
Post design services such as Construction Administration, Engineering Inspection and any
additional services not specifically described under the Scope of Services will be performed upon
written approval. These Authorized Additional Services will be charged on the basis of Standard
Billing Rates in effect at the time the work is performed.
F. PROJECT MANAGER
Consultant's Project Manager for this Work Order assignment will be Edil H. Pena, P.E.
G. COMPENSATION FOR SCOPE OF SERVICES
The following is our estimated fee for the requested services.The Consultant will perform the scope of
work per our 2023 hourly labor category billing rates sheet in Attachment "B" of the Professional
Architectural and Engineering Services agreement.

MJ would expect to start services promptly after receipt of the Client's acceptance of this proposal and
receipt of a copy of a resolution or NTP from the Owner authorizing the Client to retain the services of
MJ. The Consultant will bill the Client monthly per the terms of the Professional Architectural &
Engineering Services master contract, and invoices shall be paid by the Client per Florida statutes and
Monroe County rules. Timing of invoices payment is not expected to exceed 45 days from the day the
invoice is submitted to the Client.
