AGENDA ITEM WORDING: Approval to reimburse Mr. Doug Bell $21,317.55 for the construction
of the Big Pine Key Soccer Field.
ITEM BACKGROUND: The construction of the Big Pine Key Soccer Field at St. Peters Church was
budgeted in fiscal year 2007 for $100,000.00. Total costs for the project came to $121,317.55. Mr.
Doug Bell paid for, and was reimbursed for expenses that were under $100,000.00. He is requesting to
be reimbursed for his additional out-of-pocket expenses of $21,317.55.
PREVIOUS RELEVANT BOCC ACTION: On 09/20/06 the BOCC approved a Lease Agreement
with the Archbishop of the Archdiocese of Miami concerning funding for improvements to the soccer
field at St. Peters Church in Big Pine Key, Florida, and approved the capital projects plan budget which
included the Big Pine Key Soccer Field for an amount of $100,000.00. On August 15, 2007 the BOCC
approved to waive purchasing policy and allow the reimbursement of construction fees for the Soccer
Field and to pay directly any contractor that may have provided service, but not to exceed the
$100,000.00.

Monroe County reimbursed expenses to $100, 000.00, and Mr. Doug Bell absorbed the remaining
$21, 317.55 which was the cost for Land Creations $8, 000.00, Grade Mike LLC $10, 000.00, and
a balance with Toppino & Sons of $3, 317.55.

Dear Mr. Willi:
As per our conversation, the soccer fields at St. Peter's Church are complete. The County
has reimbursed me $1 o0,000 for the project, receipt of which is hereby acknowledged.
The total cost for this project is $121,31.7.55, as detailed on the attached Schedule.
The unfunded amount of $21,317.55 t have paid for personally and, therefore, request
reimbursement from the County.
