Forsyth St., Suite 1520 Jacksonville, FL 32202 Project Name/Location: Key West International Airport Future Mitigation Opportunities Assessment Confidential Dear Mr. Bowker: Birkitt Environmental Services, Inc. (Birkitt) is pleased to submit this proposal to perform environmental services to support the future airport improvements as depicted on Key West International Airport's (EYW) airport layout plan (ALP). Options for utilization of mitigation sites or regulatory considerations will be evaluated. Mitigation options are extremely limited in the Florida Keys particularly to meet state requirements and creative approaches to identifying mitigation may be necessary. See below for the proposed Scope of Services, Task 1.0 Identify Mitigation Needs Utilizing the areas of improvements contained within the ALP, Birkitt will first conduct a site visit to the Airport to determine the approximate acreage and impacts to each habitat that are anticipated to result from the various improvements. Birkitt will provide a Uniform Mitigation Assessment Method (UMAM) analysis to determine the potential number and type of credits needed to compensate for functional loss. Birkitt will also identify the number of surplus credits resulting from previous mitigation projects that can be used for future projects to determine the final number of additional credits anticipated to be needed. 1 Key West International Airport Future Projects Mitigation Support May 9, 2023 Task 2.0 Assess Potential Mitigation Sites and Activities Birkitt will summarize and evaluate three (3) known mitigation site opportunities with the potential to meet future airport credit needs. Potential mitigation areas to be considered include remaining areas of Tarpon Belly Keys not previously utilized for the EYW Taxiway A project, Christmas Tree/Wisteria Island (which is not owned by the County), and areas near the Crawl Key mitigation site used for the Commercial Apron project. The assessment will include site visits to Christmas TreeMisteria Island and Crawl Key (one trip). Note that the mitigation design for Tarpon Belly Keys has already been completed. Assessment of mitigation opportunities, challenges, and constraints of utilizing the three (3) identified sites will be based on previous investigations and aerial photo interpretation or other available information. As part of this task Birkitt will provide a preliminary map of on-site habitats and the limits of potential restoration areas. Birkitt will identify potential restoration activities and provide a high level UMAM analysis of mitigation opportunities and pros and cons for each site. Task 3.0 State and Federal Regulatory Options for Mitigation Task 3.1 State and Federal Regulatory Options for Mitigation Birkitt will prepare a summary of mitigation requirements and optional approaches based on current USACE and SFWMD regulations. Other options such as utilization of the Keys Restoration Fund for the USACE or mitigation out of the service area for the SFWMD will be explored. Task 3.2 Preliminary Coordination with Regulatory A encies Birkitt will coordinate with SFWMD to obtain feedback and guidance on potential mitigation options and regulatory constraints or opportunities to be investigated further. The USACE does not comment on projects and mitigation until an application is submitted and no meeting with the USACE is anticipated. Coordination with the USACE re: clarification of current regulations or upcoming changes to mitigation regulations is included. 2 Key West International Airport Future Projects Mitigation Support May 9, 2023 Task 4.0 Miti ation G Lions and Limitations Repo Birkitt will prepare a report documenting the results of Tasks 1.0, 2.0, and 3.0. Previous mitigation opportunity searches and conclusions re: availability limitations will be documented. The report will include a summary of each potential mitigation site, habitat maps for each site, and a conceptual restoration plan for each site. A preliminary UMAM analysis documenting the anticipated number of credits estimated from mitigation activities at each site will also be included. Birkitt will prepare a summary of anticipated efforts required to permit the selected mitigation area and the possibility of obtaining USACE concurrence. Agency coordination will be documented and any recommendations for further investigation of mitigation options will be provided. Along with an assessment of potential credits, the report will include an analysis of the feasibility of conducting future permittee responsible mitigation within the Lower Keys including regulatory constraints, technical constraints, timing, and potential for acquisition. The summary report will be able to be utilized for exploring other options for EYW project mitigation such as meetings with high level management at the SFWMD or FDEP or other state representatives. General Assumptions: • Birkitt will have full access and authorization to the Airport. • Services not covered under this proposal will require an additional scope and fee. • A site visit to the Airport is included for the purpose of assessing anticipated future impacts and mitigation requirements. • Site visits to Christmas Tree/Wisteria Island and Crawl Key (one trip to Keys) are included in this scope. • Security will be provided by the Airport for Birkitt's site visit to Christmas Tree/Wisteria Island. • The meeting with SFWMD is assumed to be virtual. • Birkitt will be provided information on site ownership and legal or other constraints for Christmas Tree/Wisteria Island and the Crawl Key site for investigation. Breakdown of Charges: Birkitt proposes to conduct the services outlined in the tasks above on a lump sum basis.
