"Reggie" Paros AGENDA ITEM WORDING: Approval to pay Synagro Southeast, Inc. for additional monitoring tests completed at the Florida Keys Marathon Airport Sewage Treatment Plant, as required by the Department of Environmental Protection, in the amount of$l60.00 ITEM BACKGROUND: We received notification from the Department of Environmental Protection that additional monitoring of influent concentrations of total nitrogen and total phosphorus would be required effective April l, 2005. Synagro Southeast, as the wastewater treatment plant operating company, was contacted regarding the testing required; they quoted an additional $20.00 per month. From the period of Aprill, 2005 through October 31, 2005, the payments were processed under their existing contract. In January, 2006, it was brought to our attention that it was considered an additional test, and would require an amendment to the agreement. In the meantime, the agreement with Synagro had expired and the Board had approved the request to extend it on a month-to-month basis. When we prepared the agenda item summary to extend the agreement on a month-to-month basis, the additional monitoring cost was included in the Total Cost/Cost to County as we were not aware that Finance would require an amendment to the contract. Weare requesting approval to pay the charges that Finance has deducted from Synagro's invoices, for the months of November 2005 through June 2006, in the total amount of$l60.00. Furthermore, we are in the process of obtaining new written price quotes for an annual operations and maintenance agreement for the sewage treatment plant. Castille Secretary NIr Reggie Paros 9400 Overseas Hi.ghway Marathon, FL 33050 RE: Monroe County-DW Marathon Airport FLA014709 Dear Mr. Paras; The purpose of this letter is to notify you that starting on April 1, 2005, you shall be required to monitor the influent concentrations of total nitrogen aud total phosphorus and report the results to the Department at a minimum quarterly frequency, in accordance with Rule 62-601.300(6) of the Florida Administrative Code. Please contact your wastewater treatment plant operating company to implement this testing as soon as possible. All influent samples $all be collected so that they do not contain digester supernatant, return activated sludge, or any other plant process recycled waters. The Department of Environmental Protection is currently implementing the requirements of Chapter 99-395, Laws of Florida (LOF) which requires all sewage treatment facilities in Monroe County to upgrade their treatment facilities in order to meet new effluent limits for certain parameters, including nitrogen and phosphorus. All existing facilities must meet the required standards by July 1,2010, while new or expanded facilities must meet these requirements at the time of pennitting. The results of the quarterly nutrient analyses shall be submitted to the Marathon office as indicated below: Report Type Quarterly Monitoring Period January 1 - March 31 Aprill - June 30 July 1 - September 30 October 1 - December 31 Due Date April 28 July 28 October 28 January 28 Please be advised that a professional engineer registered in the State of Florida will be required to evaluate your facility, design any necessary modifications and submit appropriate permit applications. The subject wastewater characteristics shall be used by your design engineer to detennine any facility modifications that may be necessary to comply with the standards contained in Chapter 99-395, Laws of Florida..
