Re: Piggyback Purchase
It is the intent of Key West International Airport to purchase a new Aircraft Rescue
Firefighting (ARFF) Vehicle as required by the Federal Aviation Administration (FAA).
Monroe County's Purchasing Policy and the FAA will permit the purchase to be
executed under an action referred to as "Piggybacking". Under this option. the County
may "piggyback" on another governmental entity's competitively awarded bid to take
advantage of the pricing received. As a part of this procedure, Monroe County's
Purchasing Policy requires that both the entity and the vendor be contacted to gain their
permission to piggyback.
On April 4. 2006, I contacted Mr. Randall Baker, TAA with Tulsa International Airport,
Airports Engineer, Airline Terminal Room A215, 7777 East Apache St., Tulsa Oklahoma
74115, Telephone (918) 838-5000. Mr. Bak~r was directly responsible for the
competitively awarded bid Key West International Airport wishes to execute its purchase'
under. During our conversation, I explained to Mr. Baker our intentions with respect to
piggybacking for the purchase of a new ARFF Vehicle. Mr. Baker indicated that Tulsa
International Airport would not have a problem with our piggybacking as long as
Oshkosh Truck Corporation would also agree.
Based on Mr. Baker's permission, I have contacted Mr. Gary J. Kogut, C.M. Regional
Sales Manager, East Coast U.S. I Canada Oshkosh Truck Corporation Cell: (716) 983-
5362 Office: (920) 233 - 9326 Fax: (716) 549 - 0463. Mr. Kogut has indicated that
Oshkosh Truck Corporation is also willing to participate in the piggyback purchase of an
ARFF Vehicle. Because Oshkosh's involvement is significantly more involved than
simply granting permission, their proposal to manufacture and deliver a new ARFF
vehicle to Key West International Airport will be handled separately.

Thank you for all of the information to date. Weare set to go to the FAA for their approval
except that we would also like to include the following eight (8) options. If you could give
me a price for each of these, I will include them in our presentation to the FAA. Once the
FAA signs ofT, we go to our County Commission in June. Once they approve the purchase,
we wilt send you a Purchase Order and whatever else is required to close the deal. Then you
can come down and tell our guys that they have to wait a year for their truck. Wear
something padded!!!!
1. Installation of Continuous duty cycle lubrication Systems for suspension parts to
Extended useful life of the vehicle is requested.
2. A Backup Monitor System is requested.
3. A 110V1220V auxiliary onboard compressor system is requested.
4. A full structural exterior panel is requested.
5. A Priming Pump and reservoir is requested.
6. For the Secondary turret a total traverse of at least 180 degrees with increment
adjustable oscillation angles is requested.
7. A bronze water pump shall be supplied because local water conditions require
additional protection from corrosive, acidic, or salt water conditions.

/. Gl'llnt Description:
A) Acquire Pavement SWeeper Unlta (2)
A large vaccum unit is needed to keep the Runway and Taxiway free from foreign objects. A second small unit
would be used on the aprons to keep them free of foreign objects from jet engine ingestion.
B) Repllce Beacon and Rehlbllltate Tower
The existing beacon is over 15 years old and subject to continual salt air environment, which make it necessary
to replace this important aircraft navigational aid. The tower has been exposed to the same emvironment and
requires preparation of the metal for repainting. Additional damage was sustained during the hurricane.
C) Bond Repayment (Construct Terminal Building, Ph.e 2)
Construct a new Terminal Building, and rehabilitation and remodeling of existing Terminal Building in compliance
with County Building Department and the Americans with Disabilities Act. The building will accommodate
present and near future requirements per Terminal Concept Study.
D) Additional Emergency Power for the ARFF Building
Due to the unreliable power supply and the potential for hurricane effects on the power supply,
additional emergency power for the entire ARFF building is required.
E) Acquire 1500 Gallon CRF Vehicle
A back up CRF vehicle is essential to the airport airline operations. The existing vehicle frequently
requires maintenance and it is out of service for considerable period of time, due to
unavailable local services.
F) Replacement of the 4' Fence
The existing 4' fence is inadequate for airport protection and will be replaced with a 7' fence for
FAA Advisory Circular.

Detailed Project Description: ACQUIRE 1500 GAUON CRF VEHICLE: To obtain a back

In order for the FAA to determine the appropriate course of action, the FAA must determine
and the sponsor must certify that the proposed action is not likely to:
a. Have an effect on properties protected under Section 106 of the Historic Preservation Act
of 1966, as amended, Section 4(0 of the Department of Transportation Act of 1966, or
Section 6(t) of the Land and Water Conservation Act;
b. Be highly controversial on environmental grounds. A proposed Federal action is
considered highly controversial when the action is opposed by a Federal, state or local
government agency or by a substantial number of persons affected by such action on
environmental grounds;
c. Have a significant impact on natural, ecological, cultural, or scenic resources of national,
state, or local significance, including endangered species, wetland, floodplains, coastal
zones, prime or unique farmland, energy supply and natural resources, or resources
protected by the Fish and Wildlife Coordination Act;
d. Be highly controversial with respect to the availability of adequate relocation housing. In
an action involving relocation of persons or businesses, a controversy over the amount of
the acquisition or relocation payments'is not considered to be a controversy with respect
to the availability of adequate relocation housing;
e. Cause substantial division or disruption of an established community, or disrupt orderly,
planned development, or is likely to be not reasonably consistent with plans or goals that
have been adopted by the community in which the project is located;
f. Have a significant environmental impact on minority or low-income populations;
g. Cause a significant increase in surface traffic. congestion;
h. Have a significant impact on noise levels of noise sensitive areas;
i. Have a significant impact on water quality or contaminate a public water supply system;
j. Have a significant impact on air quality or violate the local, state or Federal standards of
air quality;
k. Be inconsistent with any Federal, state, or local law or administrative determination
relating to the environment.

This vehicle is urgently needed for ongoing airport operations.
The base price for this vehicle was established by the February 2006 contract between Tulsa
International Airport and Oshkosh Truck Corp. The purchase ofthe base vehicle will
piggyback upon that contract.
The options package represents a selection of equipment which was selected by our staff
according to the environmental and operational needs of the Key West Airport firefighting
team. This options package is a sole-source purchase.
