Roosevelt Blvd. Key West, FL 33040 305.296.7223 RECORD OF CONVERSATION Date: April 4. 2008 Re: Piggyback Purchase It is the intent of Key West International Airport to purchase a new Aircraft Rescue Firefighting (ARFF) Vehicle as required by the Federal Aviation Administration (FAA). Monroe County's Purchasing Policy and the FAA will permit the purchase to be executed under an action referred to as "Piggybacking". Under this option. the County may "piggyback" on another governmental entity's competitively awarded bid to take advantage of the pricing received. As a part of this procedure, Monroe County's Purchasing Policy requires that both the entity and the vendor be contacted to gain their permission to piggyback. On April 4. 2006, I contacted Mr. Randall Baker, TAA with Tulsa International Airport, Airports Engineer, Airline Terminal Room A215, 7777 East Apache St., Tulsa Oklahoma 74115, Telephone (918) 838-5000. Mr. Bak~r was directly responsible for the competitively awarded bid Key West International Airport wishes to execute its purchase' under. During our conversation, I explained to Mr. Baker our intentions with respect to piggybacking for the purchase of a new ARFF Vehicle. Mr. Baker indicated that Tulsa International Airport would not have a problem with our piggybacking as long as Oshkosh Truck Corporation would also agree. Based on Mr. Baker's permission, I have contacted Mr. Gary J. Kogut, C.M. Regional Sales Manager, East Coast U.S. I Canada Oshkosh Truck Corporation Cell: (716) 983- 5362 Office: (920) 233 - 9326 Fax: (716) 549 - 0463. Mr. Kogut has indicated that Oshkosh Truck Corporation is also willing to participate in the piggyback purchase of an ARFF Vehicle. Because Oshkosh's involvement is significantly more involved than simply granting permission, their proposal to manufacture and deliver a new ARFF vehicle to Key West International Airport will be handled separately. If you could give me a price for each of these, I will include them in our presentation to the FAA. Once the FAA signs ofT, we go to our County Commission in June. Once they approve the purchase, we wilt send you a Purchase Order and whatever else is required to close the deal. Then you can come down and tell our guys that they have to wait a year for their truck. Wear something padded!!!! 1.
