PREVIOUS RELEVANT BOG ACTION: On July 22, 2003 the Board approved the replacement of
one seventh of the total number of personal protective ensembles annually. On June 15,2005 the first
purchase of the annual replacement program was made with Municipal Equipment Company, LLC,
sole source stocking distributor of Lion Apparel's Janesville Brand of Turnouts in the state of Florida,
in the amount of $59,312.00 for the purchase of 44 sets of personal protective ensembles. During the
Fiscal Year 2006 budget process, funds were appropriated again for this purpose.

ITEM BACKGROUND
On July 22,2003 the Board approved the replacement of one seventh of the total number of
personal protective ensembles annually.
On November 13,2003, Chief Clark Martin formed the Apparatus and Equipment Committee. (See
attached MCFR Informational Bulletin 2003-020) He then tasked the Committee to conduct a study
to test several different types of firefighting protective clothing, and then make a recommendation
based on which brand best meets the needs ofMCFR, based on cost and effectiveness. The four
major providers of personal protective ensembles were invited to provide their gear to the
department for trial.
In January of 2005, the Committee completed their study and prepared a 2-page document entitled
"Monroe County Fire Rescue Protective Clothing Recommendation 2005" (See attached),
recommending Lion Apparel's Janesville Brand to best meet the needs ofMCFR. Chief Martin
reviewed the document and concurs with their recommendation. It is important to continue to
purchase the same brand of gear so that all equipment is compatible.

Replacement personal protective ensembles (PPE)
Need:
PPEs for structural firefighting, even with limited exposure to fire combat, have a shelf life that
renders the thermal and vapor barrier protection ineffective at the expiration of that shelf life.
Seven years is the generally accepted life span of PPE. We currently have members wearing
PPE in excess of twice the shelf life. This budget amount needs to be in place for every year,
adjusted for inflation, to enable Fire Rescue to annually replace one seventh of the PPEs in the

Fire Chief, Clark Martin addressed the Board. Motion was made by Commissioner
Neugent and seconded by Commissioner McCoy to approve the request from District 1 in the
amount of $92,250 for replacement of all self contained breathing apparatus throughout Monroe
County, Roll call vote was unanimous,
The Board discussed two additional firefighter positions to be assigned to Fire Station 17
(Conch Key). Andy McBroom, representing the Professional Firefighters of Monroe County
addressed the Board, Action is taken later in the meeting.
The Board discussed replacement of personal protective ensembles, Motion was made bY)
Commissioner Neugent and seconded by Commissioner McCoy to approve the request from
District 1 in the amount of $73,080 for the replacement of personal protective ensembles (PPE)
Roll call vote was unanimous,
The Board then returned to the discussion of the two additional firefighter positions.
Motion was made by Commissioner Rice and seconded by Commissioner McCoy to approve the
request from District 1 in the amount of $128,570 for the two additional firefighters to be
assigned to Fire Station 17 (Conch Key), Roll call vote was unanimous,
Motion was made by Commissioner Neugent and seconded by Commissioner Rice to
approve the tentative budget request for Fiscal Year 2003-2004 of the Fire & Ambulance District
1, as amended by the above adjustments approved by the Board, Roll call vote was unanimous.

made by Commissioner Nelson and seconded by Commissioner McCoy to approve the request for
District 6 in the amount of $27,750 and Countywide in the amount of$17,250 for replacement of
all self contained breathing apparatus throughout Monroe County; and the amount of$13,920 for
District 6 for the replacement of personal protective ensembles (PPE); and the tentative budget
request for Fiscal Year 2003-2004 of Fire Rescue, as amended by the above adjustments, Roll

I am pleased to announce the formation of the department's Apparatus and Equipment Committee.
This committee will be meeting periodically as required to accomplish the fol/owing tasks:
. Draft or review specifications for new fire rescue apparatus and make
recommendations of new types to be explored.
· Review of equipment specifications for equipment to be carried on fire
apparatus or ambulances.
· Participate in the evaluation of new equipment or protective clothing,
other research and development as assigned by Fire Rescue
administration.
. Quality review of apparatus maintenance services.

Committee Recommendation
This Committee recommends the purchase and distribution of the Lions Apparel
(Janesville) Protective Clothing Ensemble.
After weighing all the considerations for our personnel in the field we found the
Janesville to be of higher quality, the service provided to be exemplary, and the needs of
our department indicated a strong consideration for custom sized and constructed gear.

The Process for evaluating the protective clothing proceeded as follows:
1. Test sets of gear were acquired from the following manufacturers; Globe,
Morning Pride, Quaker, Lions Apparel.
2. Each set was issued to a field member to evaluate, and was put into service.
3. After approximately 6 months of service each member was requested to write an
evaluation of the gear they were issued. They were asked to detail the training and
calls they participated in while evaluating the gear. Each set of gear was used in a
minimum of one live bum training.
4. All vendors that supplied gear were invited to the training facility to discuss and
exhibit their products, all field personnel were also invited to attend.
5. The committee discussed all information gathered over the evaluation period and
voted in majority to recommend the Janesville gear.
Evaluation Observations and Comments
Both the Globe and Janesville gear excelled in short drying times after washing and use,
as well as wicking of perspiration from the body. Mobility was not significantly restricted
by the Globe, Janesville, or Quaker gear. All sets of gear had equal heat protection
capabilities. There are significantly more construction and accessory options with the
Janesville gear and service has been out standing. Quaker and Janesville both offer
custom sizing options as well as custom construction options. Janesville offers specialty
construction options such as a Firefighter rescue strap and sewn in harness. The stitching
quality ofthe Janesville gear is far superior under heavy use.
