Consideration of the purchase of the Stock Island wastewater plant (Key West Resort Utilities).
ITEM BACKGROUND:
The purchase of this wastewater plant will allow the plant to be owned by the County, collecting
affluent from the Cow Key Channel Bridge on Stock Island to Shark Key, MM 12. The collection will
pick up all operations ran by existing operators, including the Navy. An negotiated operational
agreement will be prepared. A visit with the Governor and Speaker of the House in early 2007 to
discuss greater participation in this regional plant should occur. (SEE ATTACHMENT)

County Purchase KWRU Wastewater Treatment Plant Stock Island
A)Purchase price to be determined by “Appraiser” and appraisal agreed to by
both parties.
B) County/KWRU enters into an agreement to operate plant.
C)Operational costs and profit margins will be pre negotiated with annual
escalators.
D)Operator shall operate and manage plant.
The Stock Island Plant will be the regional plant for all wastewater treatment
between Stock Island Bridge and MM12.
A)Navy-Boca Chica will be approached to connect to the new transmission line.
B)Navy-Boca Chica effluent will be metered.
C)All systems connected to new transmission line will be metered to identify
any unusual ground water intrusion.
In the early part of 2007, we will visit the New Governor and Speaker of the House
to seek a new State participation in this regional system.
A)State will prepare an comparative cost analysis both ways.
B)A&E firm be commissioned to create an aesthetic for both pleasing and
economically sound project.
