This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ("Client") and JACOBS
PROJECT MANAGEMENT CO. ("Consultant"), dated February 16, 2022 ("Agreement"). The
Agreement is incorporated herein and forms an integral part of this Task Order.

Key West International Airport(EYW)
EYW Aircraft Rescue and Fire Fighting (ARFF) Expansion —Programming and
Planning
SCOPE OF WORK
Jacobs will provide data collection, programming, code research and diagrammatic design
services for the expansion and renovation of the existing ARFF facility. The intent is to design
for an expanded facility to accommodate additional area based on increased staffing and a fourth
apparatus bay. The existing facility areas will be documented in a current areas program and a
proposed program of areas will be developed based upon the Aircraft Rescue and Firefighting
Station Building Design,AC No. 150/5210-15A.
In addition, Jacobs will review the possibility of incorporating additional EYW staff sleeping
quarters into the additional area for potential emergency operations where EYW staff is needed to
stay on site during storm or other emergency events.
Up to three block diagram layout options will be developed and reviewed with Airport staff.
M/E/P/FP and structural disciplines will be incorporated at the programming level only. A rough
order of magnitude cost will be included for each option.
These improvements will be located at the Key West International Airport in Key West, Florida.
All design work shall be designed in accordance with the codes; Florida Building Code 2020,
NFPA and AC 150/5210-15A.
EXISTING CONDITIONS
The current ARFF facility was constructed in 1998 and there have not been any revisions or
expansion to the original building. This facility is a two-level building comprised of three
apparatus bays and associated support spaces. A fourth apparatus bay will be developed at
ground level and additional supports spaces will be located at the second level.

The data collection and preliminary design,will provide the following:
Article A—Data Collection
Field Verification: Visit and inspect the site (1 visit) to determine if existing conditions match
those provided by Monroe County (as-builts, 8/1998). Take photographs and make written
documentation, sketches, notes or reports to confirm and record the general conditions of the
existing facility and site. Within this initial phase we will review all applicable requirements.

Perform code research for applicable codes, abovementioned, to apply to the planning documents
submittal.
Initial Meeting: Conduct a meeting with representatives from Monroe County and the design A/E
team to include architect and engineer. The purpose of the meeting will be to discuss the design
intent and project features.
Review available record drawings

Services for Article A will be provided under a lump sum basis.
Article B—Programming/Planning Phase
The specific tasks Jacobs will perform are as follows:
After data collection and the development of an existing space program Jacobs will develop a
proposed space program for the expanded / renovated facility. This will include the fourth
apparatus bay and all associated support areas.
A virtual meeting with Monroe County will be held to review the proposed space program and
generate comments towards the diagrammatic layouts.
Once the proposed space program is accepted by the owner the diagrammatic development will
progress. Up to three alternative diagrammatic layouts will be developed which will examine the
ground level bays, associated impacted apron area and second level expansion&renovation.
A virtual meeting with Monroe County will be held to review the diagrammatic layouts and agree
to the selected option for future design not included in this task.
The preferred alternative selected will be noted in the planning report. The preferred alternative
will include apron vehicular movements. Architectural, civil, M/E/P/FP and structural input will
be provided at the programming phase and incorporated into the planning document.
In addition, a rough order of magnitude estimate of cost will also be developed for each of the
three options.
Documents shall include the following:

Site Plan
• Apron movement/parking plan
Order of magnitude cost estimate.
Services for Article B will be provided under a lump sum basis.
QUALIFICATIONS AND ASSUMPTIONS
For the purpose of providing a stipulated fee amount, this proposal has been based on the
following qualifications and assumptions:

• As-built documents have been provided by the owner
• Owner to provide size of new equipment to be accommodated in the new bay.
o In providing opinions of cost, financial analyses, economic feasibility
projections, for the project, Jacobs has no control over cost or price of labor and
materials; unknown or latent conditions of existing equipment or structures that
may affect operation or maintenance costs; competitive bidding procedures and
market conditions;time or quality of performance by operating personnel or third
parties; and other economic and operational factors that may materially affect the
ultimate project cost or schedule. Therefore, Jacobs makes no warranty that
Client's actual project costs, financial aspects, economic feasibility, will not vary
from Jacobs' opinions, analyses, projections, or estimates and Jacobs' shall have
no liability for such variances. Other services not described in the scope of work
are excluded.
Items identified as not included or limited in the scope of services can be provided or expanded
upon as additional services under a separate agreement or supplemental to this agreement.
